HomeMy WebLinkAbout03-09-19496_� � j> 4(�' C?0 Record of Official Proceedings of the Common Council of the City of Rochester, Minn., March 9, 1949 U Minute's of an adjourned regular meeting of- the- Common Council of the City of Rochester, Minnesota, held in the Council Chambers in the City ?call, in said City, on March 9, .1949. President Lemmon called the meeting to order at 7:30 o'clock P.M., the following members being present: President Lemmon, Aldermen Akenhead, Anderson, Kennedy, Kjerner, Morris, and Theel. Absent: None. President Lemmon stated this as being the time and place set for receiving bids for the sale of one used 1939 Model, Austin -Western Pickup Type Street Sweeper. No bids were received. A motion was made by Akenhead, second by Theel, that the matter of disposing of the used sweeper be referred to the Street & Alley Committee and the City Engineer with power to act. All voted in favor of the motion. All members of the Board of Education, with the exception of Mr. R. L. Jacobs, were present at the meeting together with their Superintendent, Mr. N. D. Cory and their Business Manager, Mr. Ralph Dorsett. -Mr. Sam Allen, Clerk of the Board of Education, read the returns of the school election from each district, which were checked with the returns as previously reported. Alderman Anderson introduced the fallowing resolution canvassing the returns of the City Charter Election held March S, 1949, which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the following is a tabulated statement and list of the number of votes cast for each person at the Charter Election held March 8, 1949, in the City of Rochester, Minnesota, as determined by said Common'Council, on the canvass of the returns of said election made the 9th day of March, 1949, the said statement is hereby declared to show the result of said election. McQuillan is -hereby declared to be elected to the office of Mayor of said City, at the Charter Election held March S, 1949, to hold office for two years .and until his successor is elected and qualified; !' That marl H; Postier is hereby declared to be elected to :the office of City Treasurer of said City, at the Charter. Election held March S, 1949, to hold office for one year and until his successor i is elected and qualified; j That Knute Olson is hereby declared to be elected to the office of I! City Assessor of said City, at the Charter Election held March S, 1949, to hold office for two years and until his successor is elected and qualified; That Frank G. Murphy is hereby declared to be elected to the ! office of Justice of the Peace of the Second Ward of said City, at the Charter Election held March S,. 1949, to hole office for two years - and i until his successor is elected and qualified; That there is hereby declared to be a tie vote for Cons table, of the Second Ward of said City;n �I Upon motion by Anderson, second by Kjerner, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. State Highway -Dept.. The recommendation of the Public Grounds Committee that the %%X&V-&jtgrelinquish its easement for trunk highway purposes covering all of Lots 1 and 2, and the easterly 12 feet of Lot 7, Block 1, Durand's Sub -Division was read and upon motion by Kjerner, second by Akenhead, the recommendation was approved and the City Attorney was instructed! to take the matter up with the State Highway Department. A committee from the Wm. T. McCoy Post #92, American Legion, was before the Council and presented a resolution adopted by their organization requesting the City to refrain from approving the use of any part of Soldiers Memorial Field for any other purposes than the original one and recommending that the Council look forward.to increasing the acreage to meet recreational requirements in the years to come. The I committee was informed that the matter should be presented to the Board of Park Commissioners and no action would be taken by the Council until a request was received from the said Board of Park Commissioners. Record of Official Proceedings of the Common Council of the City of Rochester, Minn., March 9, 1949 A delegation of truck drivers was present at the meeting and protested the passage of an Ordinance limiting the gross weight of vehicles.over certain streets and avenues in the City of Rochester, Minnesota. Those present were informed that while the previous meeting indicated that the Ordinance had been adopted, it was noted that one said Ordinance through an oversight had not received the required officials signatures and therefore President Lemmon declared the said Ordinance not effective. City Attorney Hunt stated that it had 'been brought to his attention that there was now a Minnesota Lair which prevented the operation of sewage treatment plants on a fee basis in cities of the second class. Upon motion by Akenhead, second by Theel, the • City Attorney was instructed to take the matter up with other cities of the second class and if possible have the law amended so as to permit the operation of sewage treatment plants on a fee basis in cities of the second class. All voted in favor of the motion. The following claims were read and upon motion by.Morris, second by Anderson, the same were approved and the Mayor and City Clerk were authorized and directed to draw warrants upon the City Treasurer and make payments accordingly: From the General Fund: Marion B. Capelle, representing the American War Dads, asking permission to change the date for holding a bingo game from March 24th to March 28th. No action was taken on the matter as their ,I request to hold a bingo game had been previously filed. Upon motion by Akenhead, second.by Morris, the meeting was adjourned until 7: 30 o'clock P.
