Minutes of -the annual meeting -of the Common Council of the City of
Rochester; Minnedota,'held in the Council Chambers in the City Hall, in said City,
on April '7, 1952,
President'Bach called the meeting to order at 2:00 0 clock P.M., the
following members -being present: President Bach, Aldermen George•J. Anderson,
George B. Brumm,'Wayne Davis, Stanley M.'Morris, Raymond C. Schroeder and
Emrold Thiem. Absent: None.
Upon motion by Davis, second by Anderson,•the minutes of the meetings
of March 17th and March 24th, 1952 were approved.
President Bach addressed the Mayor, the Members of the Council and
thorse attending the meeting stating that he was pleased to see so many citizens
present at the meeting, which indicated their interest in City affairs. He
further stated that citizen groups are the testing grounds for ideas and that the
Council would ask many questions of those attending as time goes on. President
Bach then stated that those attending should feel free to come before the
governing body at any time they feel that they have a message that is important
to the public in general. He then stated to the Members of the Council that
their presence at the table in the Council Chambers was proof that the voters of
the City of Rochester had faith in their ability and it was his hope that they
would merit their confidence. He concluded his talk by stating that he was
looking forward to a term of harmony, economy and efficiency, with emphasis
on economy tempered with good judgement.
President Bach then requested the City Clerk to read the following
appointments to the various Council Committees for the fiscal year of 1952-1953:
STREET & ALLEY COMMITTEE: George Be Brumm, George J. Anderson and Wayne Davis.
SEWER COMMITTEE: Wayne Davis, George J. Anderson and Emrold Thiem.
FINANCE COMMITTEE; George J. Anderson, Raymond C. Schroeder and Stanley M. Morris.
POLICE COMMITTEE: Raymond C. Schroeder, George J. Anderson and Emrold Thiem.
PUBLIC GROUNDS COMMITTEE: Raymond C. Schroeder, George B. Brumm and
Stanley M. Morris.
TIRE COMMITTEE; George Be Brumm, Stanley M. Morris and Raymond C. Schroeder,
LIGHTING COMMITTEE: Wayne Davis, Stanley M. Morris and George B. Brumm.
LICENSE COMMITTEE: Stanley M. Morris, Wayne Davis and Emrold Thiem.
WATER COMMITTEE: Emrold Thiem, George J. Anderson and Raymond C. Schroeder.
PURCHASING COMMITTEE: Stanley Me Morris, Raymond C. Schroeder and George B. Brumm.

After announcing the above Committee appointments, President Bach
introduced Mayor Glenn 0. Amundsen, who in a brief talk thanked the retiring
Aldermen for their services and welcomed the incoming members of the present
Council. The Mayor stated that he believed wholeheartedly in economy in the
operation of City affairs but was not in favor of slashing indiscriminately. He
further requested that all departments plan to operate within their budgets during

