Minutes of a regular meeting of th4 Common Council of the City of Rochester,
Minnesota, held in the Council Chambers in 'the City' Hall in said City of January 2nd,
19510
President Fryer called the meeting -to order at 200 o'clock P�M*, the �olloving
members being present: President Fryer, Aldermen Amundsen, Anderson, Helmkay,
McPherson,, Miner and Morris. Absent: None,
Upon motion by Amundsen, seconded by Miner the minutes of the-.mee'ting of
December 18th, 1950 were approved*
Mr. Dwight gavens,,Manager of the Rochester Chamber of Commerce, was present
at the Council meeting and discussed with the members of the Council the matter of
rental charges at the Mayo Civic Auditorium. The present schedule for the use of
auditorium facilities, he stated, does not permit the Chamber of Commerce to hold
future events which have been planned at the auditorium, 'Plans for an April Business-
men's Dinner and also a Safety Council Dinner would have to be cancelled under the
present schedule of rates as charged by the auditorium. Mr. Havens furthur 'stated
that no charge had been made to the Chamber of Commerce for thi Santa Claut appearance
in the.arena, and that last year's Gamehaven Area Boy Scout dinner had -been held in
the Auditorium with 'no charge to the Chamber.
At this point of the discussion, a motion was made by Alderman Miner, second
by Alderma:i.,Morris that -the Gamehaven Area Boy Scout4inner be again held In the
Auditorium with no charge to the Chamber of Commerce* All voted In favor of the
motion*
After discussing the matter of charges for auditorium facilities furthur,
a motion was made by Alderman McPherson second by Alderman Helmkay, that a colmitte6
colisisti ng of the Public Grounds Comm ittee of the Common Council, three members of the
Park.3oard, Axel Reed, manage'r of the auditorium, and one member from or&.anizations
Interested In using auditor ium facilities m6et for the purpose of studying the rate'
structure as now charged at the Mayo Civic Auditorium, All voted In favor of the

A report from the Minnesota Department of Health, Division of Water Pollution
Contr6l on examination of plans for sanitary sever extensions totaling approximately
113t608 feet of eight and fifteen inch diameter pipe, was read and President Fryer orde
ed the same be placed on file*
The following resolution adopted by the Rochester Sheet Metal Contractor
Association vae'read and President Fryer ordered that same be placed on file:
"Resolved that . in as much as ninety per cezit of the heating
,and air conditioning in the City of Rochester is performed
by the Rochester Sheet Metal Oontraotord and said Contractors
are responsible for such work, we -feel that some thought and
consideration should be given to the hiring of an independent
heating inspector and that.thw Rochester Sheet Metal Contrac-
tore should be heard from before hiring of any such heating

The application of Obert Mestad for the position of Plumbing and Heating
�Insp . ector for the City of Rochester was read, and the same was ordered placed on file* I
The resignation of Stanley M*.Morris, Alderman of the Second Ward, to be
lieffective on January 16th, 1951 was read and the same was ordered placed on file*
A letter from t'he-Governmental Survey Committee transmitting a report from the
'!said Committee in answer.,to an article which appeared in the Rochester Post Bulletin
ion December 5th, 1950 was read and President Pryer -ordered the said letter and report

The request of the Public Health & Welfare Board for permission to employ Miss
as secretary in the public health nursing

;division of the Health Department effective January 8th, 1951 at the salary of $155-00
�lper month, was read. A motion was made by Alderman Miner, second by Alderman McPherson
i,approving the appointment of Miss Decker at a salary not to exceed the amount previously!;

The recommendation of the Water Committee that a watermain be constructed in
Parkside Addition was read and upon motion'by Amundson, second by Helmkay. the same
was approved.
The recommendation of the Fire Committee and the Chief of the Fire Department
i:that the contract for the purchase of 2,000 feet of 21 inch fire hose and 500 feet of !i
Ij inch fire hose be awarded to the Hewitt Rubber Division for the total sum of $2,880-56
!was read And upon motion by Miner, second by Amundson, the same was approved*.
The recommendation of the Fire Committee and the Chief of the Fire Department
'that the contract for furnishing one 1,,000 gallon per minute pumper bje awarded to the
Ward LaYrance Truck Corporation for the sum of $14,195*75, was read and upon motion by
�Amundson, second by Miner, the same was approved*
The reports of the Clerk of Municipal Oourt,for the week ended December 23rdi,
�1950 showing total criminal fines and costs collected $618.00 and civil fees received
$12,75 and for the week ended December 30th, 1950 showing total -criminal fines and
costs collected $811*,75 and civil fees received $.70. were each read and having been
�apiproved by the City Attorney, President Fryer ordered that the same be placed on file*
The application of Matt Mulvihill for an "On Saleu non -intoxicating malt liquor
license was read and upon motion by Morris, second by Miner, the same was grantedi
The application of Lloyd Joachim fdr.an "Off Sale" non-intoxioating malt liquor
'license was read and upon motion by Amundson, second by Helmkay, the license was granted',
The applications of Joseph W. Hamm, Florence Paulson, and Orville Strehlow for
'license to sell cigarettes were each read and upon motion by Amundson, second by

