Absent: None. Upon motion by Yaeger, ;March 18, 1947 were approved. �i second by Fryer, the minutes of the meeting of President Lemmon stated this as being the time and place set for the receiving and opening of bids for t f -ni' i f { e g o he ur ash ng o all labor and equipment i inecessary for the wrecking of the building known as the Northern Hotel, Rochester,�� Minnesota. The bid of the Federal Wrecking Company to receive all salvage plus I a fee of $1600.00 and the bid of th Rose Brothers Lumber and Supply Company to receive all salvage and pay the City a fee of $1319.00 were each read. The recommendation of the Public Grounds Committee, recommending the award- of the contract for the wrecking of the Northern Hotel to the Rose Brothers Lumber & Supply Company for the sum of $1315.00 to be paid to the City of Rochester, 1 Minnesota, was read and upon motion by Yaeger, second by Kjerner, the recommendatil'on was approved. The recommendation of the Street and Alley Committee, recommending that 'I the request by property owners for installation of curb and gutter in 7th Avenue Southeast from loth to llth Street Southeast be granted and that the City Engineer' The directed to make field surveys and prepare plans and specifications for the same,', was read and upon motion by McQuillan, second by Kjerner, the said recommmendation l was accepted. A notice from the State of Minnesota, Water Pollution Control Commission' ;that the plans for the proposed new sewage facilities in the City of Rochester ha.d�� been approved, was read and President Lemmon ordered that the same be placed on ,! file. i The request of the Fraternal Order of Eagles of Rochester, Minnesota j for permission to conduct a bingo game at their lodge hall was read and President Lemmon ordered that the same be placed on file. The following copy of a resolution adopted by the Public Utility Board was read and President Lemmon ordered that the same be placed on file: I "Be it and it is hereby resolved by the Public Utility Board ! of the City of Rochester, Minnesota that the Hon. Common Council of the said City be and is hereby requested to authorize the said Board to enter into a contract with the LINK - BELT Company for the furnishing, in accordance with specifications on file and with their proposal, of COAL HANDLING EQUIPMENT for the Silver Lake Plant, the amount of the said contract to be FIFTY TWO THOUSAND r m FOUR HUNDRED EIGHTY EIGHT DOLLARS ($52, 488. 00) and the said Link- � Belt Company being the only responsible bidder." • • • 1:94 March 31, 197 . A notice from the County Auditor of a meeting of instruction to be heldl) by the Commissioner of Taxation at the Olmsted County Court House at 10:00 o'clock • A. M. on April 9, 1947 was read and President Lemmon ordered that the same be plalced on file. The Mayor's emergency order given to the Board of Park Commissioners for the.purchase of two Altec Lansing speakers for the Mayo Civic Auditorium • was read and upon motion by Fryer, second by Narve son, the same was approved. A communication from the Minnesota Railroad & Warehouse Commission requesting that the City donate the use of the Council Chambers for the meetings held on February 26 and 27, 1947 was read and upon motion by Fryer, second by Narveson, the City Clerk was instructed to cancel the billing for the fee for the use of the Council chambers. The following communication from the Rochester Chamber of Commerce was read and President Lemmon ordered that the same be placed on file: "Honorable Mayor and Common Council City of Rochester City Hall . Rochester, Minnesota Gentlemen: At a recent meeting of the Retail Division of the Rochester Chamber of Commerce the traffic situation was discussed at length, and the following motions were passed as recommendations to the Common Council: 1. That parking meters be installed at such time as the off-street parking lots known as the „mill property" area and the "fire hall" area are completed and in operation. 2. That the Common Council invite a committee of the Retail Division of the Chamber of Commerce to meet with it and consider various aspects of the narking problem before installing meters. 3. That the Common Council consider purchase of property for off-street parking north of Second Street S.W., and west of First Avenue. Your favorable consideration of these expres.sions of the Retail Division will be sincerely appreciated,, Respectfully submitted, ROCHESTER CF.AMBER" OF COMMERCE Erwin L. Briese, Executive Secretary" The recommendation of the Board of Zoning that the petition of 'the Mayo • Association to have the residence property located at 801 Fourth Street Southwest temporarily zoned as multiple dwelling for a period not to exceed five years was read and upon motion by Fryer, second by Aennedy, the said. recommendation was approved. • The recommendation of the Board of Zoning that the retition of Melvin Berg to have his property at 15 Eleventh Avenue Northeast changed from a residdntial to a multiple