HomeMy WebLinkAbout03-18-1947Om • 1 1 L� n U 1 March 18, 1947 Minutes of an adjourned regular meeting of the Common Council of the City of Rochester, Minnesota, held in .the Council Chambers in the City Hall, in .said City on March lg, 1947. President Lemmon called the meeting .to order at 7;.30 o'clock P.M., the following members being present; President Lemmon,Aldermen,Fryer, Kennedy, Kjerner, McQuillan, Narveson, and Yaeger. Absent; None. Upon motion by Fryer, second by Kjerner, the minutes of the meeting of March 12, 1947 were approved. President Lemmon stated that the meeting had been called for the purpos( of hearing those interested in the improvement on 12th Street Southeast between 3rd. Avenue and llth Avenue Southeast and asked that those opposed to the plans of. the Minnesota State Highway Department, which had been approved previously by the Common Council, express their opinions on changes in the plans which they thought should be made. Mr. ?carry Meyer of the Hawthorne' Men' s Club introduced their President, Mr. Leo C. Anderson, who presented a sketch of the improvement as the club thought it should be. The sketch presented showed islands at the .intersections and black top paving from the present- concrete paving to the curbs which are now installed, the plan which had formerly been approved by the Common Council showed a, 26foot concrete lane in the center-, islands on each side of the concrete a, block long, and service drives between the islands and the barb. Mr. Sam DeFosse, Mr. Lee Sonnenberg and Mr. -Floyd Plein spoke in behalf of commercial business which is now operated on 12th Street Southeast, stating that due to the fact people traveling used credit cards, would find it difficult to cross from one side of the street to the other under the plan now set up by the State Highway Department. Mr. Raymond Krueger, Dr. -Lyle Weed and tor. Ben F. Dunn opposed the present plans because they felt it would be unsafe for children =nd other pedestrians crossing the street. Mr. Mark G. Brataas, District Engineer, introduced Mr. G. G. Gladman, engineer of plans for the Minnesota State Highway Department, who was quesitioned n regard to changes in the present plan and who informed them that he was not ut.horized to make changes and could only report the new proposal to the State igh,rray Commissioner. After hearing the discussion Alderman McQuillan made,a. otion to rescind the action of the Common Council in approving the plans for Fryer 2th Street Improvement and the same was seconded by Alderman%, and all voted in avor of rescinding the former action of the Council. Alderman Fryer then moved that the Common Council go on record as asking he Minnesota State Highway Department to prepare plans for the said improvement ncluding island in the center of intersections only and black top for the unpaved ortion of the street. The motion was seconded by Alderman McQuillan, and all oted in favor thereof. March 18. 194 Upon motion by Fryer, second by Kennedy-, it was recommended that a study be made of lighting the said 12th Street improvement and also traffic signals between 3rd Avenue and llth Avenue Southeast.. All voted in favor thereof: A petition for a curb and gutter to be constructed on 7th Avenue Southeast from loth Street to llth Street Southeast was read and President Lemmon, I ,referred the same to the Street & Alley Committee and the City Engineer. A petition to designate and enforce one hour parking on Center Street from Broadway Street to First Avenue East was read and President Lemmon referred i the same to the Street & Alley Committee. I A notice by the Junior Chamber of Commerce of Rochester, Minnesota, that,, they desire to conduct a. bingo game at the Tenth Annual Gypsy Frolic to be held on May 3, 1947 at the Mayo Civic Auditorium was read and President Lemmon ordered ' that the same be placed on file. The recommendation of. the Street & Alley Commi tte.e that the City advertise for bids for the purchase of approximately 150,000 gallons of cntba.ek , asphalt was read and. President Lemmon ordered that the same be placed on file. The application of C. J. Porter for a Journeyman Heating Worker's and i' Steam Fitter's license was read and upon motion by Kjerner, second by McQuillan, the license. was granted. Upon motion by Yaeger, second by Kjerner, the City Clerk was instructed) to request the various departments and boards to submit inventories. II i The surety bond of Allen Lloyd Company in the amount of $857.00 with the Western Surtty Company as surety was read and upon motion by Yaeger, second by; Fryer, the bond was approved, the surety thereon accepted and it was ordered that, I the came be placed on file. ' I The petition of t:elvin Berg to have his property at 15 Eleventh Avenue Northeast changed from residential to commercial zone was read and upon motion by 'Yaeger, second by Kennedy, the same was referred to the Board of Zoning. The summons and complaint in the matter of W. J. Eankee as Plaintiff and ,the City of Rochester as Defendants were each read and upon motion by