The application of Charles R. Sandberg, Jr. for a realestate salesman license
was read and upon motion by Miner, seeond.by Helmkay the said license was granted,
The -application for transfer of "On Sale" non;. -intoxicating malt liquor license
No.-� 666,"and..1.PO'ff Sale" non -intoxicating malt liquor license No..1282 from Claude Darst
to Florence, Paulson was read and upon motion by Amundsen, second by Miner, the transfer
was granted*
The license bond of Arthur G. Schmidt in the amount of-$1*000.00 with the
Western Surety Company as surety, was read and upon motion by Amundsen, second by
Helmka.v, the bond was approved, the surety thereon accepted and It was ordered that
the same be placed on file*
The Surety Bonds of the Dodge,�_Lumber & Fuel Company in the amount of $600.00
and of the Rocket Auto & implement Company In the'amoun't of $1.295-33 with the Continen-
tal-Cas�alty Pompany_a.s surety were each read and the same.were referred to th . e Mayor.
Alderman Anderson Introduced a resolution appropriating $349.20 from the General
Fund and ordering payment made to the City of Rocheste r. Public Utilities, which was
read.
Upon motion by Amundsen, second by Anderson, that the said,resolution be
adopted as read,, and all voting in favor thereof, President.Fryer declared the*said
Iresolution'duly passed and adopted.
'Alderman Anderson introduced a resolution appropriating $264.06 from the
Street & Alley Fund.and ordering payment made,to Clementle Ohevrolet.Company, which
was read* -
Upon motion by Anderson. second by Helmkay. that the said*resolution be
adopted as read, and all voting in favor thereof, President Fryer declared the said
Iresolution duly passed and adopted.
Alderman Anderson introduced a resolution appropriating $312-50 from the
General Fund and ordering payment made to Louis Golod., which was read.
Upon motion by Helmkays second by McPherson, that the said resolution be
adopted as readi andall voting in favor thereof,,'Presi dent Fryer declared the said

Sewer Fund and ordering payment made to Carlisle G. Fraser, which was read*

Alderman Helmkay Introduced a resolution appropriating $400.00,from the Sewer
Fund and ordering payment made to Jack Matdorf. which was read.
Upon motion by Morris, second by Amundsen, that the said resolution be
adopted as read, and all Voting in favor thereof, President Fryer declared the said

Alderman Helmkay introduced a resolution appropriating $920.'14 from the

Alderman McPherson introduced a resolution appropriating $257.29 from the'
P, I, Re Fund and ordering payment made to Carlisle Go Fraser, which was read.
Upon motion by.Miner, second by Morris, that the said resolution be
adopted as read, and.all voting in favor thereof, President Fryer declared the said
resolution duly.passed and adopted.

Alderman Miner introduced a resolution appropriating $372,86 from the
Band Fund and ordbring payment made to Harold Cooke, which was read.
Upon motion by Amundsen, second by Anderson, thkt the said resolution be
adopted as read, and all voting in favor thereof, President Fryer declared the said
resolution duly passed and adopted.
Alderman Miner introduced a resolution appropriating $200.00 from the So Do Poll
Pund and ordi3ring payment made to W*'O, Geselle, which was read*
Upon motion by Anderson, second by Helmkay, that the said resolution be
adopted as read, and all voting in favor thereof, President Pryor declared the said
resolution duly passed and adopted.
Alderman Miner Introduced a resolution appropriating $52,799,78 from the
So Do P. Fund and ordering payment made to Carlisle Go Fraser, which was read*
Upon motion by Kelmkay, second by McPherson, that the said resolution be
adopted as read, and all voting in favor thereof, President Pryor declared the'said
resolution duly passed and adopted*

Alderman Morris Introduced a resolution appropriating $52,057-70 . from the
So Do Po Fund and ordering payment made to Feller & Pagenhart, which was read.

Alderman Morris introduced a resolution appropriating $4890,00 from the
Parking Meter Fund and ordering payment made to Magee -Hale Park-O-Meter Company, which

Alderman Morris introduced a resolution ordering a first hearing for February
5thq 1951 for the construction of a watermain in Parkside Addition, which was read*
Upon motion by Miner, second by Amundsen,' that the said resolution be
adopted as read, and all voting in favor thereof,, President Fryer declared the said
resolution duly passed and adopted.
Alderman Amundsen introduced a resolution granting 15 public dance permits
to Archie Dieter, which was read*
Upon motion by Amundsen, second. by Anderson, that the said resolution be
'.adopted as riad, and all voting in favor thereof, President Fryer declared,the said
resolution duly -passed and adopted.
Alderman Amandeen introduced'a resolution accepting the bid of' the Hewitt
Rubber Division'for the furnishing of 20000, 21 8 fire hose and 5001 liff fire hose