dwelling zone was read and upon motion by Fryer, second by Kje•rner, the same was approved and the City Attorney was instructed to,"draw an amendment to the Zoning Ordinance covering the said change. A communication from Mr.s. Alice M. LampLan representing a number of property owners in her neighborhood protesting the dumping of snow on the old 192 Mar circus grounds, which they felt created an unsanitary condition clue to the fact I, � I !;that children travel through and often play on the lots used for the dumping of I. snow, was read and President Lemmon referred her complaint to the Street & Alley !I Committee and the City Engineer. A summons and complaint of Josephine Carleen and Walfred J. Carleen versus the City of Rochester, Minnesota, were each read and upon motion by Yaeger, second by Fryer, the same were referred to the City Attorney with power I to act. I' The recommendation of the Public Grounds Committee that a. plot of land 1 I' in Lot 33, Section 36-107-14 be purchased from Bert Leitzen -for the sum of $2C0.0,0' was read and upon motion by Yaeger, second by Kjerner, the recommendation was � 'i I� approved. i The recommendation of the Public Grounds Committee that the action of ;the Zoning Board regarding the commercial structure to be built by the Peoples Cooperative Light Company between 15th and 16th Streets Northeast on North Broadway be approved and that the Peoples Cooperative Light Company be permitted: .,to proceed with the construction providing that the Peoples Cooperative Light ,.Company do not use the said premises for the storage of poles of any kindwas �I !read and upon motion by Fryer, second by Kjerner, the recommendation was approvedll ,I ,and the City Attorney was instructed to draw an amendment to the Zoning Ordinance' The recommendation of the License Committee that the City Attorney be I' 'instructed to draw an ordinance covering the operation of all taxi cabs, buses, and all other public conveyances who operate on the streets of Rochester and that, I;such ordinance be given its first reading April 7, 1947 was read and upon motion ,by Kjerner, second by Saeger, the recommendation was approved. The report of C. E. Ginther, Fire Chief, on the activities of the Fire Department during the calendar year ending December 31, 1946 was read and the same was ordered placed on file. A copy of the annual report of the Rochester Bus Line, Inc. to the ;Minnesota Railroad and Warehouse Commission was read and upon motion by Yaeger, _ I !;second by ennedy the same was ordered placed on file. The annual statistical report of the Rochester Public Library for the year ended December 31, 1946 was read and upon motion by Narveson, second by i !Kjerner, the same was ordered placed on file. The annual report of the Municipal Court and the Conciliation Court for ,the year ended December 31, 1946 was read and the same was ordered placed on file: The statement of receipts and disbursements in the Park Improvement Fund ,for the month of February, 1947 was read and the same was ordered placed on file. The reports of the Clerk of Municipal Court for the week ended March 15 i 1947 showing total criminal fines and costs collected $856.00, civil fees received, ,1$1.25, and conciliation court fees $4.50; for the week ended March 22, 1947 showing i� 1 • • E 1 • • 1 143 L, • • 1 1 • n LJ March 31, 1947 total criminal fines and costs collected $866.00, civil fees received $10,85, and conciliation court fees $1.50; and for the week ended March 29, 1947 showing total criminal fines and costs collectea $739.00 and conciliation court fees, $3.75, were each read and having previously been approved by the City Attorney, President Lemmon ordered that the same be placed on file. The application of Lawrence E. 'Fellows for transfer of a taxi cab license from 'a 6 passenger Buick, 4 Door Sedan with Minnesota license No. 219-949 to a. 1947 Commodore Six Hudson with Minnesota license No. 653-559, was read and upon motion by Yaeger, second by Narveson,' the transfer was granted. The application of Michael J. Kitzman for an "Off Sale" intoxicating liquor license and a surety bond in the amount of $1000.00 with the Western Suret Company as surety, were each read, and upon motion by Fryer, second by Kjierner, the application was approved subject to the approval of the Liquor Control Commissioner and the bond was approved, the surety thereon accepted and it was ordered that the same be placed on file. The applications for "On Sale" intoxicating liquor licenses of Joe Daly M. J. Donahue, Harry Drosos, Arthur Glasenapp, G. H. Glinke, A. M. Huberty,� Frances A. Meyers, Carl M. Mogen, William J. Moriarty, Ernest C. Schacct, B.P.O.E, #1091 Ell -cis Lodge, Fraternal Order of Eagles, Whitlock Sonnenberg Post #1215, Jerry Reichert, Morey Kitzman, and Laura. A. Grassle, were each read and upon moti� by Narveson*, second by Kjerner, the same were approved. The applications for °tOn Sale" intoxicating liquor licenses of Earl E. Koelsch and William