I; President Fryer called the meeting to order at D 30 o,' clock P. M. , the II - 'following members being present: President Fryer, Aldermen Leo C. Anderson, George J. Anderson, Brumm, Davis, Helmkay and McPherson. Absent: None. Upon motion'by McPherson, second by George Anderson, the minutes of the meeting of November 6, 1951 were approved. A copy of a letter addressed to Mayor Glenn 0. Amundsen from L. L. ,Schroeder, Commissioner of Aeronautics, State of Minnesota, stating that the sum of $21,000.00 had been tentatively allocated to the City of Rochester as the ]United States share of the allowable costs of airport improvements was.read and President Fryer ordered the same placed on file. The application of Mr. L. G. Schroeder for appointment to fill the. vacancy in the office of the Justice of Peace in the Second Ward was read and upon ,motion.by Helmkay, second by George Anderson, the appointment was.approved. The Mayor's emergency order for the installation of a gas line f.rom.t.he 12 inch high pressure iaain to the new Sewage Treatment Plant to the new City (warehouse was read and upon motion by George Anderson, second by. Brumm, the same was Approved. A petition protesting parallel parking on South Broadway �5etwe,en 4th Street and 6th Street South was read. After discussing the matter a motion was made by Davis, second by.George Anderson, that the City Engineer and the.City Clerk send a copy of the said protest to the State.of Minnesota, Department of Highways, and request that the street signal project be completed and that angle parking be continued on South Broadway between 4th and6th Street South instead of changing to parallel parking. Upon roll call Aldermen George Anderson, Davis, Helmkay .and Fryer voted in favor of the motion and Alderman Leo Anderson, Brumm and McPherson voting "no". The following communication from the Board of Education, School District No. S, was read and ordered placed on file: "To the Common Council City of Rochester Rochester, Minnesota Gentlemen: At a special meeting of the Board of Education, held in the Coffman Building at 7:30 p.m.on Thursday, September 27th, 1951, the following resolution was unanimously adopted: "BE IT RESOLVED, by the Board of Education of School District Number Eight (9) in Olmsted County, Minnesota, being the school district included in the limits of the City of Rochester, Minnesot'a, Olmsted County, Minnesota, that there be, and is, hereby levied upon all taxable property in said district a special 1 1 • 1 • 0 Record of Official Proceedings of the Common Council of the City of Rochester, Minn:, - No vgmber : 12, .19 51 �I U 1 • school tax for: Maintenance $959 l35.00 Capital Outlay 263,250.00 Debt Service 60,090.00 or a grand total of one million, three hundred one thousand, four hundred seventy-five and 00/100 dollars ($1, 301, u75.00) for the use of said district, and the Clerk of said Board of Education is hereby instructed to notify the Common Council of said City of Rochester, Minnesota, and to request their approval of the said levy in accordance with the provisions of the City Charter." The resignation of C. E. Ginther, Fire Chief, to become effective as II of December 10, 1951 was read and upon motion by Davis, second by Helmkay, the same was accepted and the City Attorney and City Clerk were instructed to prepare a resolution of appreciation for services rendered to the City by Mr. Ginther. Mr. Stanley Drips, Civil Defense Director, reported on a conference of Civil Defense Directors held -in the Minneapolis Armory on November 9th, the Cities of Minneapolis, St. Paul, Duluth and Rochester being represented. The first matter considered by those present was the matter of a survey to determine if there were existing buildings adequate for protective shelters in the above mentioned cities. Mr. Drips also explained the matching of Federal,State and local funds for organizational equipment. The City Treasurer's report for the month of October, 1951 was read and the same was ordered placed.on file. The report of -the Clerk of the Municipal Court for the week ended November 10, 1951 showing total criminal fines and costs collected $921.00 and civil fees received $3.05 was read and having been approved by the City Attorney, President Fryer ordered that the same be placed on file. Mr. John Miner was present at the meeting in regard to assessments -for sewer and water against Lo.ts 3, 7, 8 and 11 in Block 4, Miner's Heights. The assessments against these lots had been made on a front foot basis. Mr. Miner requested that the assessments be equal on the 4 described lots. Upon motion by George Anderson, second by Brumm, the City Clerk was instructed to complete a resolution making the requested changes and rescinding the original assessment resolution. Alderman McPherson introduced a resolution ordering bids for Christmas Street Lighting for the 1951 season, which was read. Upon motion by Leo Anderson,second, by George Anderson, that the said resolution be adopted as read, and all voting in favor thereof, 'President Fryer declared the said resolution duly passed and adopted. Alderman Leo Anderson introduced a resolution ordering bids for apron re -construction at the Rochester Airport, -which