President Lemmon called the meeting to order at 2:00 o'clock P.M., the following.members being present: President Lemmon, Aldermen Kennedy, Kjerner, McQuillan, Narveson, and Yaeger. Absent: Alderman Fryer, excused on account of illness. Upon motion by Kjerner, second by McQuillan, the minutes of the meeting of April 23 and April 30, 1946 were approved. President Lemmon declared this as being the time and place set for receiving and opening bids for the construction of a curb and gutter on 9th Avenue Northwest from 1st Street to 2nd Street Northwest. The following bids were received and opened: H. T. Earle in the amount of p $916. ?_2 and C. M. Bontelle in the amount of $1367.50. The recommendation of the Street and Alley Committee that the bid of H. T. Earle in the amount of $916.22 be accepted was read and upon motion by McQuillan, second by Kjerner, the same was accepted and the City Clerk was instructed to return the certified check submitted by Mr. Bout.elle. .President Lemmon stated this as being the time and place set for the second hearing on the construction of a sanitary sewer and watermain in gth Street Southeast from 12th Avenue Southeast to 13th Avenue Southeast. There was no one )resent wishing to be heard. President Lemmon stated this as being the time and place set for the econd hearing on the construction of a sanitary sewer and watermain in 15th.Avenue or:th:east from 2nd Street to 3rd Street Northeast. The proposals of the First National Bank for $300,000.00, the Union National Bank for $200,000.00 and the Olmsted Ccunty Bank and Trust Company for $100,000.00, were each read and ordered placed on file. .A committee from the Rochester Building and Trades Council attended the meeting and protested the action of the Council in rescinding a resolution adopti: rates for.the current fiscal year. Action on the matter was deferred until a. future meeting. The request of Raymond E. Karvel to have Lot 20, Block 5, Elm Park changed :to,- a commercial zone was again read. Mr. Karvel was present at the a number of meeting and stated that/petitioners who had protested the change previously had ig now presented a, petition stating that they did not object to a store building at I� that location on 12th Street Southeast. Upon motion by Kennedy, second by Kjerner, action on the matter was deferred until the meeting of May 13. 1946, at which tim( all parties could be heard on the requested zoning change. The request of Harry Michael for permission to operate a news stand at the corner of 1st Street and 2nd Avenue Southwest was read and upon motion by McQuillan, second by Narveson, the request was denied. A notice of appointment by the Police Civil Service Commission of Miss Gertrude B. Austin as assistant juvenile officer on a temporary basis, until civil service examinations can be given, was read and upon motion by Kennedy, second by Yaeger, the same was approved. The request of the Ladies Auxiliaries of the Veterans of Foreign Wars and American Legion to sell poppies on the streets on May 25, 1946 was read and upon motion by Narveson, second by Kennedy, the same was granted. Specifications for a three wheel motorcycle to be used in the Rochester Police Department were read and upon motion by McQuillan,. second by Kennedy, the City Clerk was instructed to advertise for bids to be received on May 20, 1946. The following resolutions adopted by the Public Utility Board were each read a'nd the same were ordered placed on file: "Be it and it is hereby resolved by the Public Utility Board of the City of Rochester, Minnesota that the Honorable Common Council of the said City be and is hereby requested to authorize the said Board to enter into a contract with THE GEORGE T. RYAN COMPANY for the furnishing, in accordance with specifications of ONE (1) MODEL 1051 JAEGER AIR COMPRESSOR equipped as per their proposal at a price of $1,950.00 plus $100.00 for starter equipment making.a total contract price of TWO THOUSAND AND FIFTY DOLLARS (0050.00)." "Be it and it is hereby resolved by the Public Utility Board of the City of Rochester, Minnesota that the Honorable Common Council of the said City be and is hereby requested to appoint appraisers, as provided for in the City Charter, to appraise certain properties in the vicinity of the proposed New Power Plant site for the acquisition of the said properties as described in plats and descriptive records on file in the Office of the City Attorney." '704 Im May 6, 1946 "Be it and it is hereby resolved by the Public Utility Board of the City of Rochester, Minnesota, that the Honorable Common f Council be and is hereby requested to authorize the said Board to enter into contract with the Southern Minnesota Supply Company of Rochester, Minnesota, for the furnishing to the Electric Department: 3-100 kw.