President Lemmon called the meeting to orderat 7:30 o'clock P. M., the following members being present: President Lemmon, Aldermen Akenhead, Anderson, Kennedy, Kjerner, theel and Yaeger. Absent: None. - • Upon motion'by Kjerner, second by Theel, the minutes of the ;meeting of April 5, 1949 were approved. - President Lemmon inquired as to whether any one present-wis'hed t,o be heard on any matter. Robert Petersdorf, Vice President cf, the State Federation of Labor, presented the following resolution which was read and the same was,ordered placed on file: 16To the Honorable Mayor and the Common Council. of the City of Rochester RESOLUTION WHEREAS, the City of rochester is a city of second class according to the population of the State of Minnesota, however, the cost of living within the city of Rochester, is higher than the three cities which comprise the so-called metropolitan area; namely Minneapolis, St. Paul.and Duluth; AND WHEREAS, the salaries and wages of the city of Rochester, are below the salaries and wages of these cities in the metropolitan area; AND WHEREAS, it is the desire of the City of Rochester to obtain the highest decree of efficiency for City Government; AND WHEREAS; the city employees represented by the American Federation bf Labor in meeting assembled at the A F of L Union Hall, Sunday, April 11, 1949, have adopted the following; THEREFORE BE IT RESOLVED; that the Common Council of the City of Rochester do grant twenty five (25) dollars per month across the board increase for all city employees for the coming fiscal year. Foard Frank Eaton, General Employees Paul Sandberg, Custodians" • Alderman Yaeger stated that the City finances had been thoroughly checked and that the Common Council had determined that an increase in wages in the amount. of $15.00 a month per person over and above base pay could be allowed. This amount however, would not apply to certain salaries where other adjustments had been • made nor did the $15.00 increase include employees of the Rochester Public, Library. Also a recommendation by the Acting Chief. of Police that an amount equal to $5.00 per month for each uniformed officer of the Rochester Police Department be appropriated when same are required and approved by the Chief of Police was read. Mr. Petersdorf then asked.that' his. committee be -excused for � short recess after which they would submit their final recommendation. After hearing the recommendation 564 April 12, 1948 I of -the Committee; a motion was-ma.de:by Yaeger, second bi Kjerner, that -an increase of $15.00 per -month, not including those mestio'ned by Alderman Yaeger and the employees at the Public Library, was approved. Also the recommendation in regard' • to police uniforms and a 40 hour week were approved. All voted in favor thereof. Mr. Russell Sanders was before the Council and requested an appropriation to the Junior Chamber of Commerce to furnish music at the Gypsy Frolic to be held. on May 1, 1949. Upon i motion by Akenhead, second by Kjerner, $199.00 was appropriated � • to the Junior Chamber of Commerce. Mr. A. M. Bach inquired as to what progress had been made on the dredging • I of Silver Lake. President Lemmon informed him that the Council had met with the Board of Park Commissioners and the Public Utility Board and that they had planned i to have the dredging done in the near future and also expected to drain the lake and remove stumps and other rubbish from the lake. Mr. Harold Stewart, from the E. A. Knowlton Company, asked that a loading space be provided on Broadway for their store and he was requested to take the matter up again at the time meters are installed. Mr. Martin Nass, speaking for the North Side Improvement Association, j 'inquired about the bridge which now connects Mayo Memorial Park with 3rd Avenue i, Southeast and stated that they would like to have same used in North Rochester in!I I the vicinity of the Northrop School Building. No action was taken on the matter I at this time. Upon motion by Yaeger, second by Kennedy, Mr. Dan Macken was appointed ,as a member of the Firemen's Civil Service Commission to serve for a term of three years. A petition to the Common Council to instruct the City yngineering Department to conduct a survey to determine what can be done about the sanitary sever condition on9th Avenue .Northwest was read and President Lemmon referred the l matter to the Sevier Committee and the City Engineer. The petition of the Alpek Sheet Metal Works -for permission to construct an addition to their present building was read and upon motion by Theel, second by • Akenhead, the same was referred to the Board of Zoning. The petition of Garfield M. Roadway to have the East 113 feet of Lot 11, I. Block 3, Rochester Addition changed from a residential to a commercial zone was I read and upon motion by Yaeger, second by Akenhead, the same