HomeMy WebLinkAbout11-12-19461 • 1 1 • E November 12, 1946 Minutes of an adjourned regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers, in the City Hall in said City, on November 12, 1946. President Lemmon called. the meeting to order at 7: 30 o'clock P.M., the following members being present: President Lemmon, Aldermen Fryer,'Kennedy, Kjerner, McQuillan, Narveson, and Yaeger. Absent: none. President Lemmon stated that the,tax levy for_ School District No. 8 and the City of Rochester would be considered at this meeting and anyone interested would be heard at this. time. Mr. Donald Twentyman spoke in opposition to free admission for students to athletics. Mr. Walter Heasley stated that he felt if the students of the public schools were allowed free admission to the games students in"parochial schools should receive the same consideration. Dr. M. J. Thomas and Mrs. M. M. Hargraves spoke in favor of a levy to cover free admission to athletics. Dr. L. A. Brunsting, representing the Board of Park Commissioners, explained the park program for the coming year and urged that the full four mills e levied for park purposes. Alderman McQuillan introduced the following resolution which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the resolution passed and adopted October 17th, 1946, by theBoard of Education of School District No. 8 levying the sum of $775,590.00 upon the taxable property of said School District for the year 1946, be and the same is hereby approved in the sum of $775.590.00." Upon motion by Fryer, second by McQuillan, that the said resolution be adopted as read, and upon roll- call and all voting in favor thereof. President emmon declared the said resolution duly passed and adopted. Alderman Fryer introduced the following resolution which was read: "Be it and it is hereby resolved by the Common Council of the City of Rochester, Minnesota: That the said Common Council does hereby assess and levy upon the taxable property in the City of Rochester. for taxes for the year 1946, the amount aggregating $621,468.00, the following sums being levied for the several funds of said City, viz: For the General Fund $ 233,762.40 For the Street & Alley Fund 50.000.00 For the Bridge Fund None For the Sewer Fund 42,000.00 For the Fire ProtectionFund 11,595.00 For the Park Fund 62,1 6.80 For the Lighting Fund 58,000.00 For the Library Fund 31,073.40 For the Band Fund 7.900.00 For the Interest Fund None For the Sinking Fund None For Firemen's Relief Fund 1.553.70 For Police Relief Fund 15,536.70 For Permanent Improvement Fund None TOTAL 1946 TAX LEVY $621,468.00" Upon motion by Kennedy, second by -McQuillan, that the said resolution be dopted as read, and all voting in favor thereof, President Lemmon declared the aid resolution duly passed and adopted. A notice of hearing before the Railroad and Warehouse Commission in the 112 November 12, 1946 ,matter of the application of Virginia C. Willson D/B/A Willson Trucking Company ,for a certificate of convenience and necessity as an auto transportation company, the said hearing to be held at the City Hall in Rochester on December 11, 1946 was read and the same was ordered placed on file. A notice of the Annual Conference of the United States Conference of Mayorsto be held in Washington D. C. on January 20-22, 1946 was read and the same ,was ordered placed on file. The following copy of a resolution adopted by the Public Utility Board ,was read and the same was ordered placed on filet. "Be it and it is hereby resolved by the Public Utility Board of the City of Rochester, Minnesota, that the Common Council of said City be and is hereby requested to authorize the said Board to enter into a contract with the GENERAL ELECTRIC COMPANY for the furnishing of 11,110 feet of 5,000 Volt L and VC Cable at a total lump sum price of Five Thousand Four Hundred Sixty -Three Dollars and Eighty -Three C.ent.s ( $5.463.53) and 5,500 feet of L and VC 600 Volt Cabel at a price of Three Thousand Five Hundred Sixty -Nine .Dollars ( $3, 569. oo) F.O.B. Cars, Rochester, Minnesota. Be it and it is hereby further resolved by the Public Utility Board of the City of Rochester, Minnesota, that said Common Council be and is hereby requested to authorize the said Board to enter into a contract with the OKONITE COMPANY for the furnishing of 2,000 feet of 400 MCM 15 KV Cable, at a price of Four Thousand Eight Hundred Sixteen Dollars ($4,816.00) and 76,620 feet of 600 Volt Cable at a price of Seven Thousand Six Hundred Seventy -Five Dollars and Fifty - Five Cents ($7,675.55) and, Be it and it is hereby further resolved by the said Board that the said Common Council be and is hereby requested to authorize the said Board to