Absent: None. Upon motion by Akenhead, second by gjerner, the minutes of the meeting of April 12, 1948 were approved. President Lemmon stated this as being the time and place sst for ireceiving and opening proposals for doing the official City printing and advertisi The proposal of the Rochester Post Bulletin was received and opened, and the same was ordered placed on file. President Lemmon stated this as being the time and place set for receiving and opening proposals fo'r being designated as City Depositories. The proposals of the First National Bank, the Olmsted County Bank & Trust Company and the Union National Bank were each received and opened and the same were ordered Placed on file. Mr. Miner was present and requested that the grading in 19th Avenue Northeast from 9th to loth Street Northeast be included. President Lemmon stated this as being the time and place set for the first hearing on the construction of a sanitary sewer and watermain in 16th Avenue Northeast from 9th to 10th Street N.E.; 17th Avenue Northeast from 9th to loth Street N.E.; loth Street Northeast from 16th to 17th Avenue N.E.; and 9th Street Northeast from the west line of Miner's Heights to a point 595 feet east. President Lemmon_ stated this as being the time and place set for the second hearing on the construction of a sanitary sewer and watermain in 7th Avenue Northeast from the south line of Silver Lake Sub -Division to 14th Street N.E.; Sth Avenue Northeast from 92 to 14th Street N.E.; 9th Avenue Northeast fro 9th to loth Street N.E.; loth Avenue Northeast from 9th to 14th Street N.E.; 9th Street Northeast from 9th to llth Avenue Northeast; 92 Street Northeast from 9th to 9th Avenue Northeast and in loth Street Northeast from 7th to 9th Avenue N.E. There was no one present wishing to be heard. Mr. Shepard, representing the Painters Union, appeared at the Council and complained that the firemen were doing painting on fire equipment and stated that it had been a previous agreement between the Common Council and the Painter', Union that the firemen would not do painting on equipment or at the building which would involve work costing more than $15,00. The matter was referred to th, Fire Committee for report at the next meeting. Mr. Peter Butlin of 1129 Seventh Avenue Northwest stated that mud and water had run into his basement since the streets were graded and asked as to whether or not the City would stand the damage. The matter was referred to the Street & Alley Committee and the City Engineer for investigation.. Mr. Hammond appeared at the Council meeting and presented circulars showing the construction of a steel chimney which he wished to sell in the City. He stated that while the chimney was approved by the National Fire Underwriters, the Building Code of the City would not permit its installation and asked that thi Code be amended so that he could be permitted to sell the chimneys in the City of Rochester. President Lemmon referred the matter to the City Attorney, the Buildii Inspector, the Fire Chief, the Heating Inspector and the License Committee for investigation. A request from Mr. Marvin H. Hennings for permission to connect the house he is now constructing on 14th Street Northwest with the City sewer and watermain was read. Due to the fact that his new residence is now outside of the 'City limits, Mr. Hennings presented a signed agreement to pay all assessments when his property is admitted to the City, providing he -is now allowed to connect with sewer and water. Upon motion by Kennedy, second by Akenhead, the City Clerk was instructed to notify Mr. Hennings to have a plat of his property prepared and presented to the Council for annexation to the City, if same was not included with another plat which is being presented by Mr. Robert Merz. The resignation of Mr. George Woods from the- office of City Justice wasl read and upon motion by Akenhead, second by Kennedy, the resignation was accepts The following communication from the Rochester Junior Chamber of Commer Apr was read and the same was ordered placed on files "Honorable Mayor and Common Council City of Rochester Rochester, Minnesota • Gentlemen: The Rochester Junior Chamber of Commerce, with thirty members present at our April 13th mee.ting, discussed the city parking situation at length. A poll of the membership present showed members overwhelmingly in favor of parallel parking on Broadway in order, to facilitate the flow of traffic up and down that street. • We should like in this way to express our views to the Common Council, as we believe the problem can best be handled with parallel parking and make for a greater Rochester. Respectfully submitted,. Dwain Tubbs, President Jr. Chamber of Commerce" A communication from the Third Ward Improvement Association asking that the foot bridge now between Mayo Park and 3rd Avenue Southeast be used at loth Street -Northwest when same is replaced by a new bridge across the river at Mayo Park. The communication was ordered placed on file. i A contract for deed for Outlot 1 of Cook Sub -Division to the City of Rochester to.be used for park purposes was read. A motion was made by Kennedy, second by Kjerner, that the contract for deed as presented by the Board of Park Commissioners be approved and upon roll call all voted "no" except Alderman Kennedy who voted "yes". A motion was made by Yaeger, second by Kennedy, that the Board of Park Commissioners return the transfer of $10,000.00 from the Park Improvement Fund to the General Fund. Upon roll call all voted in favor thereof. A petition by R. 0. Ranf ranz to construct an addition to, the present building now located on Lots 5 and 6, Block44, Original Plat, was read and upon motion by Theel, second by Kennedy, the matter was referred to the Building Inspector. A petition to have bus service re-established on 2nd Street Northwest between 7th Avenue and blth Avenue was read. After discussing the matter it was determined that the Rochester Bus Line Inc. had no permission to discontinue the • service on that part of 2nd Street Northwest and upon motion by Akenhead, second by Kjerner, the City Clerk was instructed to notify the Rochester Bus Company to continue service on 2nd Street Northwest between jth Avenue and llth Avenue Northwest. • The request of Mr. Ackerman, owner of the Ackerman Cabins, to construct an additional cabin was read and upon motion by Anderson, second by Theel, the Building Inspector was authorized to issue a permit for the construction of the said cabin. A contract between the Board of Park Commissioners and the Rochester Baseball Association Inc. was read and upon motion by Akenhead, second by Kjerner, 1 1 C� 1 he same was approved and the Board of Park Commissioners was authorized to execut he said agreement. Alderman Yaeger introduced an Ordinance'entitled, "An Ordinance'to authorize the installation, regulation, control and use of parking meters in the City of Rochester; Minnesota", which was given its first reading. A number of merchants were present'at the meeting and discussed the matter of angle or parallel parking.Also the question as to whether or not parking 'in the! business area of the City should be set for the same limit of time. An expression from the group indicated that all favored'angle•parking on Broadway and the same parking period_ in'the . metared' sect ion : of the ,down town= -part ..of _the City 'as , is used on Broadway. Mr. G. C.Utp, stated that he appeared at the meeting as an individual and was in favor of'parallel parking. "No one present objected to the installation of parking meters which are being purchased on a trial basis. Upon motion by Theel, second by Akenhead, the parking limit time on all areas to be covered by parking meters was set for one hour. Upon motion,by Anderson, second by Kennedy, the City Engineer was instructed to proceed at once with the installation of the parking meters. Alderman Kennedy introduced a •resolution authorizing -the City Clerk to advertise for bids for the purchase of a coin counting machine and a motor driven sorter of mixed coins, which was read.
