August 16, 1950. President Fryer called the meeting to order at 7: 30 o'clock P. M. , the followix members being present: President Fryer, Aldermen Amundsen, Anderson, Helmkay, McPherson and Miner. Absent: Alderman Morris. Upon motion by Amundsen, second -by Miner., the minutes of the meetings of August 2nd and August 7th, 1950 were approved. President Fryer stated this as being the time and place set for receiving and opening sealed proposals for the furnishing of all labor, materials, equipment, etc. necessary for the construction of a Sewage Treatment Plant and for the'construction of a Sanitary Trunk Line Sewer to the Sewage -Treatment Plant. The two following bids were received for the construction of a sewage treatment plant: Feller and Pagenhart BASE BID Item No. 1. Lump sum price for the general construction mechanical construction and electrical work for the construction of a Sewage Treatment Plant complete . . . . . . . . . . . . . . $2,212,500.00 Item No. 2. 2,250 cubic yards of rock excavation as described in heading No.' 6, pages 3-1 and B-2 of the specifications. Total price complete for Section A-- $219,175.00 SECTION B The complete construction of the trunk line sewer from station 73415 to station 123.455 and 50 feet approximately of 1511 V.C. pipe to existing manhole G. Duval, representative of Toltz, King & Day, Architects and Engineers, and the City �I Engineer for tabulation and r.eport at a later meeting. �I Notice.of appointment of Mr. James T. Spillane by the Citizens Advisory h d Committee as a member of the committee -authorized by t-he Common Council to consider the Griffenhagen and Associates report and also the appointment of Mr. Glenn 0. Burbach by I �I Alderman Morris to the said committee, were each read and President Fryer ordered that the same be placed on file. ,I I; The following letter from Dorsey, Colman, Barker, Scott & Barber was read and r the same was orderedplaced on file: August 10, 1950 "Mr. Desmond B. Hunt City Attorney Rochester, Minnesota I Dear Sir: i We enclose copies of our letters of today to the First National Bank of Chicago and First National Bank of St. Paul. As our services in reference to this matter appear to be completed, we also enclose a statement .for our services and disbursements. We are pleased to be !� able to make our charge substantially less than the maximum we quoted to the council members at our conference on April 1 last. We would appreciate if you or Mr. Finch will send us for our files one completed copy of the "Non -Litigation and.City Clerk's Signature Certificate" and of the "Treasurer's Certificate and Receipt"which i were released in Chicago when the bonds were delivered. We enclose four additional copies of our final opinions, which may be found useful for some of the city's records. I! We greatly appreciate the hearty and intelligent cooperation given us throughout our work on this matter by you and the other city I' officials. This has helped us to keep our charges as*low as 'they are. Attorney were instructed to prepare a resolution expressing the satisfaction and appreciation of the services rendered by Mr. Hugh H. Barber of Dorsey, Colman, Barker, Scott & Barber. The following resolution adopted by the Public Utility.Board was read and the same was ordered• placed on file: i "Be it, and it is hereby resolved by the Public Utility Board of the City of Rochester, Minnesota, that the Common Council of the said City be and is hereby -requested to authorize the said Board to enter into a contract with the Maass Plumbing and Heating Company of this City for II the construction of approximately 780 lineal feet of underground steam line in accordance with specifications on file; the total amount of the said contract to -be FIFTEEN THOUSAND TWO HUNDRED TWENTY-FIVE ($15,225.00), and the Maass Plumbing and Heating Company being the lowest responsible bidder." A letter from McGhie and Armstrong transmitting 10 copies of Certificate of Final Acceptance of State Project No. 5501-03 at the Rochester Airport was read and upon; motion by Amundsen, second by Miner, the City Clerk was instructed to execute the said certificate. fly' A summons in the matter of Ella G. Chandler, Administrator of the Estate of Anna G. Gebler, deceased, VS the City of Rochester, Minnesota was read and President Fryer referred the same to the City Attorney. 