enter into a contract with the GENERAL ELECTRIC SUPPLY CORPORATION for the furnishing of 4,105 lbs. of No. 6 Bare Copper Wire at a total contract price of Nine Hundred Fourty-Eight Dollars and Twenty -Four Cents ($948.24), all awards to be in accordance with specifications on file." The City Engineers trial balance for the month of October, 1946 was read i and the same was ordered placed on file. The statement of receipts and disbursements in the Park Improvement Fund for the month of October, 1946, was read and the same was ordered placed on f ile. A copy of a report of the City Weed Inspector to the Division of Weed and Seed Control at the University Farm was read and the same was ordered placed on file. i The report of the Clerk of the Municipal Court for the week ended November 9, 1946 showing total criminal fines and costs collected $643.00 and conciliation court fees $3.25, was read and having been previously approved by the City Attorney, President Lemmon ordered that the same be placed on file. The applications of Duane J. Holt for an "Off Sale" non -intoxicating malt liquor license, a cigarette license and a soft drink license were each read and upon motion by Yaeger, second by Kjerner, the,said licenses were granted. i The application of Lawrence Lysne to move two buildings from the Colonial Hospital to 911 - 13th Avenue Southeast was read and upon motion by r� U • 1 • • 1 113 November 12 1946 Kennedy, second by Yaeger, the permit was granted. The application of the Service Cab Company for the transfer of License • No. 1 on a 5 passenger LaSalle bearing State License No. 491-394 to a 5 passenger LaSalle bearing State License.No. 215-229 was read and upon motion by Fryer, second by McQuillan, the transfer was granted. The application of George P. Cochlin for a Journeyman Heating Workers • & Steam Fitters license was read and upon motion by Kjerner, second by Narveson, the license was granted. Alderman Fryer introduced a resolution granting a dance permit to Mike Sternberg which was read. Upon motion by Fryer, second by Kjerner, that the said resolution be adopted as read, and.all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Fryer introduced a resolution appropriating $435.15 from the General Fund and ordering payment made to the Rochester, Post Bulletin, which was read. Upon motion by Kennedy, second by Narveson, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kjerner introduced a resolution appropriating $399.40.from the General Fund and ordering payment made to State of Minnesota, Department of Taxation for inspection fee and state gas tax on 2 truck transports of gasoline, which was read. Upon motion by Kjerner, second by McQuillan, that the said resolution bE adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman McQuillan introduced a resolution appropriating $974,25 from the General Fund and ordering payment made to Standard Oil Company for two truck transports of gasoline, which was read. Upon motion by Fryer, second by Narveson, that the said resolution be • adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kennedy introduced a resolution appropriating $5,660.59 from the .Park Improvement Fund and ordering payment made to Mayo Civic Auditorium • ,Revolving Fund, which was read. Upon motion by Narveson, second by Kjerner, that the said resolution be adopted as read, and,all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Narveson introduced a resolution appropriating $291.71'from the Park Improvement Fund and ordering payment made to B. Amundsen, which was read. 114 - - -- - -- ---------- --- November 12_ I946 Upon motion by Narveson, second by Kjerner, that the said resolution be, . I ,adopted as read and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. • Alderman Yaeger introduced a resolution appropriating $994.92 from the Park Improvement fund and ordering payment made to the Collector of Internal Revenue for admission taxes collected at the Mayo Civic Auditoriup which was read. Upon motion by McQuillan, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the • said resolution duly passed and adopted. Alderman Yaeger introduced a resolution appropriating 326.18 from the 'Park Improvement Fund and $157.98 from the Lighting Fund and ordering payment made to the City of Rochester, Public Utilities, which was read. Upon motion by Kennedy, second by Yaeger, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Narveson introduced a resolution authorizing the Public Utility Board to enter into contract with the General Electric Company, Okonite Company ,and the General Electric Supply Corporation, which was read. Upon motion by Fryer, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted.
