Minutes of a special meeting of the Common Council of the City of Rochester,
Minnesota held in the Council Chambers in the City Hall, in said City, on August 29,1949,�.
President pro tem Anderson called the meeting to order at 7:30 clock P.M.,

the following members being present: Aldermen Amundsen, Anderson, Miner, Morris and

Theel., Absent: President Lemmon and Alderman Kennedy, due to illness.
The call of the special meeting was read and President pro tem Anderson
ordered that the same be placed on file, the meeting having been called for the purpose
of considering the transfer of "On Sale" intoxicating club liquor license No. 250 from
the Queen City Post #496 American Legion to A. F. of L. Union Club of.Rochester,

Minnesota and other applications for licenses pending final action and any other business
.the said Common Council may deem proper.
The application for transfer of "On Sale" intoxicating liquor license No. 250;,
from the Queen City Post #496 American Legion to A. F. of L. Union Club of Rochester,
Minnesota was read and upon motion by Amundsen, second by Miner, the transfer was granted
a copy of ii
subject to the A. F. of L. Union Club filing/their Articles of Incorporation papers with,.
the City Clerk.
The surety bond of the A. F. of L. Union Club of Rochester, Minnesota in the
amount of $3,000.00 with the Hartford Accident & Indemnity Company as surety was read
and upon motion by Theel, second by Morris, the bond was approved, the surety thereon
accepted and it was ordered that the same be p placed on file.
Mr. Desmond B. Hunt, City Attorney, reported on the applications of Mrs. nazel�
Kitzman for "On Sale" intoxicating liquor, sale of cigarettes and soft drinks and stated!
that he approve.d the licenses as previously granted by the Common Council.

The application of Louis Karab for a junk dealers license was again considered
by the Common Council and no action was taken.
The application of Howard McGoon for a taxicab license was read and upon
motion by The -el, second by Morris., the license was granted.
The following resolution adopted by the Public Utility Board was read and the
same was ordered placed on file:
"Be it and it is hereby resolved by the Public Utility Board
of the City of Rochester, Minnesota that the Sinking Fund Commission
be and is hereby requested to make transfers of Sinking Funds'
Uninvested to the Public Utility Fund-;
Sinking Funds -Not Invested -
Electric Department Depreciation Reserve $ 7,000.00
Steam Department Depreciation Reserve 31,974.50
Interest Funds -Not Invested -
Electric Department Depreciation Reserve 4,508.27
Electric Department Extensions 14,189.47
said funds being necessary at this time."
The recommendation of the Sewer Committee that permission be granted to Mr. &
Mrs. James N. Taft to install sanitary sewer and water in Lot 1, Block'4. Indian Heights',,'
lAddition at their own expense, under supervision of the City Engineer, was read and upon,
motion by Morris, -second by Amundsen, the same was approved.

Alderman Morris introduced a resolution approving a resolution adopted by the
Public Utility Board transferring funds from the Sinking Fund to the Public Utility Fund,
which was read.
Upon motion by Morris, second by Miner, that the said resolution be adopted
as read, and all voting in favor thereof, President pro tem Anderson declared the said
resolution duly passed and adopted.
The two following resolutions adopted by the Sinking Fund Commission were each
read and upon motion by Theel, second by Amundsen, the same were approved and ordered
placed on file:
"WHEREAS, The Public Utility Board of the City of Rochester, Minnesota
has adopted the following quoted resolution:
'WHEREAS, additional funds are necessary to meet payments
now due on the Silver Lake Plant, and
WHEREAS, sufficient funds are not now on hand in the Public
Utility Fund to meet said payments;
THEREFORE, be it and it is hereby resolved by the Public
Utility Board of -the City of Rochester, Minnesota, that the
Sinking Fund Commission be and is hereby requested to dispose
of the remaining Bonds in the SINKING FUND FOR ELECTRIC DEPARTMENT
EXTENSIONS and to transfer amounts received therefrom to the
Public Utility Fund for the purpose herein st•ipulat•ed.•'
AND WHEREAS, the said resolution was approved at a meeting of the
d'ommon Council held on August 15, 1949;
SO THEREFORE, Be it resolved by the Commissioners of the Sinking
Fund of the City of Rochester, Minnesota: • •
That the following U.S. Savings Bonds, Series F be sold and the
proceeds therefrom be transferred from the Sinking Fund to the -Public
Utility Fund:

AND WHEREAS, the said resolution was approved at a meeting of the
Common Council held on August 29, 1949; ,
SO THEREFORE, Be it resolved by the Commissioners of the %inking
Fund of the City of Rochester, Minnesota:
That the foregoing balances in the Sinking Fund Accounts be
transferred from the Sinking Fund of the City of Rochester, to the
Public Utility Fund of the City of Rochester, Minnesota."
The City Engineer recommended that First Avenue Southwest between third and
material
fourth Streets be repaired and resurfaced while black top resurfacing/is available from

the plant of Fielding and Shepley, now located in Rochester, and upon motion by Thee
second by Amundsen, the City Engineer was instructed to prepare plans and specifica.tions;l
for repairing and resurfacing First Avenue Southwest.