was referred'to the • Board of Zoning. A petition fro the grading of the streets in Parkside Addition was read and upon motion by Akenhead, second by Kjerner, the same was referred to the i Street & Alley Committee and the City Engineer. The request of the Hawthorne P.T.A. to conduct a bingo game at their, spring carnival, the tentative date being May 11!e, 1949 was read and President 1 E • • • I. ILemmon ordered that the same be placed on file. A communication from the Cities Service Oil Company giving an eaplanatilln as to why there had been a delay in moving the bulk plant from its present local is was read and the same was ordered placed on file. The following memorandum from the Public Health and Welfare Deportment was read and upon motion by Yaeger, second by Kennedy, the same was approved: f°The Honorable Mayor and Members of the Common Council: The Board of Public Health and Welfare wishes to correct an oversight in the salary list as presented in the letter dated April 3, 1949. The salary for the Sanitary Inspector should read $3;000.00 instead of $2, 592.00 to cover travel 'and a small adjustment. Under this'arrangement the sanitary inspector is to furnish his own car: R. Leslie R, Sheldon to the Investigating Committee under the Heating Ordinance; Ruger Keehn to the Investiga. Committee'under'the Heating Ordinance; Reider Pederson to the Plumber's Examining Board; and T. H. Johanson to the Plumber's Examining Board. A notice to the Common Council from the City Engineer that he had on this date informed the Rochester Bus Line, Inc. to continue the trial run on .stre, in Manley's Addition was read and the same was ordered placed on file. The following communication from the Board of Park Commissioners was read and the -same was ordered placed on file: "Honorable Mayor and Members of the Common Council City of Rochester, Minnesota Gentlemen: For some time now, a number of our park department employees have not been receiving wages comparable with those lot ding its 566 i ' paid in other departments. The men feel that this is an in- justice and our Board agrees with them. Consequently, we wish to correct this inequality by paying all of our men working on a regular monthly basis and those who have been with the department a long time a basic monthly salary of $220.00 a month. This is the same wage paid all last year in the Street and Alley Department, while most of our men were receiving only $195.00 and $215.00 a month. It is understood, of course, that should you grant any lviing cost increase it would be added to this b a.sic salary. However, we do t-ish to reserve _the right to pay a start- . ing wage of $200.00 a month, plus any living cost increase. i Other than adjustment o:P this inequality, we have made no changes in basic salaries for our employees. A report from the Committee appointed to appraise real estate in North Rochester owned by Alice Mitchell setting the value of the said land at $1500.00 was read and upon motion by Akenhead, second by Kennedy, the City Clerk was instructed to notify Alice Mitchell of the amount set by the appraisors. The Auto Transportation Company Annual Report of the Rochester Bus Line Inc. was read and the same was ordered placed on file. The -annual report of the Board" of Park Commissioners was read and the same was ordered placed on file. The report of the Clerk of the ciunicipal Court for the week ended April. 100 1949 showing total criminal fines a:nd costs collected $698.00; civil -fees received $7.20 and conciliation court fees $1.00, was read and having been previously approved by the City Attorney, President Lemmon ordered that the same be placed on file. The annual report of the Public Utility Board was read and the same was ordered placed on file. The recommendation of the Street & Alley Committee that the contract for the purchase of an International Truck in the amount of $3095.90 be awarded to Allen Lloyd Company was read and the same was ordered placed on file. The recommendation of the Street & Alley Committee that the contract for the purchase of one Allis Chalmers Tractor with bulldozzer be awarded to the Borchert Ingersoll Company in the amount of $6040.00 was read and the same was ordered placed on file. The recommendation of the Street & Alley Committee that steel piling be purchased from the Carnegie Illinois Steel Compa,.ty(133 piles-352, 450 lbs Q 3.7040 per lb.-$13,054.75 and 133 -Cap Plates-2,544lbs ® 5.3050 per lb.