Minutes of a special meeting of the Common Council of the City of Rochester, I!
Minnesota, held in the Council Chambers in the City Hall in said Cit
President Lemmon called the meeting to order at 4: 30 o'clock P. M. the
following members being present: President Lemmon, Aldermen Amundsen, Anderson, Kennedy;

Miner, Morris and Theel. Absent: None
The call of the special meeting was read and President Lemmon ordered that the,;
,same be placed on file, the said meeting being called for the purpose of considering the;i
,petition of the Church of the Nazarene for a permit to construct a church building at
1109-111 Fifth Avenue Yorthwest and an amendment to the Zoning Ordinance (No. 550 changing

ILot 3, Block 1, of I-reland's First Addition to the City of Rochester from a residential i
i.
to a commercial zone as previously approved by action of the Common Council and any other

(business the said Common Council may deem proper.-,,

The petition of the Church of the Nazarene. for a permit to build a church on
the property located at 109-111 Fifth Avenue Northwest was again brought to the attention
I
!of the Common Council. A motion was made by Anderson, second by Theel, that the request',
I
as made to the Board of Zoning be denied. All voted in favor of the motion.
Th-e City Engineer stated that he wished to hire an operator for the power j
jshovel and bulldozer at the City Dump grounds, on a temporary basis. Upon motion by

Theel, second by Morris, and all voting in favor thereof, the City Engineer was instructed
to employ the extra man, who would be paid on claim.-
The City Engineer stated that he wished to hire a man to inspect sidewalks in
he City of Rochester and upon motion by Kennedy, second by Amundsen, he was authorized j

o hire one man for that purpose, he to be employed on a temporary basis and to be paid
y claim.
President Lemmon stated that the Citizens Advisory Committee had recommended
hat an expert be employed to make a survey of the. City -administrative offices and .also
study of revenue for the City of Rochester. A motion was made by Anderson, second by
mundeen, that the City Advisory Committee be empowered to investigate firms qualified to
o such work and recommend to the Common Council a firm or individual qualified to make
he proposed survey and also investigate the cost of making the said survey.
Alderman Miner stated that a check had been made of various locations in the

ity of Rochester where additional street lighting is needed. Upon motion by Miner, 1'

econd by Anderson, the installation of the following list of street lights was requestedi:
4th Street and 6th Avenue Northwest; 7th Street and llth Avenue Northeast; llth Avenue

An Ordinance amending an Ordinance entitled, "An Ordinance for the purpose of
promoting
health, safety, order,
convenience and general welfare, by regulating the use
of land,
the location, size, use
and height of buildings, and the arrangement of buildings
on lots,
and the density of population
within the City of Rochester, Minnesota, all in
accordance
with a comprehensive plan
(No. 559)", was given its first reading.
Upon motion by Kennedy,
second by Morris, and upon roll call and all voting
in favor
thereof, the rules were
suspended and the Ordinance was given its second
reading.
Upon motion by Morris,
second by Miner, and upon roll call and all voting

in favor
thereof, the rules were
suspended and the Ordinance was given its third and
final reading.
Upon motion by Morris, second by Kennedy, that the said Ordinance be adopted
as read, and all voting in favor thereof, President Lemmon declared the said Ordinance
duly passed and adopted.
The matter of renewing the lease on the Council. Committee room which is now
used as a Federal Rent Control Office was considered. Due to the fact that the Federal
Government has now found other available space for the office of the Housing Expediter
and that the Common Council felt that the room was now needed for the City, a motion was
made by Morris, second by Anderson, and all voting in favor thereof, instructing the City
Clerk to notify Mr. Blake Hadden of the Council's wishes in the matter.
Upon motion by Kennedy, second by Amundsen, the meeting was adjourned.
