Minutes of a regular meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers in the City Hall, in said
City on DecOmber 3, 1951.
President Fryer called the meeting to order at 2:00 o'clock P. M., the
following members being present: President Fryer, Aldermen Leo C. Anderson,
George Anderson, Brumm, Davis, Helmkay and McPherson. Absent: None.

Upon motion by Helmkay, second by Brumm, the minutes of the meeting
ii of November 26, 1951. were approved.
President Fryer stated this as being the time and place set for a II'
hearing on the levying of special assessments for the grading of streets in

Peck's First Addition. There was no one present wishing to be heard. i!

The recommendation of the Public Grounds Committee that bids be taken
for the insulating, heating, etc., of the second section of the City Engineerls
warehouse which was read and upon motion by George Anderson, second by Leo C.

Anderson, the recommendation was approved. I�

The following recommendation of the Police Committee was read: �!

Gentlemen:

Following a meeting with Representatives of the Rochester Bus
Company on November 29, 1951, the undersigned Members of the Police
Commkttee and Chief of'Police do hereby nal.e-the following
recommendations: V
(1) That certain loop busses be re-routed so as to return on 15.
Avenue S.E. to 4 Street S.E., west on 4 Street S.E. to 13 Avenue
S.E., south on 13 Avenue to 6 Street S.E., west on 6 Street S.E.

to 11 Avenue S.E., north on ll.Avenue to 4 Street S.E., and then
West on 4 Street S.E.
i
(2) That the Manl.ey bus will use the same route exdept that �
instead of proceeding North on S Avenue N.W. beyond 12 Street
N.W., that the bus will turn west on 12 Street to 9 Avenue N.W., j
thence North on 9 Avenue to 14 Street PT.W., and East on 14 Street
N. W. , as before.
(3) That a schedule change in the 4th and loth route be made,
I; dropping the 7: 40 a.m., trip and adding a •7: 30 a.m. trip. t
It is recommended that the Common Council approve these changes !!
subject to the approval by the Minnesota Railroad and Warehouse i
Commission.

A letter from the Jefferson School P.T.A. expressing their appreciation
for safety traffic measures taken by the Council.to guard against accidents in
the area of the Jefferson School was read and the same was ordered placed on file.

Notice of hearing on the petition of the Northland Greyhound Lines,Inc.
before the Railroad & Warehouse Commission to be held on December 19, 1951 at
9c30 A. M. in Room 470 State Office Building, St. Paul was read'and President
Fryer ordered same placed on file.
,A communication from the Firemen's Civil Service Commission notifying
the Council that Mr. Frank Everett had been appointed as provisional Chief of
the Fire Department effective as of December loth, pending the holding of civil
service examinations, was read and President Fryer ordered the same placed on
file..
The City Engineer's preliminary estimate for insulating and heating
the second section of the City Engineer's Warehouse, construction and finishing
a locker and wash -room in the Southwest corner, in the amount of $8,956.00 was
read and ubon motion by Leo Anderson, second by McPherson, the same was ordered
placed on file.
The resignation of Albert K: Thompson from the Rochester Police
Department effective immediately and notifying the City that he had ten days
vacation time plus one day overtime due him, was read and upon motion by George
Anderson, second by Brumm, the matter was referred to the Police Civil Service
Commission.
The agreement between the Minnesota State Highway Department and the
City of Rochester for the installation of traffic signals was again brought up.

It was called to the attention of the Council that citizens interested.were preset
during the earlier part of the meeting and through a misunderstanding had left
the meeting thinking that it was to be brought up at some future meeting. However,
Mr. Robert Thompson was present and stated his opposition to any change of
parking on South Broadway between 4th and 6th Streets. Alderman 1-4cPherson'req-
uested.that a letter be written to the Minnesota State Highway Department
inquiring as to whether or not the State would agree to the installation of other
signals included in the contract if angle parking on South Broadway between 4th
and 6th.Streets was continued and the signals at the inte-resection of 6th Street
and South Broadway were omitted Further action on the matter was deferred
until the meet.ing to be held at 7; 30 o'clock P. M. on December •1'7, 1951.
Alderman Helmkay, Chairman of the Finance Committee, made a verbal
report recommending that a loan in the amount of $1,-200.00 by the Rochester Fire
Department Relief Association to Mrs. Laura McHenry on her property at 925 - 10th
Street Southeast be approved and u-Pon motion by Leo Anderson, second by Helmkay,
the requested loan was authorized.
The City Attorney stated that he had been informed that one of the

quonset huts at the fairgrounds was now vacated and should be advertised for sale.

The report of the City Weighmaster for the month of November, 1951
1 showing fees collected for loads weighed in the amount of $195. 50 was read and
President Fryer referred the same to the Finance Committee.
The reports for the month of November, 1951 of the Building Inspector
showing fees collected for building permits issued in the amount of $164.00;• of
the Electrical Inspector shooing fees collected for electrical permits issued
in the amount of $69.50; of the Plumbing Inspector showing fees collected for
plumbing permits issued in the amount of $156.75; of the Heating Inspector
showinf flees collected .for heating permits issued in the amount of $209.25; and
fees collected for sign permits in the amount of w34.09 were each -read and
r,President Fryer referred the same to the Finance Committee.
The report of the Clerk of Municipal Court for the week ending
;December 1, 1951 showing total criminal fires and costs collected $693.96 and

civil fees received $6.05,. was read and having been approved by the City Attorney,
it President Fryer ordered the same placed on file.
The application of Joe Grubb for a license to sell cigarettes was read
and upon motion by Brumm, second by George Anderson, the license was granted.

