Minutes of a special meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers, in the City Hall in said City
on June 19, 1947.
President Lemmon called the meeting to order at 9:30 o'clock A. M., the
following members being present.: President Lemmon, Aldermen Akenhead, Fox,
Kennedy, Kjerner, and Yaeger. Absent: Alderman Fryer.
The call of the special meeting was read and -President Lemmon ordered
that the same be placed on file, the said meeting being called for the purpose of
meeting with a representative from the Fire Underwriters Inspection Bureau and
any other business the Common Council may deem proper.
Mr. Dan Macken and Mr. Chris G. Vail, members. of the Rochester Fire
Department Civil Service Commission, were present at the meeting. Mr. Vail
introduced Mr. Sanford Herberg, Engineer for the Fire Underwriters Inspection
Bureau, who was in the City conducting examinations for positions on the Rochester
Fire Department. Mr. Herberg stated that he had inspected the Rochester Fire
Department and found that there were only seven to eight men on duty at any one
time and recommended that sixteen or seventeen men be on duty at all times in the
department. He further stated that there were ten classifications covering
insurance rates in the State of Minnesota and Rochester is classified under No. 4,
however, no cities in the State are classified under Nos. 1 and 2. Mr. Herberg
stated that if the force at the fire department was not increased it would be
necessary for the Fire Underwriters Inspection Bureau to make a survey of the
City which might result in a higher classification for insurance rates.
Mayor Claude H. McQuillan stated that he thought that criticism of the
Fire Department was justified at this time as he had observed that on one occasion
recently only five men were on duty at the Fire Department. President Lemmon
stated that the Council was not unaware of the situtation at the Rochester Fire
Department and had never refused to add additional men to the force when necessary
but that the Council had been unable to make adjustments during the emergency due
to Federal regulations.
President Lemmon asked the Firemen's Civil Service Commission to make
their recommendations to the Common Council prior to the meeting to be held on
July 7, 1947, at which time the Council would notify the Fire Underwriters
Inspection Bureau of what action they intended to take in regard to changes on the
Rochester Fire Department. Mr. Herberg stated that this would be agreeable with
the Fire Underwriters Inspection Bureau.
Upon motion by Kennedy, second by Kjerner, the meeting was adjourned.