Fryer, second by McQuillan, the matter was referred to the City Attorney for immediate action. I'I Alderman Fryer introduced a resolution appropriating $390.00 from the I! Oenera.l Fund and ordering payment made to Marchant Calculating Machine Company for one calculator for use in the City Engineer's Department, which was read. Upon motion by Kennedy, second by Fryer, that the said resolution be adopted as read, and all voting in fa.vor thereof, President Lemmon declared the I. i said resolution duly passed and adopted. i! Alderman Fryer introduced a resolution appropriating $283.97 from the General Fund, $459.88 from the Street & 'Alley Fund and $.79 from the Sewer Fund and ordering payment made to the. Alderman Kennedy introduced a resolution appropriating $433- 95 from the Lighting Fund and ordering payment made to- City of P.ochester, Public Utilities, which was read. Upon motion by Kennedy,.second by Kjerner, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kennedy introduced a resolution ordering bids for the purchase Df cutback asphalt for the year 1947, which was read. Upon motion by Kennedy, second by Fryer, that the .said resolution be dopted as read, and all voting in favor thereof, (resident Lemmon declared the aid resolution duly passed and adopted.-, Alderman Kennedy introduced a. resolution appropriating $452.28 from the eneral Fund and ordering payment made to the State of Minnesota, Department of axa.tion for inspection fee and state gas tax on 2 tank cars of gasoline, which as read. Upon motion by Fryer, second by 1�arveson, that the said resolution be dopted as read, and all voting in favor thereof, President Lemmon declared the aid resolution duly passed and adopted. Alderman Kjerner introduced a resolution appropriating $15. 39 from the eneral Fund and $441.75 from the Sewer Fund and ordering payment made to the Krue omna.ny, which was read. Upon motion by Kjerner, second by Kennedy, that the said resolution.be dopted as read,,and all voting in favor thereof, President Lemmon declared the aid resolution duly passed and adopted. Alderman Kennedy introduced a resolution appropriating $1136.49 from the eneral Fund and ordering payment made to The Texas Company for the purchase of truck transports of gasoline, which was read. Alderman Kjerner introduced a resolution appropriating $7,933.00 from thi March 18 r Park Improvement Fund and ordering payment made to the Mayo Civic Auditorium Revolving Fund, which was read. Alderman McQuillan introduced a resolution appropriating $1966.41 from the Park Improvement Fund and ordering payment made to Alvin E. Benike for stone • work at clubhouse and work at ball park, which was read. Upon motion by Fryer, second by Kjerner, that the said resolution be r I ,adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Yaeger introduced a resolution appropriating $408.75 from the II Park Improvement Fund and ordering payment made to Albert F. Runnel, which was read. Upon motion by Kjerner, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the i said resolution duly passed and adopted. I. Alderman Yaeger introduced a resolution appropriating $490.00 from the Fire Protection Fund and ordering payment made to Flour City Body Corporation, which was read. Upon motion by Narveson, second by Kennedy,, that. the said resolution be adopted as read, and all voting in f avor thereof except Alderman Yaeger who voted "no", the said resolution was.duly passed and adopted. Finch were authorized to attend. the Clerk's school held by the League !of Minnesota Municipalities at City expense. i' The .City Attorney presented an amendment to the contract with the City cf Rochester for providing housing pursuant to title V of the Lanham Act, as ;'amended to establish minimum rents, fixed operating costs, and to clarify the (,,term of such contract and also a lease between the County of Olmsted and the City!' �1 I • J 1 • • 1 1 • 11 1 1 • LJ 1 March 18 1947 of Rochester covering the tract of land described by metes and bounds as follows: ncommenrcing for a place of beginning at the Northwest corner of the Olmsted County Fair Grounds and running thence in a Southerly direction to the North side of the Main gate, running thence Easterly along the North side of the Main Entrance road to e, point which is fifty (50) feet West of the -nearest building, running thence northerly to the north line of the Fair Grounds, running thence Westerly to the place of beginning, with the right of entrance at the Main Gate, said Olmsted County Fair Grounds above referred to being located in the East one-half (2) of the Northeast Quarter (�), Section eleven (11), Township one hundred six (106) North, Range fourteen (14) West". Upon motion by Kennedy, second by Fryer the Mayor and City Clerk were authorized to execute the amended contract and the lease. Upon motion by Fryer, second by Kennedy, the matter of collecting rent due from Henry Rommel for rent of building on the City parking property was referred to the City Attorney. Upon motion by Fryer, second by Kjerner, the meeting was adjourned. City Clerk
