The City Engineer's trial balance for the month of December, 1049 was read and;
the same was crdered placed,on file.
The report of the City Weighmaster for the month of December, 1949 showing
5 19 loads weighed and fees collected in the amount of $51-80 was read and the same was
ordered placed on file.
The reports of the Clerk of the Munici-nal Court for the week ended Decem*ber 24
1949 showing total criminal fines and costs collected.$64o.71 and civil fees received
$1-55 and for the week ended '01ecember 31, 1949 showing total criminal fines and costs
collected $589.00 and civil fees received $6.00, were each read and having been previously
approved by the City Attorney, the same were ordered placed on file.
The annual report of the Building Inspector for the year 1949 showing 491
permits Issued and fees collected in the amount of
$6,403-00 was read and the same was
ordered nlaced on file.
The repqrts for the month of December,,1949 of the Building Inspector showin
29 permits issued and fees collected in the amount of $172-50; of the Electrical
Inspector showing 68 permits issued and fees collected in the amount of $239.25; of the
Heating Inspector showing 20 permits issued and fees collected in the amount of $96.00
and of the Plumbing Inspector showing 34 permits issued and fees collect6d'�in the.

The application of Stanley Decker for an OFF Sale non -intoxicating malt liquorl
icense was read and upon motion by Morris, second by.Miner, the'licens'e was granted.
The applications of Earl L. Kidd and L. J. Fiegel for Real Estate Broker's
icense were each read and upon motion by Amundsen, second.by Miner, the licenses were
ranted.
The application for transfer of a popcorn license from Vernon B. Sizer to
eonard V. Johnson'was read and upon motion by Amundsen, second by Morris, the transfer

The contract bond of Universal Motors, Inc. in the amount of $750.00 with the
Western Surety Company as surety was read and the same was referred to the Mayor.
Alderman Amundsen introduced a resolution appropriating $660.62 from the General
Fund and ordering payment made to State of Minnesota, Department of Public Examiner,
which was read.
Upon motion by Amundsen, second by Kennedy, that the said resolution be adopted
as read, and all voting in favor thereof, President pro tem Anderson declared the said
resolution duly passed and adopt.ed.
Alderman Amundsen introduced a resolution appropriating $4,899.66 from the
General Fund and ordering payment made to the Public Health & Welfare Fund for balance
of tax settlement, which was read.
Upon motion by Kennedy, second by Miner, that the said resolution be adopted
as read, and all voting in favor thereof, President pro tem Anderson declared the said
resolution duly passed and adopted.
Alderman Kennedy introduced a resolution appropriating $310-95 from the General
Fund and ordering payment made to City of Rochester, Public Utilities for -steam heat for
the City Hall, which -was read.
Upon motion by Miner, second by Morris, that the said resolution be adopted
as read, and all voting in favor thereof, President pro tem Anderson declared the said
resolution duly passed and adopted.
Alderman Kennedy introduced a resolution appropriating $4,255.69 from the Bridge
Fund and ordering payment made to the L. M. Feller Company for estimate'Ro- 5 for
construction of bridge No. 6599, which was read.
Upon motion by Morris, second by Theel, that the said resolution -be adopted
as, read, and P.11 voting in favor thereof, President pro tem Anderson declared the said
resolution duly passed and adopted.
Alderman Miner introduced a resolution appropriating $675-91 from the Sewer
Fun& and ordering payment made to Toltz, King & Day for engineering services rendered
in connection with sewer rental studies, which was read.
Upon motion by Theel, second by Amundsen, that the said resolution be adopted
as read, and all voting in favor thereof, President pro tem Anderson declared the- said
resolution duly passed and adopted.
Alderman Miner Introduced a resolution appropriating $3,710.2'6 from the Park
Improvement Fund and ordering payment made to the Mayo Civic Auditorium Revolving Fund.
which was read.
Upon motion by Amundsen, second by Kennedy, that the said resolution be adopted
as read, and all voting in favor thereof, President pro tem Anderson declared the said
resolution duly passed and adopted.
Alderman Morris introduced a resolution accepting a gift of $1,000.0 '0' from the