was read. Upon motion by McPherson, second by Davis, that the said resolution be adopted as read, and all voting in favor thereof, President Fryer declared the said resolution duly passed and adopted. November 12, 1951 u Alderman Davis introduced a resolution levying special assessments for garbage collections for the year of_1951, which was read. Upon motion by George Anderson, second by Brumm, that the said resolution be adopted as read, and all voting in favor thereof, President Fryer declared the said resolution duly passed and adopted. Alderman Brumm introduced a resolution appropriating $326.49 from the General Fund, $246.69 from the S & A Fund, $4399.00 from the Fire Protection Fund, $537.38 from the Sewer Fund, $1911.62 from the Park Improvement Fund and $281.37 from the Parking Meter Fund and ordering payment made to The Camera Shop - $326.49; ,Firestone Stores, $246.69; Radio Corporation of America - $4,399.00; P.I.R. Fund J$537.88; Mayo Civic Auditorium Revolving Fund - $1,911.62 and Gopher Stamp & Die Company - $2,31.37, which was read. Upon motion by Brumm, second by Davis, that the said resolution be i; adopted as read, and all voting in favor thereof, President Fryer declared the said resolution duly passed and adopted. A lderman George Anderson introduced a resolution appropriating $791.75 from the General. Fund, $2,156.02 from. the S & A Fund, $155. 50 from the P.I.R. Fund, $163.60 from the Sewer Fund, $10.00 from the Bridge Fund and $6.00 from the Parking Meter Fund and ordering payment made to the Street & Alley Fund, which was read. Upon motion by Davis, second by Helmkay, that the said resolution be adopted as read, and all voting in favor thereof, President Fryer declared the said resolution duly passed and adopted. Alderman George Anderson introduced a resolution reassessing the cost of construction of a sewer and watermain to Lots 3, 7, 8 and 11, in Block 4, of Miner's Heights and rescinding the original assessment, which was read. Upon motion by George Anderson, second by Brumm, that the said resolu- tion be adopted as read, and all voting in favor thereof, President Fryer Ideclared the said resolution duly passed and adopted. The following claims were read and upon motion by McPherson, second by Helmkay, the same were approved and the Mayor and City Clerk were authorized and directed to draw warrants upon the City Treasurer and mat-e payments accordingly: From the General Fund: F. A lderman Leo Anderson introduced a resolution levying taxes for the year 1951, which was read. Upon motion by Davis, second by McPherson, I that the said resolution be adopted as read, and all voting -in favor thereof, President Fryer declared the said resolution duly passed and adopted. Alderman Davis introduced a resolution levying taxes for School District No. g, which was read. Upon motion by Davis, second by George Anderson, that the said resolutio be adopted as read, and all voting in favor thereof, President Fryer declared the said resolution duly passed and adopted. An Ordinance providing for the issuing of permits in connection with the"planting, care, control and protection and removal of trees in boulevards, along the public streets and avenues and other public areas, in the City of Rochester and prescribing pehalties for the violation of said ordinance, was given its first reading. The matter of fees for use of the community room in the City Hall was again discussed and upon motion by Davis, second by Helmkay, the fees were set at $8.00 per meeting when meals are served; $5.00 per meeting when coffee is served; and $4.00 per m-eeting'when the kitchen is not used, and reservations for the use of the room are to be made 'in the City Clerk's office and the assistant custodians of the City Hall to receive a total of $2.00 for each fee received for use of the said community room. 0 Record of Official Proceedings of the. Common Council of the City of Rochester, Minn., N o ve mb e r 12 , 1951 C� The following -recommendation was read and•upon motion by Mc.Pherson; 1,second by Helmkay, the recommendation was accepted with power tc act: i "Honorable Mayor and -Common Council I Of the City of Rochester, Minnesota i Gentlemen: I We, the undersigned members of the Street and Alley Committee, recommend that the City Engineer be authorized -to proceed with plans and preliminary work on the construction of a basement and first floor parking -space in the Old Mill Building at the City Parking Lot. The preliminary estimate of cost fo-r this project is approximately $6000 including some work which can be done by City forces during -slack periods this winter. Funds for this construction should come from the parking meter fund or from earnings of the attended parking lot. Respectfully submitted, Street & Alley (Leo C. Anderson, Ohm. .Committee (George J. Anderson (George Brumm President•Fryer stated that a s`yreet light was very much needed at the ,junction of 1st Avenue Southeast and 12th Street. Alderman Helmkay, Chairman of the Lighting Committee, was requested to notify the Public Utility Department of the recommendation. Upon motion by Brumm, second.by George Anderson, the meeting was adjourned until 7:30 o'clock P. M. on November 26, 1951. City Clerk •
