President pro tem Anderson called the meeting to order at 2:00 o'clock P. M., the following members being present: Aldermen Amundsen, Anderson, Kennedy, Miner and Theel. Absent: President Lemmon and Alderman Morris, due to illness. Upon motion by Theel, second by Amundsen, the meeting was adjourned until 7:30 o'clock P. M. on Tuesday, January 3, 1950. I • 1 1 Minutes of an adjourned regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council. Chambers in the City Hall in said City, on January 3, 1950- President pro tem Anderson called the meeting to order at ,7:'30 o'clock P. M. ,' the following members being present: Aldermen Amundsen, Anderson, Kennedy, Miner, Morris, and Theel. Absent: President Lemmon, due to illness. Upon motion by Theel,. second by Morris, the minutes of the meetings of December 19, 1949 and January 2, 1950 were approved. Dr. J. A. Bargen, member of the Public Library Board, was present at the meeting and requested that an amendment to the City Charter raising the mill rate from two to three mills for the operation of the Library be submitted to the voters of the City for their approval. Dr. Bargen suggested that the amendment be submitted at the special election to be held on February 7, motion was made by Theel, second by PQiner, to be held not later than March 14, 1950. 1950. After discussing the matter further a' that the amendment be submitted at an election i All present voted in favor of the motion. Mr. James O'Connor was before the Council and requested that the fee for rental of the Mayo Civic Auditorium for the annual meeting of the Boy Scouts of America; be paid from the General Fund of the City of Rochester. A motion was made by Morris, second by Amundsen, that the said rental fee be appropriated from the General Fund of the City of Rochester. All present voted in favor of the motion. A request from General Mills, Inc. that the City execute an option granting ;I the sight to renew and extend their lease for an additional period of one year ffom November 1, 1950 through October 31, 1951 was read. Action on the matter was deferred I� i until the previous agreement could be studied. A notice of personal injury and of claim for damages signed.by Helen C. Hadsell was read and upon motion by Kennedy, second by Morris',the some was. referred to the � City Attorney. A summons to answer the complaint of Myron M. Reeve, Plaintiff vs. The City ; of Rochester, etal. was read and upon motion by Amundsen, second by Theel, the same was referred to the City Attorney. l I A recommendation by the Board.of Public Health & Welfare that the Common i Council and Mayor take action to accept a gift of $1,000.00 from the Olmsted County Nursing Advisory Board to be used in purchasing equipment for the public health nursing, a 4 quarters in the Health Center building was read and President "pro tem Anderson ordered ,i that the same be placed on file. The requests of the Board of Public Health & Welfare that the Council approve;; Stocke & Olson change orders No. 6-and 7 and Foster Electric Company change order No. 405 in connection with the construction of the Health Center building were each read and President pro tom Anderson ordered that the same be placed on file. • i. Schaefer to have the following described property annexed to the City of Rochester was read and upon motion by Theel, second by Morris, the City Attorney was instructed to prepare an,Ordinance annexing the said real estate to the City of Rochester: "Commencing at a point in the east line of. section 34 T. 107 N. R. 14 W. which is 182.4 feet south of the east j corner thereof for a place of beginning, and running thence south along the east line of said section 147.6 feet thence west narallel with the ncrth..ltne of,.the southeast I of. said section 220 feet, thence north parallel with the east line of said section 147.6 feet, and running thence east 220 feet to the place of beginning." • A letter addressed to Mr. Frank Halloran, meter maintenance man, from the L & R Manufacturing Company of Arlington, 11. J. describing the L & R Industrial machine and solutions used for cleaning clocks of the parking meters was read and upon motion by Theel, second by Amundsen, the same was referred to the Purchasing Committee. The recommendations of the Board of Zoning that the petitions of Leiferman Xoehnen Inc. to have all of Leiferman Koehnen Subdivision lying west of Second Avenue Northeast zoned as commercial, of Leiferman Koehnen Inc. to have Barck and Merz Addition charged from residential to multiple zone, except Lots 1 and 2 in Block 4 and Lots 3 and 4 in Block 1, and of Mafe and Guido Capriotti to have Lot 24, Block 4, A. If. Kutzky's First Addition changed from residential to a commercial zone each be granted, were each read and upon motion by Kennedy, second by Miner, the recommendations were approved and the City Clerk was instructed to publish a notice of hearing to be held on January 16, 1950. The recommendation of the Board of Zoning that the petition of Charles Bemel to have Lot 3, Block 6, in Irelands First .Addition changed from a residential to a commercial zone be denied was read and upon motion by Kennedy, second by Amundsen, the recommendation was approved. The City Engineer's plans, specifications and preliminary estimate of cost of construction of fottings for a second section of a new warehouse at the Sewage Treatment Plant site were read and the same were ordered placed on file. • The recommendation of the Street & Alley Committee that bids be asked for the construction of footing for a second section of a new warehouse at the Sewage Treatment Plant site was read and upon motion by Theel, second by Morris, the recommendation was approved. The recommendation of the Street & Alley Committee that the City Engineer be instructed to contact the Minnesota Department of Highways requesting them to install suitable lighting on Twelfth Street Southeast from First Avenue to Eleventh Avenue and at the west junction of Highways 14 and 52 was read and upon motion by Morris, second by Miner, the recommendation was approved.
