M. , the following j,members being present: President Fryer, Aldermen Amundsen, Anderson, Helmkay, McPherson;, iland Miner. Absent: Alderman Morris. ill Upon motion by Amundsen, second by Miner, the minutes of the meeting of ! 'I August 16, 1950 were approved. • President Fryer stated this as being the time and place set for'the first i hearing on the grading and resurfacing of 6th Avenue Northwest from 7th Street Northwest; to the Chicago Northwestern Railroad tracks. There was no one present wishing to be heard. I President Fryer stated this as being the time and place set for the first i hearing on the grading and surfacing of 13th Avenue Southeast from 7th Street to 9th I, Street Southeast. There was no one present wishing to be heard. President Fryer stated this as being the time and place set for the first j hearing on the grading and surfacing of the north and southalley between Block 3, W. Lenz I Addition and Block 4, Northern Addition. Two interested persons were present at the ;hearing and inquired about the construction of a storm sewer. Upon motion by Miner, ,second by Helmkay, the matter was referred to the Street & Alley Committee and the City Engineer. President Fryer stated this as being the time and place set for the second ,hearing on the construction of a sanitary sewer and watermain and grading of 12th Avenue;, I; Northeast in West's Sub -Division. There was no one present wishing to be heard. President Fryer stated this as being the.time and place set for the second I• hearin on the construction of a,sanitary sewer and watermain and g y grading of 16th and I 17th Avenues Northeast from 9th Street Northeast to the South line of Meredith's 2nd Sub-' Division. There was no one present wishing to be heard. • 'President Fryer stated this as being the time and place set for the second hearing on the widening and improving of 2nd Avenue Southeast from Center Street to 2nd j, Street Southeast. There was no one present wishing to be heard. President Fryer stated this as being the time and place set for the first hearing on .the construction of a sanitary sewer and watermain and grading on Sth Avenue Northeast from 14th Street Northeast, North to the City Limits, in Peck's Addition. There was no one present wishing to.be heard. I President Fry,er stated this as being the time and place set for receiving bids for the construction of a sanitary sewer and watermain and grading on 9th Avenue Northwest in Pahama Court. The recommendation of the.Sewer and Water Committees that .the bid of Carlisle Fraser for construction of a sanitary sewer in the amount of $2,526.90 and a watermain in the amount of $2, 575.70 in 9th Avenue. Northwest in .Pahama Court be accepted was read and upon motion by Amundsen, second by'Helmkay, the recommendation was approved. President Fryer stated this as being the time and place set for receiving bids for construction of a sanitary sewer and watermain and grading in West's Subdivision. The bid of Carlisle G. Eraser in the amount of $990.50 for sanitary sewer and $1,132.4o for watermain was received. No bids were received for the grading. The recommendation of the Sewer and Water Committees that the bid of Carlisle G. Fraser for the construction of a sanitary sewer in the amount.of $990.50 and a watermain in the amount of $1,132.40 in 12th Avenue Northeast in West's Subdivision be accepted was (read and upon motion by Miner, second by Amundsen, the recommendation was approved. President Fryer stated this as being the time and place set for receiving and opening bids for the construction of a sanitary sewer and watermain and grading in jParkside Addition. No bids were received. President Fryer stated this as being the time and place set for receiving and opening bids for the construction of a curb and gutter on 5th Street Southwest between. 15th and 16th Avenues Southwest. The bid. of_ Gordon'.WiiiSlow Company in the amount of $1, 913.75 was received. ' Mr. W. E. King, of Toltz, King & Day, Inc., presented the following report and ecommendation for the letting of bids for the construction of the new Sewage Disposal lant and trunk line sewer from•the City to the new plant: August 21, .1950 "The Honorable Mayor and City Council City of Rochester, Minnesota Gentlemen: We have examined the proposals for your proposed sewage treatment plant and sanitary trunk line sewer and beg to report to you as follows: The low bidder for the sewage treatment plant is Feller & Pagenhar.t. The low bidder for the sanitary trunk line sewer is Carlisle G. Fraser. -We recommend the award of contracts to these two bidders for the work. As we expected, the base bids for this work are considerably in excess of estimates given you sometime ago and -are in excess of the bond issue available. We, therefore, recommend that an award be made eliminating