Minutes of an adjourned regular meeting of the Common Council of the
City of Rochester, Minnesota, -held in the Council Chambers in the City Hall, in
said City, on March 12, 1947.

President pro tea Fryer called the meeting to order at 7:30 o'clock
P.M., the following members being present: Aldermen Fryer, Kennedy, Kjerner, j
jFlcQ.ui-flan, Narveson, and Yaeger. Absent: President Lemmon.

Upon motion by Kennedy, second by Kjerner, the minutes of the meeting I •
of March 3, 1947 were approved.

A notice by the Whitlock Sonnenberg Post #1215, Veterans of Foreign

Wars, that they intend to conduct a Bingo Game at their clubs located at 19, South
Broadway and 152 Second Street Southwest was read and the same was ordered placed'

A communication from the State Liquor Control Commissioner requesting

1Ithat a check of all holders of Federal retail dealer's tax stamps in the City of �I
;Rochester be made was read and upon motion by Yaeger, second by Narveson, the City

;Clerk was instructed to request a list of the Federal Stamps issued in the City.
!i A letter from the Department of the Public Examiner transmitting a formi

�'of request by the governing body of the City of Rochester for examination of
accounts and affairs of the said city and requiring the signatures of the members
of the Common Council was read. The same was completed and the City Clerk was

instructed to return the form to the Public Examiner's office.

The request of Knute Olson, City Assessor for permission to attend the
Assessor's School of Instruction sponsored by the League of Municipalities together
with his four deputies was read and upon motion by Kjerner, second by Yaeger, the

!same was approved. I!
it A notice from the Minnesota Department of Health, Division of Sanitation,
(that plans submitted on February 20, 1947 by F. J. Magnuson, City Engineer for

numerous sanitary sewer extensions had been examined by the Section of Environmental
Sanitation and were found to conform to the standards of the Minnesota Department
`of Health was read and the same was ordered placed on file.
A communication from the Mayo Association requesting that the residence�i

rt 901 Fourth Street Southwest be temporarily zoned so that the building could be

i'sed as a residence to accomodate from twenty to twenty-five single women was
read and upon motion by Yaeger, second by Narveson, the same was referred to the
(Zoning Board. •

The application of Norlin T. and Victoria Winkler for a license to sell)

soft drinks was read and upon motion by Narveson, %second by Kjerner, the license

was granted.
j! The application of George P. Cochlin for a Hot Air Heating, Air

Conditioning and Ventilating Contractor's license was read and upon motion by
Kjerner, second by Narveson, the license was granted.

The City Engineer's trial balance for the month of February, 1947 war.
read and the same was ordered placed on file.
The report of the Clerk of the Municipal Court for the week ended
March 8, -1947 showing total criminal fines and costs collected $814.00, civil fee
received $11.70 and conciliation court fees $7.75 was read and having been
previously approved by the City Attorney, President pro tem Fryer ordered that
the same be ordered placed on file.
The City Treasurer's report for the month of February, 19)T7 was read
and the same was ordered placed on file.
The following claims were read and upon motion by Yaeger, second by
Narveson, the bills were approved and the Mayor and City Clerk were authorized
and directed to draw warrants on the City Treasurer and make payments accordingly

Alderman Yaeger introduced the following resolution which was read:
"Be it resolved by the Common Council of the City of Rochester, Minnesota:
is a tabulated statement and list of the number of
Iy rotes cast for each person at the Charter Election held March 11, 1947,. in the
City of Rochester, Minnesota, as determined by said Common Council, on the canvass
of the returns of said election made the 12th day of March, 1947, the said statement
is hereby declared to show the result of said election.

SO THEREFORE, Be it resolved by the Common Council of the City of
Rochester, Minnesota:
.That Claude H. McQuillan is hereby declared to be elected to the office
of Mayor of said City, at the Charter Election held March llth, 1947, to hold
office for two years and until his successor is elected and qualified;
That Knute Olson is hereby declared to be elected to the office of City
Assessor of said City, at the Charter Election held March llth, 1947, to hold
office for two years and until his successor is elected and qualified;
That E. A. Zuehlke is hereby declared to be elected to the office of
City Treasurer of said City, at the Charter Election held March llth, 1947, to
hold office for one year and until his successor is elected and qualified;
That George Woods is hereby.declared to be elected to the office of
Justice of the Peace, styled "City Justice" of said City, at the Charter Election
held March llth, 1947, to hold office for two years and until his successor is
elected and qualified;
That Carl 'B. Kjerner is hereby declared to be elected to the office of
Alderman of the First Ward of said City, at the Charter Election held March llth,
1947, to hold office for two years and until his successor is elected a.nd' qualifiE
That John A. Yaeger is hereby declared to be elected to the office of
Alderman of the Second Ward of said City, at the Charter Election held March llth
1947, to hold office for two years and until his successor is elected and qualifiE
That Charles W. Fox -is hereby declared to be elected to the office of
k1derma.n of the Third Ward of said City, at the Charter Election held March lltbr,
1947 to hold office for one year and until his successor is elected and qualified
That Harold Akenhead is hereby declared to be elected to the office of
Alderman of the Third Ward of said City, at the Charter Election held March llth,
to hold office for two years and until his successor is elected and qualified;
That Hiram Essex is hereby declared to be elected to the office of
Justice of Peace of the First Ward, at the Charter Election held March llth, 1947,
to hold office for one year and until his successor is elected and qualified;
That Carl Schlotthauer is hereby declared to be elected to the office o:
Constable of the First Ward, at the Charter Election held March llth, 1947 to hol(
cffice for one year and until his successor is elected and qualified;"
Upon motion by Narveson, second by Kjerner, that the said resolution be
adopted as read, and all voting in favor thereof, President pro tem Fryer declares
Ithe said resolution duly passed and adopted.
Alderman Yaeger introduced a resolution appropriating $9,449.75 from
the Park Improvement.Fund and ordering payment made to Mayo Civic Auditcrium
Revolving Fund, which was read.
Upon motion by Yaeger, second by iarveson, that the said resolution be
dopted as read, and all voting in favor thereof, President pro tem Fryer declarei
the said resolution duly passed and adopted.
Alderman Kennedy introduced a resolution appropriating $3,105.94 from
the Park Improvement Fund and ordering payment made to Collector of Internal
evenue, which was read.
Upon motion by Kjerner, second by Kennedy, that the said resolution be
dopted as read, and all voting in favor thereof, President pro tem Fryer declares
the said resolution duly passed and adopted.
City Attorney Hunt brought up the matter of printing the new Ordinance

books and upon motion by Narveson, second by Kjerner, the City Clerk was instructed
to advertise for bids for doing the printing of the said Ordinance book, the same
to be received at the meeting of April 14th, 1947.