1 1 • I. Augur t 16•, 19 5o 1 1 1 A notice of claim in the amount of $1,500.00 for personal injury to Mrs. Julia Leiferman was read and President Fryer referred the same to the City Attorney. Alderman Anderson introduced a resolution authorizing the Public Utility Board to enter into contract with Maass Plumbing & Heating Company, which was read. Upon motion by Amundsen, second by Anderson, that the said resolution be adopti' as read, and all voting in favor thereof, President Fryer declared the said resolution Iduly passed and adopted. Alderman Anderson introduced a resolution appropriating $4,413.38 from the (Sewage Disposal Plant Fund and ordering payment made to,Dorsey, Colman, Barker, Scott & Barber for legal services in connection with the Sewage Disposal Plant Bonds, which was read. Upon motion by Anderson, second by Helmkay, that the said resolution be adopt ec as read, and all voting in favor thereof, President Fryer declared the said resolution I duly passed and adopted. Alderman Miner, introduced a resolution appropriating $2,090.40 from the Genera Fund, $1,212.50 from the Street & Alley Fund, $18.00 from the P.I.R. Fund, '$214.00 from the Sewer Fund and $8.00 from theParkingMeter Fund and ordering payment made to the Street & Alley Fund for use of equipment during July, 1950, which was read. r Upon motion by Helmkay, second by McPherson, that the said resolution be adopted as read, and all voting in favor thereof, President Fryer declared the said resolution duly passed and adopted, Alderman Miner intbroduced a resolution appropriating $74.52 from the Sewer_ Fund and $410.66 from the Lighting Fund and ordering payment made to the City of Rochestf IPublic Utilities, which was read. Upon motion by McPherson, second by Miner, that the said.resolution be adopted as read, and all voting in favor thereof , President Fryer declared the said resolution duly passed and adopted. Alderman McPherson introduced a resolution'appropriating $345.00 from the Sewer Fund and ordering payment made to Carlisle-G. Fraser for new storm sewer for Mayo Park Bridge, which was read.. Upon motion by Miner, second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, fresident Fryer declared the said resolution duly passed and adopted. Alderman McPherson introduced a resolution ordering the first hearing on the grading and resurfacing of 6th Avenue Northwest from 7th Street Northwest to the Chicago orthwestern Ry, tracks, which was read. Upon motion by Amundsen, second by Anderson, that the' said resolution be adopte s read, and all voting in favor thereof, President Fryer declared the said resolution duly passed and adopted. ir. 0 Record of Official Proceedings of the Common Council of the. August 1.6, 1950 u Alderman Helmkay introduced a resolution appropriating $1, 754.47 frofi the General Fund and ordering payment made to Standard Oil Company for cutback asphalt, whiff% was read. Upon motion by Anderson, second by Helmkay, that the said resolution be adopted,' as read, and all voting in favor thereof, President Fryer declared the said resolution it duly passed and adopted. i Alderman Helmkay introduced a resolution appropriating- $1,416.49 from the � Street & Alley Fund• and ordering payment made to Botsford Lumber Company, which was read: Upon motion by Helmkay, second by McPherson, that the said resolution be adopted as read, and all voting in favor thereof, President Fryer declared the said resolution r duly, passed and adopted. Mayor McQuillan stated that Mr. Howard Hudson of Griffenhagen & Associates would be in his office on Friday, August 19. The City Clerk was requested to notify the 'Imembers of the Committee now studying their report to that effect. 1 1 i 1 • 1 f; Record of Official Proceedings of the Common Council 1 -.21 of the City of Rochester; Minn: August 16, '!955o It was brought to the attention of the Common Council that Garnet Spring, Building Inspector, had.reported that trailer houses parked in the City were in violation of the* City ordinance which allows a parking period of 30 days during any one year. Uponl motion by Amundsen.' second by.Helmkay, Mr. Spring was authorized not to -require strict compliance with the ordinance. where same might work a hardship on the occupants of certain trailers. All voted in favor of the motion,. except Alderman McPherson, who voted 11non. Upon motion by Anderson, second by Amundsen, the meeting was,adjourned until 7: 30 o'clock P.
