President Fryer stated this as being the time and - place set for receiving and j
opening bids for the construction of a sanitary sewer and watermain in Sth Avenue
Northeast from 14th- Street Northeast, north -to the city limits. The bids of Carlisle G.
Fraser in the amount of $7, 792.00 for sanitary selrer and $9, 407. 30 for watermain and
H. T. Geirscher in the amount of $9, 598.50 for sanitary sewer and $9,783.30 for watermain
were each received and opened.
The recommendation of the Sewer and Water Committees that the bid of Carlisle iG.

President Fryer stated this as being the time and place set for receiving and

'opening bids for the regrading of 3rd Street Southeast from lst Avenue to 2nd Avenue

Southeast and on 1st Avenue Southeast from 3rd Street to the alley in Block 83, Moe &
Olds Addition. No bids were- received. i

The recommendation of the Street & Alley Committee that since ho bids were
received for the regrading of 3rd Street Southeast from 1st Avenue to-2nd Avenue and on
First Avenue Southeast from 3rd Street to the alley in Block 83, Moe & Olds Addition, th'e
City Engineer be instructed to proceed with the work, was read and upon motion by
Amundsen, second by Miner, the recommendation was approved.
President Fryer stated this as being the time and place set for receiving and
opening bids for the grading of streets in Parkside Addition. The bid of Leon Joyce in
the amount of $111, 713.06 was received_ and opened. No action was taken on the matter at
this time.

President Fryer stated this as being the time and place set for receiving and
opening bids for the widening and improvement of, 2nd Stx.e'.e't' Southeast from First -Avenue,'
to the -Mayo Park Bridge.. No bids were received.

The recommendation of the Street & Alley Committee that since no bids were
.received for widening and repaving of 2nd S.tree.t- Southeast from 1st Avenue to the Mayo
,Park Bridge, the City Engineer be authorized to do a minimum amount of temporary grading)

this project to be re -advertised in the spring of 1951, was read and upon motion by
Rainer, second by Amundsen, the recommendation -was approved.

The -recommendation of the License Committee that the application for non- _
intoxicating malt liquor "off sale" license by John Joachim be not considered by the

Council prior to January 1, 1951 was read and.upon motion by Anderson, second by Helmkay„
!'the recommendation was approved.
it Alderman McPherson, Chairman of the Fire Committee, reported that their
Committee had not made a final decision on radio equipment for the Fire Department and
stated that the Committee wished to have mobile units submitted for the inspection of
the. Committee and the Department by the companies that have not already done so. Upon
motion by Amundsen, second by Helmkay, action was deferred on the matter, until the
meeting of October 16, 10/50.
The following resolution adopted by the Public Utility Board was read and
President Fryer ordered that the same be placed on file:
"WHEREAS, Net Income of _the Water Department is not sufficient to.
meet refunds of Water Main Assessments, and
WHEREAS; the checking account of the said Water Department is
currentley overdrawn,
THEREFORE, be it and it is hereby resolved b;� the Public Utility
Board of the City of Rochester that the Sinking Fund Commission be
and is hereby requested to appropriate the amounts of:-
$20,649.00 from the Sinking Fund for Water Department
Extensions-ivot Invested,
3,795.74 from the Uninvested Interest in the'said fund,
to the Public Utility Fund,- 'dater Department."
The recommendation of the Minnesota Department of Health that the location of

the new well at the Sewage Disposal Plant was satisfactory provided sufficient fill is
used to raise the level of tha site to the.level of the access road to the municipal
Aadkmxz refuse dump ground and provided that the area is properly- graded to provide
irainage away from the well for a distance of fifty feet in all directions was read and
President Fryer ordered that the same be placed on file.
The petition of Ruth A. Waldron to have the following described property j

changed from a residential to a commercial zone was read and upon motion by Miner, second
by Helmkay, the same was referred to the Board of Zoning:
"Beginning on the.Yortr line of Sixth Street Southwest Four Hundred
Forty (440) feet west of the crest line of Fifteenth Avenue Southwest;
thence West to West line of Trunk Highway for a place of beginning;
thence West One Hundred Ninety Seven (197) and five tenths Feet;
thence North Two Hundred Sixty Two (262) anti five tenths feet; thence
East One Hundred Sixty (160) feet to a road; thence Southeasterly i
along said road to beginning, lying and being in Section Three (3)
Township One Hundred Six (106) Runge Fourteen (14) West."
A letter from Shirley Hassig stating that on August 30th she h.ad cut the right i!
front tire on a piece of curbing w1aich had broken loose at 120 Third Avenue Northwest
'and inquired as to whether or not the City would replace the said tire was read and upon,,,
motion by Miner, second by Amundsen, the same was referred to the Street & Alley Committee
and the City Attorney.
The following communication from the State of Minnesota, Department of Taxation
was read and President Fryer referred the same to the City Attorney and the Tax Committee.