The application of the Rochester `fellow Cab Corporation for transfer
Iof city taxicab licenses from a 1949 Ford 5 passenger with license ,219-029 to
lI a 1951• Pontiac 5 passenger with license #531-024 and from a 1949 Ford 5 passenger
iwith license �215-030 to a 1951 Pontiac 5 passenger with license #531-025 was
,read and upon motion by Leo Anderson, second by Helmkay, the transfers were
granted.
The contract bonds of Naegele Poster Service in the amount of $1,970.50

(with the Hartford Accident and Indemnity Company.as surety and Alvin E. Benike in
'the amount of $975.00 with the Qor_t,inental Casualty Company as surety, were each

Alderman Leo Anderson introduced a resolution ordering a hearing on the
(levying of special assessments for grading of 16th Street Northeast from Broadway
,to 3rd Avenue Northeast and on 3rd Avenue Northeast from 14th Street north to

declared the said resolution duly passed and adopted.
Alderman Leo Anderson introduced a resolution ordering a hearing on
the levying of special assessments for grading 2nd Avenue Northeast from 16th
Street Northeast to 165 feet North, which was read.
Upon motion by George Anderson, second by Brumm, that the said resolu-
tion be adopted as read, and all voting in favor.thereof, President Fryer
declared the said resolution duly passed and adopted.
Alderman Leo Anderson introduced a resolution ordering a hearing on
the levying of special assessments for grading 2nd Avenue Northeast from 14th
to 16th Street and on 15th Street Northeast 2 block east, which was read.
Upon motion by Brumm, second by Helmkay, that the said resolution be
adopted as read, and all voting in favor thereof, President Fryer declared the
said resolution duly passed and adopted.
Alderman Leo Anderson,introduced a resolution ordering a hearing on
the levying of special assessments for grading loth Street Northeast from 13th
Avenue to the East line of Miner's Heights, which was read.
Upon motion by Helmkay, ser-ond'by PdcPherson, that the said resolution
be adopted -as read, and all voting in favor thereof, President Fryer declared the
said resolution duly passed and adopted.
Alderman Leo Anderson introduced,a resolution ordering a hearing on the
levying of special, assessments,for grading of 3rd Street Southeast from 2nd to
3rd Avenue and on 1st Avenue -Southeast from 3rd Street South to the alley, which
was read.
Upon motion by McPherson, second by Helmkay, that the said resolution,
be adopted as read, and.all voting in_favor thereof, President Eryer declared the
said resolution duly passed -and adopted:
Alderman Leo Anderson introduced a resolution ordering bids for the
furnishing of two carloads of coal for the City Engineer's warehouse and the
Fire Department, which was read.
Upon motion by Leo Anderson, second by George Anderson, that the said
resolution be adopted as read, and all voting in favor thereof, President.Fryer-

Alderman McPherson introduced a resolution levying special assessrrients
for the grading.of 9th Avenue Northeast from 14th Street Northea
st to the north
line of Peck's 2nd Addition, which was read.
Upon motion by George Anderson, second by Brumm, that the said resolu-
tion be adopted as read, and all voting in favor thereof, President Fryer declared

'I Alderman McPherson introduced a resolution levying special assessments
for the grading of 8th Avenue Northeast -from loth Street Northeast to 1300 feet
North in Peck's First Addition, which was read.
Upon motion by Brumm, second by Helmkay; that the said resolution be
adopted as read, and all voting in favor thereof, President Fryer declared the
said resolution duly passed and adopted.
Alderman McPherson introduced a resolution ordering bids for insulating,
heating equipment and construction of a wash room and locker in the 2nd section of
the City Engineer's Warehouse, which was read.
Upon motion by Helmkay, second by McPherson�.,that the said resolution be
adopted,as read, and all voting in favor thereof, President Fryer declared the
said resolution duly ?gassed and adopted.
Alderman McPherson introduced a resolution appropriating $726.07 from
the Street & Alley Fund and ordering payment made to Rochester Airport Co.-$490.00
and Chicago Great Western Railway Company - $236.07, which was read.
Upon motion by McPherson, second by Leo Anderson, that the said resolu-
tion be adopted as read, and all voting in favor' thereof, President Fryer declared
the said resolution duly passed and adopted.
Alderman Brumm introduced a resolution appropriating $4,905.92 from the

P.I.R. Fund and ordering payment made to Leon Joyce, which was read.
Upon motion by Leo Anderson, second by George Anderson, that the said

its third and final reading.
Upon motion by Brumm, second by Geprge Anderson, that the said
Ordinance be adopted as read, and all voting in favor thereof, President Fryer
Iideclared the said Ordinance duly passed and adopted.
City Attorney Hunt reported on t#e matter of redistricting the City
of Rochester. He stated that election distriets,should not,contain more than 700
registered voters when the paper ballot system,is used at.elections. Under the
State Law covering the.use of voting machines 600 registered voters would.be
permitted in each -voting district for each voting machine used in a district.

(parking lots be operated during the hours the stores arQ open for evening
shopping.
Upon motion by .Davis, second -by Helmkay, the meeting was adjourned