certain features of the work, which omissions have been approved verbally by the Minnesota State Board of Health. The recommendation of the Public Grounds Committee that bids be taken for the i sale of the old city scale was read and upon motion by Anderson, second by Miner, the recommendation was approved. The recommendation of the Council, as a committee of the whole, recommending 1 that since no bids were received for the construction of sewers and -the grading of II 'streets in Parkside Addition, that.these projects be re -advertised -with bids returnable i,1 Sept6mber lg, .1950 was read and upon motion by Anderson, second by. A claim for property damage of Raymond F. Krueger of 715 - 12th Avenue N. E. was read and President Fryer referred the same to the City Attorney. A notice by Irving L. Eckholdt, Judge of Municipal Court, of„ the resignation of Mrs. Harriet Flory as. deputy clerk of Municipal Court, effective August 2, 1950 and the appointment of Mrs. Cleo Paullin as deputy clerk of Municipal Court, beginning August 3, 1950 was read and President Fryer ordered that the same be placed on file. The request of.the Board of Park Commissioners that the construction of a trunk .line sewer through Soldiers Field-be'done after October 15th and be completed not later than the date in the spring when the golf course is opened was read. As no bids were received on the project, the communication was ordered placed on file. The request of the Insurors Association of Rochester that the successful bidders on the Sewage Disposal Plant and trunk line sewer projects be issued bonds by a surety company authorized to to business in the State of Minnesota, and through a resident agent in the City of Rochester was read and the same was ordered placed on file. The request by the governing body of the City for an audit of the books, records and accounts and affairs of the City of Rochester for the pertd beginning April 1, 1950 and ending March 31, 1951 was read and upon motion by Anderson, second by Helmkay, the City Clerk was instructed to forward the said' request to the office of the Public Examiner. A copy of -a letter from the State Department of Health, Division.of Water Pollution -'Control addressed to Toltz, King & Day, Inc., engineers and architects for the new Sewage Disposal'Plant, recommending that the plant be constructed in accordance with plans approved by their department on June 30, 1950, was read ,and President Fryer ordered that the same be placed on file. A notice from the Fillmore County Nursery that they were opening a sales lot for nursery stock on the west side of Highway 52 and South of Highway 14 intersection and north of White Transfer Company was read and the same was ordered placed on ;f ile. President Fryer stated that it was now time to begin preparation of next year's City budget and upon motion by Amundsen, second by Miner, the City Clerk was instructed to notify the various boards and departments to prepare and submit their budgets not later than September 15, 1950. The petition of the Greek Orthodox Church of .Rochester, Minnesota, for a special permit to construct a church at 903 i 2nd Street Southwest was read and upon motion by Miner, second by Amundsen, their petition was referred to the;.Board.of Zoning. The petition of Mr. A. L. Blackburn for the grading and installation of - sanitary sewer and watermain in the following streets was read and upon motion by Miner,ji second by Amundsen, the same was referred to the .Street & Alley Committee and the City Engineer: 5th Avenue S. E. between 4th Street S. E. and 6th Street S.E. 6th Avenue S.E. between th Street S. E. and 6th Street S. E. 5th Street S. E. between th Avenue S. E. and 6th Avenue S. E. Mr. Charle6 Fox, member of the Public Utility Board was before the Council in regard to a resolution adopted by their board increasing the salaries of the employees of the Public utility Department. Also Mr. Ford, representing employees of the Public' L ' I lUtility Department, was present and recommended that the salary adjustments be made at i this time. Mr. Robert Petersdorf was present and stated that he thought employees of other departments would not be dissatisfied if the salaries of the employees in the i 'Public Utility Department were increased. Upon motion by Amundsen, second by McPherson,1 the verbal recommendation of'the Public Utility Board and Mr. Ford were approved. The petition of Mr. Donald Ramthum to have Lot 3, Block 1, Dresbach's Addition annexed to the City of Rochester was again presented to the Council and no action was taken at this meeting. I'. The City Treasurer's report for the month of July, 1950 was read and President] Fryer ordered that the same be placed on file. The City Engineer's trial balance for the month of July, 1950 was read and President Fryer ordered that