the coming -fiscal year and terminate the year with a balanced budget. He further;
stated that it was his belief that the City could increase basic salaries. In
i
concluding his talk the Mayor went on record again as being opposed to de -control,
of rents in the City of Rochester.
The resignation of Charles W. Fox -as member of the Public Utility Board
addressed to Mayor Glenn 0. Amundsen was read and ordered placed"on file.
Mayor Amundsen then'announced the following appointments to the various
Boards:
Public Utility Board: Herbert R. Maynard, for three years, his'term to expire
the second Monday of April,.1955 and Wayne Davis, for one year, his term
to expire the second.Monday of April, 1953•
Board of Park Commissioners: L. R.(Bennie) Benson, for two years, his term to
expire the second Monday of April, 1954 and Lee Hargesheimer, for two
years, his term to`expire the second Monday of April, 1954•
Board of Public Health & Welfare:. Ralph J. Stevens, for three years, his term
to expire the second Monday of April, 1955•
Police Civil Service Commission: Dr. James E. Trost, for three years, his term
to expire the second Monday of April, 1955•
Planning Commission: C. R. McDonald, for three years, his term,to expire the
second Monday of April, 1955 and Donald L. Grue, for three years, his
term to expire the second Monday of April,- 1955•
Zoning Board: Lester doetting, for three years, his term to expire the second
Monday of April, 1955• ' , 0\
Music and Band Committee: Percy Smith, for three years, his term to expire the
second Monday of April, 1955•
Mayor's Parking Commission; John de J. Pemberton, Jr.
Weed Inspector: Ambrose J. Campion, his term to expire January 15, 1953•
Civil Defense Director: Stanley F. Drips, his term to expire the second Monday
of April, 1953.
Secretary to the Mayor: H. Williams Smollett, his term to expire the second
Monday of April, 1953.
A motion was made by Alderman Brumm, second.by Alderman Davis, that the Mayor's
appointments be approved with the exception of the appointment ppointment of the Civil ,
Defense Director. Mayor Amundsen then spoke on the program which.had been
carried on by the Civil Defense Director up to the present time and recommended
that the Civil Defense work be continued by the present Civil Defense Director.
Mrs, Hamilton Montgomery and Laton Smith spoke in favor of, continuing ,the Civil
Defense program and employing a Civil Defense Director. Stanley F.,Drips then
spoke at length on the program which was being carried out. After hearing those
present on the matter, Aldermen Brumm and Davis withdrew their motion and upon.
motion by Brumm, second by Thiem, the Mayor's appointments were approved with the
exception of the Appointment of the Civil Defense Director, which was deferred
until a Committee of the Council could. meet with the County Commissioners and
determine as to whether or not the county would consider paying a part of the
Civil Defense Director's salary and expense. .
President Bach stated that the next order of business would be the
reading of applications and the appointment of officers.
The application of F. R. Finch for reapp&intment to the" office of City
Clerk of the City of Rochester was read and upon motion by Morris, second by
Schroeder, F. R. Finch was appointed as City Clerk for the:.ensuing official year.

LaPlante and Raymond N. Wieland for appointment as City Attorney for the City of
Rochester were each read and upon motion by M orris, second by Thiem, Desmond B.
Hunt was appointed as City Attorney for the ensuing official year.
The application of Ralph E. Monson for reappointment as City Engineer for
the'City of Rochester was read and upon motion by Thiem, second by Brumm, Ralph E.
Monson was appointed as City Engineer for the ensuing official year. All voted in
favor of the motion except Alderman Morris, who voted "non:
The application of C. A. Cottingham for reappointment as City Weighmaster
for the City of Rochester was read and upon motion by Davis, second by Brumm, C. A. •
Cottingham was appointed as City•Weighmaster for the ensuing official year.
The application of Garnet Spring for reappointment as Building Inspector
for the City of Rochester was read and upon motion by Morris, second by Thiem,
Garnet Spring was appointed as Building Inspector for the ensuing official year.
The application of Paul Plantz for reappointment -as Electrical Inspector
for the City of Rochester was road and upon motion by Brumm, second by Davis, Paul
Plantz was appointed as Electrical Inspector for the ensuing official year.
The application of Charles H. Dornack for reappointment as Plumbing
Insped.tor.for .t4a City of Rochester was read and upon motion by Davis, second by
Schroeder, Charles H. Dornack was appointed as Plumbing Inspector for the ensuing
official year.
The application of William L. Burrows for reappointment as Heating
Inspector for the City of Rochester was read and upon motion by Brumm, second by
Thiem, William L. Burrows was appointed as Heating Inspector for the ensuing
official year.
The application of Barbara Koebke for reappointement as secretary in
the Building, Electrical, Plumbing and Heating Inspector's office was read and 'upon
motion by Davis,.second by Thiem, Barbara Koebke was appointed as secretary for
the Building, Electrical-, Plumbing and Heating Inspector's for the ensuing official ,
year.
The applications of Darrell Sanford for reappointement and Louis L.
and Scavenger
Bennett and William E. Neuman for appointment as Dog Catcher/for the City of
Rochester were each read and upon motion by Davis, second by Anderson, Darrell
and Scavenger
Sanford was appointed as City.Dog Catcher/for the ensuing official year.
The application of Flora C. Anderson for reappointment as stenographer
for the Chief of Policy, Juvenile Officer and City Attorney was read and upon
motion by Davis, second by.Schroeder, Flora C. Anderson was appointed as
stenographer for the Chief of Police, Juvenile Officer and City Attorney for
the ensuing official year.
The application of W. J. Barden for reappointment as assistant in the

