City.of Rochester, Minn., Augns't, 16;. 1948 Minutes of an adjourned regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City on August 16, 1948. President Lemmon called the meeting to order at 7:30 o'clock P.M., the following members being present: President Lemmon, Aldermen Akenhead, Anderson, Kennedy, Kjerner, and Theel. Absent: Alderman Yaeger, due to illness. The bids of Gordon Winslow Company in the amount of $2,512,60 and C. M. Boutelle in the amount of 2,532.47 were each received and opened and the same were referred to the Street & Alley Committee. President Lemmon stated this as being the time and place set for receiving and opening bids for the grading of 14th Avenue Northeast from the North line of Lot 3, Block 3, Stebbins Addition to 80 feet North. No bids were received. President Lemmon stated this. as being the time and place set for receiving and opening bids for the construction of a storm sewer on loth Street Northwest from Cascade Creek to 7th Avenue Northwest. The bid of Carlisle G. Fraser in the amount of $2, 581. 20 was received and opened and the same was referred to the Sewer Committee. President Lemmon stated this as being the time and place set for receiving and opening bids for the furnishing of 2000 feet of fire hose for the Fire Department. The bids of Hewitt Rubber Coporation in the amount of 1,500 feet 2J" hose ® 1.17 per foot and 500 feet la" hose ® .76 per foot; Fabric Fire Hose Company in the amount of 1500 feet 2*M hose 0 1.171 per foot and 500 feet 1'j" hose ® .74 per foot -,The B. F. Goodrich Company in the amount of 1500 feet 21" hose 0 1.19 per foot and 500 feet 1'j" hose ® .75 per foot; Eureka Fire Hose in the amount of 1500 feet 2a" hose ® 1.195 per foot and 500 feet 11" hose ® .76 per foot; and Quaker Rubber Corporation in the amount of 1500 feet 2V hose 0 1,22 per foot and 500 feet li" hose ® .78 per foot, were each received and opened. Action • was deferred on the same until the meeting of September 7th, 1948. The petition of Bertha Wiechmann to have the South fifty feet of the North four hundred thirty nine feet of the West one hundred sixty five feet of the East two hundred sixty four feet of the Northwest quarter (NWJ) of Section 35-107-14, changed from- a. residential to a commercial zone was read and upon motion by Anderson, second by Akenhead, the same was referred to the Board of Zoning. -'Representatives -from' the Veterans Cab..Company" wer-e present at, the meeting and.. made. inquiry in regard to a c-ab s-taiid. A communication from the Public Health & Welfare Department requesting approval by the Common Council of the employement of Mrs. Valdys Peterson at a salary of $185.00 li per month was read and upon motion by Kennedy, second by Kjerner, the request was approved. A notice of approval by the State of Minnesota, Water Pollution Control Commission of plans of various sewage facilities recently submitted for their approval y 'I was read and the same was ordered placed on file. i A communication from the Borchert Ingersoll, Inc. stating that they could not predict the date.on which the bulldozer, which was ordered for use at the dumping grounds, would be delivered due to the fact that a strike had developed at their factory, was j read and the same was ordered placed on file. Ii A letter from the County Auditor calling the attention of the Council to the dates on which the City and School budgets were due in her office and also special II . assessments was read and the same was ordered placed on file. Third Ward Improvement Association takes this opportunity to thank the City Council for taking definite. action to ,move the city dump 60 days from August 2, 1948. . This means.that all dumping will occur at the.new chosen site after October 1, 1949. Since it was pointed out to our group that oise obstacle -was the improvement of the road leading -to the -new dump site we beg to bring to your attention the. necessaity -for early action towards making this road suitable before October let. To this end your body should instruct the City Engineer or responsible parties to carry out,your wishes. Will the City Council so instruct the City Engineer? Y Respectfully yours, HARRY A. A communication from the Mayor transmitting the following communication from the Police Civil Service Commission was read: "Hon. A request from the Minnesota State Organization of the Blind to conduct a White Cane Tag Day in Rochester on September 2nd and 3rd, 1948 was read and upon motion by Kennedy, second by Akenhead, the request was approved. A petition for but service on 9th Avenue Northeast from Center Street to 5th Street Northeast was read and the same was referred to the Street & Alley Committee, the Acting Chief of Police and the Rochester Bus Company, Inc. A copy of a resolution adopted by.the Sinking Fund Commission ordering the sale" of $150,000.00 II. S. Treasury Notes - Series C maturing 1-1-50 and $100,000.00 U. S. II Treasury Notes - Series C maturing 4-1-50 and the transfer of proceeds from the sale of Ithe said bonds to the Public Utility Department was read and upon motion by Kennedy., second by Kjerner, the action of the Sinking Fund Commission was, approved. A petition for the construction of a .watermain in 12.th Street Northwest from 2nd to 4th Avenue Northwest was read and upon motion by Kennedy, second by Theel, the same was referred to the Water Committee. A petition for the construction of a sanitary sewer and the grading on 12th Street Northwest from 2nd to 4th Avenue Northwest was read and upon motion by Kennedy, second by Theel, the same was referred to the Sewer Committee, the Street & Alley Committee and the City Engineer. �! The recommendation of the Police Committee and the Acting Chief of Police thatil the Police Ambulance have a. new motor installed and other necessary repairs to put it in' good running condition was read and upon motion by Kennedy, second by Akenhead, the recommendation was approved. The recommendation of the Police Committee and the Acting -Chief of Police that the request of the Vets. Cab Company for permission to use the Yellow Cab Company stand at::.the Clinic corner be denied was read. No action' was-. taken. The following recommendation was read -and upon motion by Theel, second by Kjerner, the same was approved: August 14, 1948 "Hon. Mayor and Common Council City of