the same be placed on file. The reports of the Clerk of the Municipal Court for the week ended August 12, 1950 showing total criminal fines and costs collected $911.00 and civil fees received r $14.35 and for the week ended August 19, 1950 showing total crimi.nal fines and costs !I collected $950.00 and civil fees received $4.20 were each read and having been approved by the City Attorney, President Fryer ordered that the same be placed on file. The application of the Rochester Elks Drum and Bugle Corps to conduct a bingo ;',game each Friday night at the Elks Club beginning September S, 1950 was read and the same. I Iwas ordered placed. on file. The application of the Rochester Bottling Company for a wholesale beer license;' ',was read and upon motion by Amundsen, second by Anderson, the license was granted. The surety bonds of Frank T. Langford in the amount of $1,000.00 with the ?,Continental Casualty Company as surety and William F. The contract bonds of Carlisle G. Fraser in the amount of $1,275.00 with the United States .Guarantee Company as surety, C. C. Pagenhart in the 'amount of $6,570.00 with the Seaboard Surety Company as surety and Universal Motors, Inc. in the amount of $1,190.00 with the Western Surety Company as surety were each read and the same were referred to the Mayor for his approval. Alderman Anderson introduced a resolution expressing appreciation to Colman, (Dorsey, Barker, Scott and Barber for services in connection with the Sewage Disposal Plant bond issue, which was read. Upon motion by Amundsen, second by Anderson,- that the said resolution be adopt( as read, and all voting in favor thereof, President Fryer declared the said resolution (duly passed and adopted. Alderman Helmkay introduced a resolution accepting plans and specifications land ordering bids for the grading of- the easterly"north and south alley and the east and lwest alley from the East line.of Lot 11, easterly to the North and South alley in Block 123, Northern Addition which was read. Upon motion by McPherson, second by Miner, that the said resolution be adopted as read, and all voting in favor thereof, President Fryer declared the said resolution duly passed and adopted. Alderman Helmkay introduced a resolution accepting plans and specifications a ordering bids for the construction of a sanitary sewer, watermain and grading ,on 16th and 17th Avenues Northeast from 9th Street Northeast to the South line;of Meredith's 2nd (Sub -Division, which was read. Upon motion by Miner, second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, president Fryer declared the said resolution duly passed and adopted. Alderman Amundsen introduced a resolution appropriating $5, 339.25- from the Sewage Disposal Plant Fund and ordering -payment made to Carlisle G. Fraser for estimate �No. 2 for construction of a storm sewer in 14th Avenue Northeast from 9th Street Northeas- to Silver Creek, which was read. Alderman Amundsen introduced a resolution accepting the bid of Feller and Pagenhart for construction of a new Sewage Treatment Plant, which was read. Upon motion by Amundsen, second by Anderson, that the said resolution be adopted as read, and all voting in favor 'thereof, President Fryer declared the said I resolution duly passed and adopted. I. Alderman Amundsen introduced a resolution fixing the salaries of the employees' in the Public Utility Department fo.r the following fiscal year; which was read. Upon motion by Anderson, second by.Helmkay, that the said resolution be adopted as read, and all voting in favor thereof, President Fryer declared the said resolution duly passed and adopted. Upon motion by Amundsen, second by Miner, the City Clerk was instructed to - advertise for bids for the furnishing of FM Radio Communication System for the Rochester!' Fire Department, said bids to .be received on September 18, 1950 at 7:30 o'clock P. Official Proceedings of the Common Council of the City -of Rochester, Minn., August 21, 1950 Upon motion by -Miner, second by Anderson, the City Clerk was instructed to return the certified checks of the unsuccessful bidders on the Sewage Disposal Plant and,l the trunk line sewer -from the City to the plant. !I The matter of moving a light pole at the location of the new Ranfranz Mortuary. was brought to the attention of the Council by Alderman Miner and upon motion -by Amundsen, second by Helmkay, the moving of the pole was authorized, the expense for the said moving to be paid by Mr. -Robert Ranfranz. I' Chief C. E. Ginther requested permission to -attend -the Governors Conference on Fire -Protection to be held in Minneapolis on August 24th and 25th. Upon motion by Amundsen, second by Anderson, Chief Ginther was authorized to attend the said conference'i at city expense. Upon motion by -Amundsen, second by Miner, the meeting was adjourned.