J. Murphy were each read and upon motion by Narveson, second by Kenn-edy, action on the same was deferred. The surety bonds of Fraternal Order of Eagles, B.P.O.E. #1091 Elk's Club, Harry Drosos, Arthur Glasenapp, Morey Kitzman, Whitlock Sonnenberg Post `1"215, G. H. Glinke, Jerry Reichert, William J. Murphy, and Carl M. Mogen; each in the sum of $1000.00 with the Western Surety Company as surety; Laura A. Grassle Joe Daly, M. J. Donahue, and Ernest Schacht each in the sum of $1000.00 with the American Surety Company of New York as surety; A. M. Huberty in the sum of $1000.00 with the Seaboard Surety Company as surety; and Frances A. 111eyers and William J. Moriarty each in the sum of $1000.00 with the St. Paul Mercury Indemnity Company as surety, were each read, and upon motion by Yaeger, second by Narveson, the bonds were approved, the surety thereon accepted and it was ordered that the same be placed on file. The applications of Harold Riege and Harold Blakeslee for a license to operate a popcorn vending wagon were each'read and upon motion by Harveson, seco by Yaeger," the same were granted effective as of April 7, 1947. The resignation as a member of the Board of Zoning by Harold E. Whiting was read and upon motion by,Kennedy, second by Kjerner, the same wa.s accepted and in ordered placed on file. 194 March 31. 194 L Alderman Fryer introduced a resolution appropriating $239.50 from the General Fund and ordering payment made to City of Rochester, Public Uttlities for steam heat for city hall, which was read. Upon motion by Kennedy,'second by Yaeger, that the said resolution be 'I adopted as read, and all voting in favor thereof, President Lemmon declared the ,said resolution duly passed and adopted. Alderman Fryer introduced a resolution appropriating $611.73 from the j i General Fund, $46.40 from the Sewer fund and $956.17 from the F.E.Williams Estate) Fund and ordering payment made to A. E. Briese, County Treasurer for 1945 delinquent Ii taxes, which was read. �I ;, Upon motion by Fryer, second by Yaeger, that the said resolution be ;adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Fryer introduced a resolution appropriating $66.19 from the ' 'General Fund, 45. 40 from the S & A Fund, $23. 01 from the Fire Pr6 tection Fund, ,and $4, 394.30 from the Lighting Fund and ordering pyament made to City of ,Rochester, Public Utilities, which was read. Upon motion by Fryer, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the :said resolution duly passed and adopted. Alderman Kennedy introduced a resolution appropriating $465.50 from the Sewer Fund and ordering payment made to The Kruse Company, which was read. lI Upon motion by Kjerner, second by Narveson, that the said resolution be 'adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kennedy introduced a resolution appropriating $1,494.77 from j the P.I.R. Fund and ordering payment made to Carlisle G. Alderman. Kjerner introduced a resolution appropriating $2.286.02 from the Park Improvement Fund and ordering payment made to Collector of Inte.rnal Revenue, which was read. Upon motion by Yaeger, second by Fryer, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman McQuillan introduced a resolution appropriating $7,334.94 from the Park Improvement Fund and ordering payment made to Mayo Civic Auditorium Revolving Fund, which was read. Upon motion by Kennedy, second by Narveson, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. .Alderman McQuillan introduced a resolution appropriating $215.10, from the Park Improvement Fund, $157.39 from the Lighting Fund and $17.01 from the. F. E. Williams Estate Fund, which was read. Upon motion by Fryer, second by Kjerner, that_ the said_ resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed.and adopted. Alderman Narveson introduced a resolution appropriating $222. 37, from th( Interest Fund and $192. 72 from the ,Sinking Fund and ordering payment made to the General Fund, which was read. Upon motion by Fryer, second by Kennedy. that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the • said resolution duly passed and adopted. Alderman Narveson introduced a resolution accepting the bid of Rose Brothers Lumber & Supply Company for the wrecking of the Northern hotel Building, which was read. • Upon motion by Kennedy, second by Kjerner, that the said r_esolution_be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Yaeger introduded a resolution ordering bids for official printing and publications during 1947-1949, which t•;as read. Mayor Grassle announced the,appointment of F. F. Palen as a member of the Board of.Public Health & Welfare for the unexpired term ending on th'e first Monday in April, 1949. Upon motion by Fryer, second by Kennedy, the appointment, was approved. City Attorney Hunt stated that there. was still a -question as to the amount of land deeded to Mrs. Fitzgerald in Wilson's Addition, and upon motion by Fryer, second by Kjerner, Mr. Hunt.was granted permission to draw a deed correcting the error.
