Minutes of a special meeting of the Common Council of the City of Rochester,
Minnesota, held in the Council Chambers in the City Hall, in said City, on May 11, 1950.
President Fryer called the meeting to order at 5:00 o'clock P. M., the
following members being present: President Fryer, Aldermen Amundsen, -Anderson, Helmkay,
McPherson,,Miner and Morris. Absent: None.
The call of the special meeting was read and President Fryer ordered that the
same be placed on file, the said meeting having been called for the purpose of considerix
the matter of further publicity in connection with the proposed Sewage Disposal Plant
an•d Sewer Improvement Bonds to be voted upon by the voters of the City of Rochester at a
pecial election to be held on May 16, 1950 and any other business the said Common
Council may deem proper.
After hearing the call of the special meeting read it was brought to the
Cn attention of the Council that up to the present time very little interest had.been dis-
played in the special election to be held on May 16, 1950 for the purpose of approving a
G�= bond issue in the amount of -$2,900,000, the said bond issue to be used for the financing

,of the construction of a new sewage disposal plant and installation of sanitary and story
ewers.
After considerable discussion, Mayor McQuillan,, President Fryer and the-o•ther
embers of the Council decide.d.upon-the following publicity program: Spot announcements
ver the radio, advertisements to be"run daily in the Post Bulletin and a discussion over
ROC -at 10:05 o'clock Tuesday evening, explaining the necessity for the building of the
roposed sewage treatment plant and installation of adequate sanitary sewers and storm
ewers within the City. The radio. -.time from 10:05 to 10:15 P. M. for the discussion over
ROC was made available through the courtesy of the Weber & Judd Company.
A.request from the Rochester Art Center to hang a banner advertising the
oming Second Annual Art Festival on May 20th, over_the street between the First Nation
Bank Building and the Masonic Temple Building was read and upon motion by Miner, second
by Morris, the request was granted.
Upon motion by Anderson, second by Amundsen, the meeting was adjourned.
