Minutes of a special meeting of the Common,Council of the City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City, on March 24, 1952• President Fryer called the meeting to order at 1:30 08clock P. M., the following members being present: President.Fryer, Aldermen Leo Anderson, George Anderson, Brumm, Davis and McPherson. Absent: Alderman Helmkay. The call of the special meeting was read, the said meeting having been called for the purpose of considering the adoption of a resolution to provide for preparation of plans by the City for Trunk Highway No. 296 improvements between 6th Avenue S. E. and 2nd Street S.E. and for payment by the State to the City for costs incurred in connection therewith and any other business the said Common Council may deem proper. The recommendation of the Street and Alley Committee that the City enter into an agreement with the Minnesota Department of Highways providing for the preparation of plans for improvement of 4th Street Southeast from 6th Avenue S.E. to the Rochester State Hospital by the City Engineer's Department was read and upon motion by George Anderson, second by McPherson, the recommendation was approved. The recommendation of the Street & Alley Committee that bids be requested for the construction of a sanitary sewer and watermain and grading and surfacing of 5th Avenue Southeast from 5th to 6th Street and 5th Street Southeast X from 4th to 5th Avenue was read and upon motion by George Anderson, second by McPherson, the recommendation was approved. The recommendations of the Street & Alley Committee that the following streets be graded and surfaced were each read and upon motion by George Anderson, second by McPherson, the recommendations were approved: 11-1 Street Southeast from 1st Avenue to 3rd Avenue Southeast; X lSth Avenue Northeast from 9 Street N.P. to south line of Westlund's Addition; Streets in Becher's Sub -Division; and 15th Avenue Northeast from East Center Street North to North line of Lot 16, Block 3, Stebbins Addition. Alderman Leo Anderson introduced a resolution authorizing the Mayor and City Clerk to execute an agreement between the City of Rochester and State of Minnesota, Department of Highways, regarding trunk highway No. 296, which was r ead. Upon motion by Brumm, second by Davis, that the said resolution be adopted as read, and all voting in favor thereof, President Fryer declared the said resolution duly passed and adopted. Upod motion by Davis, second by McPherson, that the said resolution be adopted as read, and all voting in favor -thereof, President Fryer declared the said resolution duly passed and adopted. Alderman George Anderson introduced a resolution accepting plans and specifications and ordering bids for construction of a curb and gutter on xxtx A Street Southeast from lhth to 15th Avenue Southeast, which was read. Upon motion by McPherson, second by George Anderson, that the said resolution be adopted as read, ,and all voting in favor thereof, '.President Fryer declared the said resolution duly passed and adopted. Alderman George Anderson introduced a resolution ordering the first hearing on the grading and surfacing of 15th Avenue Northeast from East Center Street North to North line of Lot 16, Block 3, Stebbin's Addition; which was read. Upon motion by Leo Anderson, second by George Anderson,, that the said resolution be adopted as read, and all voting in favor thereof, President Fryer declared the said resolution duly passed and adopted. Alderman Brumm introduced a resolution ordering the first hearing on the grading and surfacing of lSth•Avenue N. E. from 9th Street N.E. to the south line of Westlund's Addition, which vas -read. •Upon•motion-by Brumm, second by Davis, that the said -resolution be A adopted as read, and all voting in favor thereof, President Fryer declared the said -resolution duly -passed and adopted. Alderman Brumm introduced a resolution ordering"the first hearing on the grading -and surfacing of lli Street Southeast from lot -to '3rd Avenue S. E.', which -was -read. Upon motion by Davis, 'second by McPherson, that the said resolution be adopted as read, and all voting in favor thereof, -President Fryer declared the said resolution duly•passed and adopted. -Alderman Davis introduced a resolution appropriating $4,940.00 from .the General Fund and ordering payment made to Automatic" Voting *Maahine Borp. , 'which was" r e-ad. Alderman Brumm introduced a resolution appropriating $469,10 from the 1 General Fund, $39.41 from the S & A Fund, $46.43 from the Fire Protection Fund and $3,942.74 from the Lighting Fund.and ordering payment made to the City of Rochester, Public Utilities, which was read. Upon motion by George Anderson, second by Brumm, that the said resolution.be adopted as read, and all voting in favor thereof, President Fryer declared the said resolution duly passed and adopted. Alderman Leo Anderson introduced a resolution appropriating $251.15 from the General Fund and ordering payment made to Stanley F. Drips, which was read. Upon motion by Davis, second by McPherson, that the said resolution be adopted as read, and all voting in favor thereof, President Fryer declared the said resolution duly passed and adopted. The following claims were read and upon motion by Leo Anderson, second by George Anderson, the same.were approved and the Mayor and City Clerk were directed and authorized to draw warrants on the City Treasurer and make payments accordingly: From the General Fund: Mabel Ann.Chapmann, $16,00; Florence M._ Buss, $16.00; Mary A.