Rochester, Minnesota Gentlemen: We, -the undersigned Street and Alley Committee of the Common Council, and the Acting Chief of Police, recommend that the following changes be made in Ordinance No. 488: Change the angle parking from 60 degrees to 45 degrees. • Change the distance from the curb for parallel parking from 18 inches to 12 inches. Change the parking within 15 feet of a fire hydrant to 10 feet; and the parking within 15 feet of the intersection of property lines at an intersection of streets or avenues to 20 feet. Change the parking on the North side of Third Street Southwest between Second and Third Avenues from angle parking to parallel parking. Vehicles may park in the alleys within the -fire limits for a reasonable length of time to load or unload only, and all parking shall be on the right hand side of the alley. We further recommend that the 'Meter Ordinance", being Ordinance No. 684 be changed as follows: That the parking limit on Broadway Street North between -First Street and Second Street be changed from one hour to two hour parking, also on First, Second and Third Streets Southwest between First Avenue and Second Avenue Southwest. That the parking limit on Fourth Street Southeast from Broadway to Second Avenue Southeast be one hour parking limit. That the following paragraph be added to said Ordinance: 'No_Contractor or persons shall remove.any meter without first notifying the Chief of Police. Nelson, Acting Chief of Polices Mr. Robert Petersdorf, Vice President of Minnesota Federation of Labor, was before the Council and invited the members of the Council to take part in the Labor Day Parade. He also brought up the matter of the salary for Frank Halloran and the same was • referred to the Police Committee. Upon motion by Kennedy, second by Akenhead, the date of August 25th, 1948 at 7: 30 o'clock P. 114. was set for study of the City budget. The report of the City Weighmaster for the month of July, 1948 showing 517 loads weighed and receipts in the amount of $51.70 was read and the same was ordered placed on file. Fund A statement of receipts and disbursements in the Park Improvement/from April through July, 1948 was read and the same was ordered placed on file. the City Engineer's trial balance for July, 1948 was read and the same was and the same was ordered placed on file. The report of the Clerk of Municipal Court for the week ended August 7, 1949 showing total criminal fines and costs collected $633.00, civil fees received $2,00 and conciliation court fees $3.00 was read and having. been previously approved by the City I; .Attorney, President pro tem Anderson ordered that the same be placed on file. �I The applications of Claude Darst far "On Sale" and -"Off Sale" non-intoxicatingl;i malt liquor licenses were each read and upon motion by Kjerner, second by Kennedy, the ,.II licenses were .granted, j The applications for license to sell cigarettes of Clarence Steinhagen, North Star Enterprises., Claude Darst and Louis Metcalf were each read and upon motion by Akenhead, second by Theel, the licenses were granted. The' application of the Lysne Construction for permission to move a house over certain streets in .the City was read and upon motion by Theel, second by Kennedy, the permit was granted. The applications for Journeyman Heating Workers.and Steam Fitters License of J. J. Fitzgerald, Louis C. Wegner and Wm. R.. Moore were each read and upon motion by gjerner, second by Akenhead, the licenses were granted. The application of Louis C. Wegner for a Journeyman ..Plumbers license was read and upon motion by Theel, .second by Kennedy, the license was granted. The applications for license to sell soft drinks of North States Enterprises, Claude Darst and Louise Metcalf.were each read and upon motion by Kjerner, second by Akenhead, the licenses were granted. The application of the Rochester Yellow Cab Corporation for transfer of Taxi Cab license No. 20 from a five passenger buick to a 7 passenger 4 door.s.edan Dodge was 1' read and upon motion by Akenhead, second by Kennedy, the transfer was granted. The official bond of Anne C. Jensen in the amount of $1,000#00 with the American Surety Company of New York as surety was read and upon motion by Kennedy, sscondj' p by Theel, the bond was approved, the surety thereon accepted and it was ordered that thee' same be placed on file. Alderman Kennedy introduced a resolution appropriating $237.00 from the General Fund and ordering payment made to League of Minnesota Municipalities for membership dues, • which was read. Alderman Kennedy introduced a resolution appropriating $222.50 from the General Fund and ordering payment made to B. Amundson for paint and thinner, which was read. Alderman .Kennedy introduced a resolution appropriating $2320.00 from the General Fund, $1071.12 from .the Street & Alley Fund, $67.75 from the P. I. R. Fund, $399- 50 from the Sewer Fund and $3.50 from the Parking Meter Fund and ordering payment made to the Street & Alley Fund for use of equipment, which was read. Upon motion by Kennedy, second by Akenhead, that the said resolution be adopted as read, and all present voting in favor thereof, President pro tem Anderson declared the said resolution duly passed and adopted. Alderman Kjerner introduced a resolution appropriating $160.14 from the General Fund, $2.00 from the Street & Alley Fund, $13.95 from the Fire Protection Fund and $2807, 66 from the Lighting Fund and ordering payment made to City of Rochester, Public Utilities, which was read. • Upon motion by Akenhead, second by Theel, that the said -resolution be adopted as read, and all present voting in favor thereof, President pro tem Anderson declared the said resolution duly passed and adopted. Fraser for estimate No. 3 for construction of a sanitary sewer and watermain in Fratzkels let Addition and Silver Lake Subdivision, which was read. Upon motion by Akenhead, second by Kennedy, that the said resolution be adopted as read, and all present voting in favor thereof, President pro tam Anderson declared • the said resolution duly passed and adopted. Alderman Theel introduced a resolution appropriating $1,941.06 from the P.I•.R. Fund and ordering payment made to Gordon" Winslow- Company for estimate No. 1 for construction of a curb and gutter on 5th Avenue Southeast from loth to llth Street Southeast, which was read.
