II Minutes of a special meeting of the Common Council.of the City of

President Fryer called the meeting to order at 700 o'clock P. M., the j
following members being present: President Fryer, Aldermen Leo C. Anderson,

George J. Anderson, Brumm, Davis, Helmkay and McPherson. Absent: None.
The call of the special meeting.was read, said meeting having been
called for the purpose of considering the request of the Public Health & Welfare
Board that adjustments be made,in the -compensation of certain employees in the I�

Public Health & Welfare Department and any other. business the Common Council may
deem proper, and President Fryer ordered that the same be placed on file.
Dr. R. J: Jackman, Mrs. N. W. Barker,. Dr. L. A. Weed and Mr. .Ralph

Stevens, members of .the Board of Public Health & Welfare, were present at the
meeting and also Dr. Viktor'0. Wilson, Health Officer. After hearing those
present on the matter of salary adjustments the resolution setting the salaries
of the officers and employees of the Public Health & Welfare Department, as

'adopted by the Common Council on April 9, 1951, was read. No adjustments were.

(made in the salaries as,,approved by the said resolution.
Upon mgtion by George Anderson, second by Brumm, the meeting was

Minutes of an adjourned regular meeting of the Common Council of the
City of Rochester, Minnesota, held in .the Council Chambers, in the City Hall
in said City, on A pril 16, 1951.
President Fryer called the meeting to order at ,7: 30 o'clock P. M.,
the following members being present: President Pryer, Aldermen Leo Anderson,
George Anderson, Brumm, Davis, Helmkay and McPherson. Absent: None.
Upon motion by Davis, second by Leo Anderson, the minutes of the
meeting of April 9, 1951 were approved.
President Pryer stated this as being the time and place set for the
first hearing on the widening and paving of 2nd Street Southeast from 1st to
2nd Avenue, 2nd Avenue Southeast from Center Street to Mayo Park Bridge and
and 3rd Avenue from Mayo Park Bridge to 4th Street Southeast, Mr. Chester
Johnson was present at the meeting and spoke for the property owners residing
between 3rd and 4th Street on 3rd Avenue Southeast and also presented a
protest signed by 12 property owners, protesting the said street widening
and paving project as planned.
President Pryer stated this as being the time and place set for rec-
eiving proposals for being designated as City Depositories. The proposals of
the Olmsted County Bank & Trust Company in the amount of $200,000.00, Union
National Bank in the amount of $300,000.00 and First National Bank in the
amount of $600,000.00 were each received and opened.
President Pryer stated this as being the time and place set for rec-
eiving bids for furnishing one ton truck with hydraulic snow plow and winch.
The bid of Rocket Auto & Implement Company in the amount of $2,178.90 was
received and opened.
The recommendation of the Street & Alley Committee that the bid of
Rocket Auto & Implement Company in the amount of $2,179.90 for furnishing one
a ton truck with hydraulic snow plow and winch be accepted was read and upon
motion by Davis, second by McPherson, the recommendation was approved.
President fryer stated this as being the time and place set for rec-
eiving and opening bids for furnishing the season's supply of sand,gravel and
crushed rock for use in the City Engineer's Department. The following bids
were received and opened:

President Fryer referred the above bids to the Street & Alley Committee and

the City Engineer for tabulation and recommendation.
The two following communications were each read and President Fryer
ordered that the same be placed on file:
"Hon. Mayor & Common Council
City of Rochester
Roclester, Minnesota
Dear Sirom
The recent "crushed rock" deal tends to disturb me. It
seems to me that a member of.this community 'should 'be
interested in the affairs of the community, especially so if
it is possible to effect a saving to' it, and more so in these
times.
Thus it seems to me that the most recent "flare-up" of Mr.
Petersdorf is entirly unjustified and wholly out of line. A
successful business, either civic or private, is not developed
by wasting funds, which the non -acceptance of a low bid
certainly is doing. It should make no difference whatever
whether the source of supply is union or non -union. Is Is
this sort of agitating and trouble finding which is giving
unions., and especially their representatives, a questionable
name.
I therefore want to come out strongly against the meddling
with and added cost to the City's affairs. A low bid is a low
bid, and we should accept it without paying any attention to
intimidation from any source, and especially so when that
source is considered.

Rochester, Minnesota
Gentlemen:
As a citizen and taxpayer of the City of Rochester. I
definitely disagree with tht Council's action in upholding
tbre ideas of Petersdorf in dictating the policies of the
City Council.
It is my opinion that the Aldermen, who are elected
by the peoples of Rochester to administer the laws and fair
policies of the City of Rochester, should not be swayed by
the ideas and opinions of one man.

Mr. Robert Petersdorf, Representative of the A. F. of L. Building and
Trades Council, and Mr: Clarence Berg, Representative of the General Driver's
Union, were present at the meeting and again protested the awarding of a
contract,for crushed rock to Quarve & Anderson. Mr. Petersdorf referred to
Ordinance No. 415 and stated that he felt they were not following the terms
of the said•Ordinance. President Fryer asked the City Attorney if the contract
could be legally awarded to the Quarve & Anderson Company. The City Attorney
ruled that such an action would be legal. Mr. Wm. Rehn stated that while he
had been a member of a union for the past 35 years he was in favor of the
Council awarding the contract to the low bidder.. Also Mr. James E. Willis
stated that the low bid for crushed rock should be accepted by the Council.
The•recommendation of the Street & Alley Committ.e.e that the bid of
Rochester Sand & Gravel Dompany for furnishing 500 cu. yds of crushed gravel
and 500 cu. yds of pea gravel and the bid of Quarve & Anderson for furnishing
