Minutes of a special meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers, in the City Hall in said City, on May 1, 1951.' President Fryer called the meeting to order at 4:00 o'clock P. M., the following I members being present: President Fryer, Aldermen Leo Anderson, George Anderson, Brumm, Davis, Helmkay and McPherson. Absent: None. The call of the special meeting was read and President Fryerordered that the same be"placed on file, the said meeting having been called for the �I • purpose of further considering an ordinance establishing a civil disaster relief committee and granting certain executive powers with respect thereto and for related purposes and any other business the said Common Council may deem proper. Alderman Amundsen stated that he should have information as to the amount of salary which would be allowed for a Civil Defense Administrator and also what plans -should be made for a secretary in the Civil Defense Administrator's office. ;! He further stated that he was not authorized to appoint a Civil Defense Administrator until the ordinance establishing a civil disaster relief committee and granting certain executive powers with respect thereto and for related purposes was adopted. I. After some discussion it was tentatively determined that a salary • r ranging from $5,000.00 to $7,5100.00 per year could be paid for the position. It was further planned that the Mayor's secretary could receive an additional salary which would make his total salary $3,600.00 per year and he could act as secretary for both the Mayor and the Civil Defense Administrator. No action was taken on the ordinance at this meeting, the City Attorney j hawing ruled that an ordinance must be read at a segular•meeting or adjournment thereof. I' Chief. of Police, James J. Macken, Jr., told the Council it would be j necessary to change the hours for parking on parking meters in the business section of the City to cover Friday evening instead of Monday evening., as is now indicated on the parking meters. I Alderman George Anderson introduced a resolution authorizing the Chief of Police to purchase new plates indicating Friday instead of Monday as the day ,on which parking meters would be in operation until 9:00 o'clock P. M., which was read. Upon motion by George Anderson, second by Brumm, that the said resolution be adopted as read, and all voting in favor thereof, President Fryer declared the 1j said resolution duly passed and adopted. Alderman George Anderson, Chairman of the Police Committee, reported verbally that the said committee had investigated the matter of granting a permit I for the use of fire works at the location of the outdoor theater and that they i • May 1, 1951 . a 389: 91 recommended to the Council that the permit be not granted. Upon motio by McPherson, second by Brumm, the reccmmendation ,was .approved. The matter of employing an additional man to assist in the mainte of parking meters and.collections from same was again taken up and upo motion by McPherson,.second by George Anderson, the same was referred back t.o the Committee originally appointed to investigate the matter, the said committee consisting of the Chairman of the Police,Committee, Chairman of the Public Grounds Committee and the Chief of Police, they to select an employee for the said, position, subject to the approval of the Common Council. Aldermen George Anderson, Davis and McPherson voted in favor of the motion and Aldermen Brumm and Helmkay:vot:ed "no". Alderman Leo Anderson had been previously excused. The matter of employing an assistant custodian to fill the vacancy caused by the resignation of Harry Loucks, was again brought to the attention of the Council and upon motion by George Anderson, second by Helmkay, the matter was referred back to the Public Grounds Committee and the Chief of Police to select a man to fill the vacancy, subject to the approval of the Common Council.
