HomeMy WebLinkAbout05-24-19461 1 • 1 • 1 1 Minutes of a, special meeting of the Common Council 'of the City of Rochester, Minnesota, held in the Council Chambers in the City Hall in said City Ion May 24, 1946. President Lemmon called the meeting to order at 5:00 o'clock P.M., the following members being present: President Lemmon,-Aldermen Fryer, Kennedy, Koerner, McQuillan, Narveson, and Yaeger. Absent: None. The call of the special meeting was read and President Lemmon ordered that the same be placed on file, the said meeting being called for the purpose of considering the recommendation of the Finance Committee in regard to setting up cash funds in certain departments and procedure in the office of the City Treasurer and any other business the said Common Council may deem proper. The following recommendation of the Finance Committee was read: "Honorable Mayor and Common Council Gentlemen: The finance committee met with Mr. Finch and Mr. Anderson, Deputy Public Examiner, on May 22; 1946, regarding the handling of City funds. Chapter 6, Se-ction 47 of the City charter reads in part: "The City Treasurer shall receive and safely keep all moneys belonging, accruing to the City. "*** Section- 48 of the City charter further provides that "the City Treasurer shall immediately credit to the proper fund any moneys received and shall deposit it in the name of the City and to order of the City Treasurer." Section 158•of the City charter reads, "It shall be the duty of the Secretary under the direction of the Board; to collect and pay_forthwith into the City Treasury all moneys due on account of the operation of said City Electric Light Plant." It has come to our attention, that the following offices, Building, Electrical and Heating Inspectors, Mayo Civic Auditorium, Park Board, and the Public Utility Department have been making deposits direct to the banks, giving the Treasurer a duplicate bank deposit slip or a memorandum, and he in turn issues his receipt to them for the total amount. of such deposits. Therefore, no entries are made on the City Treasurer's record until the close of the month and then invariably only one item appears, which covers the entire months receipts.by each such department. Due to some departments not having a cash working fund, it has been necessary for them to withhold current receipts or collections for use as a change fund. By use of cash working funds they can deposit with the City Treasurer the entire daily receipts if same warrants, depending entirely upon the amount received during any given day, whether same shall be included in following days receipts. By depositing entire daily receipts intact it will be beneficial to the Examiners as well to the City in auditing and for the reporting by the City Treasurer. We also suggest all departments having a bank endorsement stamp to deliver same- to the City Treasurer at once for disposal. We also suggest the City Treasurer comply with Section 53 of the City charter in rendering monthly reports to the Common Council. 0 732 • May 24, 1946 We recommend that cash funds be established for the following departments: Public Utility $1500.00 Mayo Civic Auditorium 300.00 Park Board 200.00 Police Department 25.00 Building,Electrical & Heating Inspectors 50.00 IAll other departments have been provided with such cash working funds. Respectfully submitted, FINANCE COMMITTEE J. A. Yaeger, Chairman Austin A. Kennedy, Member Claude H. McQuillan, Member" Upon motion by Narveson, second by Kjerner, the recommendation was accepted and it was ordered that the terms of same be put into effect on June 1, 1946. An agreement and Public Voucher for Advance from the Federal Works ,Agency for the purpose of plan preparation for the construction of a. sewage treatment plant and disposal plant, outf all line and appurtenant facilities together with the initial payment amounting to $20,100.00 was read and the same 'was ordered placed on file.. The surety bonds of Carlisle G. Fraser in the amounts of $1202.90, ,$6042.80, $4810.00 and $1650.10 with the United States Guarantee Company as surety were each read, and upon motion by Kennedy, second by xaeger, the bonds were 'approved, the, surety thereon accepted and it was ordered that the same be placed on file. i A certificate of insurance certifying that the Preferred Accident ,Insurance Company of New York has issued Policy No. S315488 covering Harlan W. Briese D.B.A. Service Cabs beginning May 27, 1946, the limit of liability for Bodily Injuries being $25,000.00 for one person and $50,000.00 for more than ome person and limit of liability for property damage $5000.00 for each accident was read and upon motion by Fryer, second by Narveson, the same was approved and ordered placed on file. A petition for a sanitary sewer and waterma.in in 13th Avenue Southeast between 8th Street and 82'Street Southeast was read and President Lemmon referred 'same to the Water Committee and the Sewer Committee. Alderman Fryer introduced a resolution ordering the first hearing on the construction of a sanitary sewer and watermain in 13th Avenue Southeast between 8th and 82 Street Southeast, which was read. Upon motion by Kjerner, second by Fryer, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the 1 1 0 1 0 1 1 0 1 'LJ • 1 U 1 1 c May 24, 1946 +said resolution duly passed and adopted. The matter of transferring the present sewage disposal plant and lands from the Sewage Disposal Plant Fund to the Permanent Improvement Fund was discussed and upon motion by Yaeger, second by Kjerner, the City Clerk was Iauthorized to make the said transfer on the books. Alderman Kennedy introduced the following resolution which was read: "WHEREAS, Section 7 of Ordinance No. 415 provides that the Common Council -of th'e City of Rochester, Minnesota, on the first Monday in April in each year, shall establish a minimum wage scale. for all public works for the ensuing official year; SO THEREFORE, Be it resolved by the Common Council of the City of Rochester, Minnesota: That for and during the official year following the passage and adoption of this resolution all contracts hereinafter entered into for the 'purpose of performing any work for the City of Rochester, involving either new construction work or repair on any roads, bridges, sewers,alley, parkways, buildings, streets, or any other public i-:ork involving the improvement of public property, shall be made upon the basis that the wages paid skilled and unskilled labor shall not be less than the following: Asbestos Pipe Cover Worker . . . . . . . . . . . . . . . . $1.621 Welder. . . . . .. . . . . . . . . . . . . . . . 1. . f . .