-$150.20) was read and the same was ordered placed on file. The recommendation of the Street & Alley Committee that bids be taken for the furnishing of 65 street name signs and •50 -posts for street name signs was read and the.same was ordered placed on file. The following recommendation of the Firemen's Civil Service Commission was read and upon motion by Kennedy, second by -Anderson, the same was accepted ani ordered placed on file: "To the Mayor and Common Council. Rochester, tfinnesota Gentlemen: At a meeting of the Fire Commission held April 11, 1949 the Commission went on record as recommending to the City Council that the Personnel of the Fire Department remain i as it is at present. That an inspection department be established within the fire department. The details of this department be worked out as soon as possible by the commission with the approval of the chief of the fire department and the council. Thanking you. Howard H. Smith, See." Upon motion by Kennedy, second by Theel, that the said resolution be adopted as read,- and all voting_ in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Yaeger introduced a resolution approving the salaries in -the Public Health & tTelfare Department, which was read. Upon motion by Yaeger, second by•Akenhead, that the said resolutionbe adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Yaeger introduced the following resolution which was read: "Be it resolved by the Common Council of the City of Rochester, 'Minnesota: That the salary and compensation of the following employees in the City Engineers department of the City of Rochester, Minnesota, Hereinafter named be and the same are hereby fixed, set and allowed as follows during the ensuing official year: 1 Concrete Foreman $3,000.00 per year 3 Foremen 0 2,980.00 per year 8 Heavy Machinery Operators (each) 2,760.00 per year 22 Men (loch) 2$640.00 per year That the said salaries and compensations shall be paid from the Street and Alley Fund in equal monthly installments; one lialf of the monthly salary and compensation being payabel on the 16th day and the balance thereof on the last day of each calendar month during the ensuing official year. Upon motion by Theel, second by Kjerner, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Yaeger -introduced a resolution fixing the- salary of the Rodman 1st Class in the City Engineer's Department at the sum of $2,700.00 per year for the ensuing official year, which was read. Upon motion by Kjerner, second by Kennedy, that the said resolution be • • 1 1 • • 1 71 1 1 1 • • 1 0 9 adopted as read, and .all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Yaeger introduced the following resolution which was read; "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the salary~ and compensation of the following members of the Police Department of the City of Rochester, Minnesota, hereinafter named be and the same are hereby fixed, set and allowed as follows during the ensuing official year:- 1 Chief of Police $4,200.00 per year; l Assistant Chief of Police 3, 300.00 per .year; 1 Captain of Detectives 3,190.00 per year; 2 Detectives, each 3,000.00 per year; 1 Supt. of Juvenile Division 3,420.00 per year; 1 Record Clerk 3,120.00 per year; 3 Captains, each 3,120.00 per year; 3 Desk Sargeants, each 20990.00 per year; 20 Patrolmen ;with former experience, each 2, 700.00 per year; Provided ..that all policemen appointed who have not had previous experience as policemen shall receive a salary and compensation in the amount of $I095.00 for the first six months; $210.00 for the next 12 months; and $225.00 maximum. Such salaries and compensation shall be paid from the General Fund of said City in equal monthly i]hstallments, one half of the monthly salary and compensation being payable on the 16th day of each month and the balance thereof on the last day of each calendar month during the ensuing official year." Upon motion by Akenhead, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, yresident Lemmon declared the said resolution duly passed and.adopted. Alderman Theel introduced the following resolution which was read: "WHEREAS, Section 7 of Ordinance No. 415 provides that the Common Council of the City of Rochester, Minnesota, on the first Monday in April in each year shall est'.ablish a minimum wage scale for all public works for the ensuing official year; SO THEREFORE, B it resolved by the Common Council of the City of Rochester, Minnesota: That for and during the official year following the passage andedoption of this resolution all --contracts hereinafter ontered into for the purpose of performing any work for the City of Rochester, involving either nev.construction work or repair on any roads, bridges, sewers, alleys, parkways, buildings, streets, or any other public work involving the improvement of public property, shall be made upon the oasis that the wages paid skilled labor and unskilled labof shall conform tro the prevailing wages established by the unions, representing such labor and various contractors for skilled and unskilled labor. c' Upon motion byKjerner, second by Kennedy, that the said'resolution be adopted as read, and all -voting in favor thereof, President Lemmon declared the 1. said_ resolution duly passed and adopted.