Upon motion by -Kennedy, second by 1VIliner, that the said reso-lution be adopted
as read, and all voting in favor- thereof, Pres-ident 'pro- tem Anderson do-clared the said
resolution duly passed and adopted. -
. i Alderman Morris* introduced a resolution deeming it expedient and necessary -
that Radio Frequency Modulat*ion two-way radio communication equipment be purchased for
the Police.Departmeht and ordering advertisement of bids, which wa's r-ead.
Upon motion by Miner, second by -Morris, that the said resolution be. adopted

Alder'man- Theel' introduced a resolution approving change orders. submitted by
the Board of Public Health & Welfare for construction of the neV Htalth. Center Building
and authorizing the Mayor- and City Clerk to executesiame, which was read.

Alderman Amundsen introduced a resolution determining to build a grandstand at.
the baseball -Dark' in- Mayo Field, which was read.
Upon motion by Amundsen, second by Morris, that the said resolution be adopted,'
as readf and all voting in favor thereof, Pres.ident pro tem Anderson declared the said
resolution duly passed and adopted.
Alderman Morris introduced a resolution calling a special el6ction-for-approvai
of issuance of $80,000.00 City Improvement Bonds, which was read.
Upon motion by Norris, second by Theel, that the said resolution be adoDted
as read, and all voting in favor thereof, President pro tem Anderson declared the said
resolution duly passed and adopted.
Alderman Theel introduced. a resolution atcepting specifications for construction
of footings for a second section of the new warehouse and ordering bids for the same,
which was read.
Upon motion by Theel, second by Amundsen, that the said resolution be ado-oted
as read, and all voting in favor thereof, President pro tem Anderson declared the said
resolution duly passed and adopted.
The following claims were read and upon motion by Morris, second by Miner, thei
same were approved and the Mayor and City Clerk were authorized. and directed to -draw 11

An Ordinance providing for the connection of certain Outlots in Northern
Addition, City of Rochester, Minnesota, with the Sanitary Sewer was given its second
reading.
Upon motion by Theel, second by Amundsen, and upon roll.call and all voting
in favor thereof, the rules were suspended and the Ordinance was given Its :third and
- final reading.
Upon motion by Theel, second by Morris, that the said Ordinance be adopted as
read, and all voting in favor thereof, President pro tem Anderson declared the said
Ordinance dvly passed and adopted.
An Ordinance annexing to the City of Rochester Lot 4 and the North -1 of Lot 5,

in Block 2, Farkin's Subdivision of a part of the Northeast One (Zuarter of Section Three,
in Townshi-o No. One Hundred Six, North, of Range No. 14 West, in Olmsted Cou*, Minnesota,
was given its third and final reading.
Upon motion by Morris, second..,by Miner, that the said Ordinance be adopted as
read, and all voting in favor thereof, President 7Dro tem Anderson declared the said
Ordinance duly pRssed and adopted.
An Ordinance establishing charges and r.ate.s for the use and service of the
Sewage Works of the City of Rochester, Minnesota was given its first reading.

defective and upon motion by Theel, second by Kennedy,.the matter was referred to the 1!
treet Alley Committee.
'The matter of the Charter Commission preparing certain amendments to the City,�!
Charter was discussed and upon motion by Kennedy, second by Theel, the City Clerk was
instructed to write Mr. T. H. Johansen, Chairman of the Charter Commission, requesting
the said Commission to set a date for an informal meeting of the Charter Commission and
he members of the Council for the purpose of considering additional amendments to the
aid City Charter.
It was brought to the attention'of the Common Council that judg.ps 6nd clerks of,
election could now be paid an increased rate for their services and upon motion by
Kennedy, second -by Theel, the rate of $1.00 per hour WFLS set mxxmxrN1xxx for clerks and
judges of election for hours worked.
Upon motion by Kennedy, second by Miner, the meeting was adjourned.