•7200/2400 volt transformers in the amount of $1911.70 and: 3-25Kw 7200/100/240 volt transformers in the amount of $935.56 making a total contract price of two thousand, six hundred jforty seven dollars and twenty-six cents ($2,647.26) in accordance with specifications and their bid of April 24th, 1946. n "Be it and it is hereby resolved by the Public Utility Board of the City of Rochester, Minnesota, that the Honorable Common Council be and is hereby requested to authorize the said Board to enter into a contract with the Crane Company of St. Paul, Minnesota, for the furnishing to the Water Department a 1000 g.p.m. deep well turbine pump, complete with electric motor, for the sum of three thousand, five hundred and ninety dollars ($3,590.00) in accordance with the specifications and their bid of April 24th, 1946." I The assignment of collateral by the Union National Bank in the amount of $200,000.00 was read and the same was orchred placed on file. A notice of the 18 th annual "Northwest Fire School" to be held in the ;Public Safety Building in St. Paul, Minnesota on May 13, 14 and 15, 1946 was read! land upon motion by McQuillan, second by Yaeger, the Chief and two members of the I'Fire Department were authorized to attend the same at city expense. Krudwig to construct a plumbing shop on his property was again read and upon motion by McQuillan, second by Narveson, the same was approved and the ;Building Inspector was authorized to issue a permit for the construction of the 1 1 1 1 1 1 1 1 1 1 said shop. May-J-. 194 The recommendation of the Police Committee that the prices of meals fo prisoners be raised to 350 for breakfast and 400 for dinner and supper meals was read and upon motion by Kennedy, second by Narveson, the same were approved. The report of the City Weighmaster for the month of April, 1946 showin 362 loads weighed and total collections $36.20 was read and President Lemmon referred the same to the Finance Committee. The reports of the Clerk of Municipal. Court for the week ended April 271 1946 showing total criminal fines and costs collected $831.95, civil fees receive $4.25 and conciliation court fees $2.00 and for the week ended May 4, 1946 show in total criminal fines and costs collected $468.00, civil fees received $.35 and conciliation court fees $.50, were each read, and having been previously approved) by the City Attorney, President Lemmon ordered that the same be placed on file. The reports of the Electrical Inspector for the month of April, 1946 showing electrical permits issued $57.50; of the Building Inspector showing building permits issued $259.00; and of the Heating and Plumbing Inspector showin] heating permits issued $49.50 and plumbing permits issued $21S.75f were each read) and President Lemmon referred the same to the Finance Committee. The official bonds of Donald S. Crowe and Gertrude B. Austin each in thi amount of $500.00 with the Fidelity and Casualty Company as surety¢ the license bond of Wm. J. Fischer in the amount of $1,000.00 with the Western Surety Company as surety; and the contract bonds of Carlisle G. Fraser one in the amount of $12,397.30 and the other in the amount of $12,391.00 with the United States Guarantee Company as surety, were each read,and upon motion by Kennedy, second by Yaeger, the bonds were approved, the surety thereon accepted and it was ordered that the same be placed on file. The applications of Morris Friedell and Willard B. Chaddock for Junk Dealer's Licenses were each read and upon motion by MCQuillan, second by Kennedy, the same were granted. The application of J. A. Daly for Hot Water and Steam Heating 10ontract03. (license was read and upon motion by Narveson, second by Kennedy, the license was granted. The application of Arthur Bonnickson for a Journeyman Electiricians ]License was read and upon motion by Kjerner, second by Yaeger, the license was granted. The application of George Leiferman Co. and Bogart Cities Service for a permit to place and maintain a sign were each read and upon motion by Kennedy, (second by Kjerner, the same were approved subject to the approval of the Building a] • In spe c tor. The applications for license to sell soft drinks of Andrew Chafoulias, r Claire Rooney, H. J. Wernecke, A. C. Burgan, C. R. Brown, Leo J. Smith and R. N. Hendrickson were each read and upon motion by Yaeger, second by Kennedy, the licenses were granted. Alderman Kennedy introduced the following resolution which was read: 'WHEREAS, The city of Rochester, Minnesota, authorized the City Engineer to make application to the Federal Works Agency, Bureau of Community Facilities, for advancement of the sum of $40,200.00 for the purpose of plan preparation for construction of the public works described as a sewage treatment and disposal plant, outfall fine and appurtenant facilities, to be located at or near the City of Rochester, Minnesota. AND WHEREAS, the said Federal Works Agency, Bureau of Community Facilities; did review the said application and have advised the City of Rochester, that they are prepared to enter into an agreement to advance the said amount of $40,200.00 for such purposes and have forwarded six copies of BCF Form for completion and execution by the proper City officials. NOW THEREFORE BE IT RESOLVED: That the forms be completed and executed by the City of Rochester, through its officials so authorized to execute this agreement and to in all respects comply with the requirements of the said Federal Works Agency, j Bureau of Community Facilities."