City Treasurer's office was read and upon motion by Davis, second by Brumm, W. J.

Barden was appointed as assistant in the City Treasurer's office for the`ensuing
official year.
The application of Paul Sandberg for reappointment as Assistant Custodian
of the City Hall was read and a motion -was made by Davis, second by Brumm, that it
the said application be tabled. All voted in favor of the motion,
The application of Ivan Boyd for reappointment as assistant Custodian
of the City Hall was read and upon motion.by Anderson, second by Thiem, Ivan Boyd
was appointed:as assistant custodian of the City Hall for the ensuing official
year.
The application of Harold Wiesenerfor reappointment as assistant
Custodian of the City Hall was read and upon motion by Davis, second by Thiem,
Harold Wiesener was appointed -as assistant custodian of the City Hall for the
ensuing official year. -
The application of Frank S. Halloran for reappointment to the position
of Meter Maintenance Man for the City of Rochester was -read and upoA motion by
Anderson, second by-.,Brumm, Frank S. Halloran was appointed as Meter Maintenance
Mah for the ensuing official year..
The application of James Waters for reappointment to the position of
Assistant Meter Maintenance man for the'City of Rochester was reAd and upon motion'
by Brumm, second by Anderson, James Waters was appointed as assistant Meter
Maintenance man for the ensuing official year.
The application. of Paul Dornack for reappointement 'as •first assistant
at the City Dumping Grounds was read and upon motion by Brumm, second by Thiem,
Paul Dornack was appointed as first assistant at the City Dumping Grounds for the
ensuing official year.
The application of Harley B. O'Connor for reappointment as assistant
superintendent at the City Dumping Grounds was read and a motion was made by
Thiem, second by Brumm, that the said application be tabled. Ali voted in favor
of the motion.
The application of Erwin Standke for reappointment as assistant
superintendent at the City Deumping Grounds was read and a motion was made by
Brumm, second by Anderson, that the said application be tabled. All voted in �I
favor of the motion.
The application of Fred Zimmerman for appointement as 2nd Assistant
at the City Dumping Grounds was read and upon motion by Thiem, second by Brumm,
Fred Zimmerman was appointed as 2nd assistant at the City,Dumping Grounds for
the ensuing official year.

Operator at the City Dumping Grounds was read and upon motion by Brumm, second by
Anderson, Norbert A. $citing was appointed as Machine Operator at the City
Dumping Grounds for the ensuing official year.
The application of Frank Everett for appointment to the office of Fire
Warden for the City of Rochester was read and upon motion by Davis, second by
Brumm, Frank Everett was appointed as Fire Warden for the City of Rochester for
the ensuing official year.
The application of Ivan Boyd for reappointment as custodian of voting
machines in the City of Rochester was read and upon motion by Brumm, second by
Davis, Ivan Boyd bias appointed as custodian of voting machines in the City of
Rochester for the ensuing official year.
The application of Mark Blanchard for reappointment as Painter for the
City of Rochester was read and upon motion by Thiem, second by Davis, Mark Blanchard
was appointed as City Painter for the ensuing official year.
President Bach asked if there was anyone present who wished to be heard
on any matter.at this time. Fifteen persons were heard, a number of whom favored
the passage of an ordinance which would require people to keep their dogs on their
own remises therefore keeping the dogs off of school premises, p g g grounds. The others who
were heard did not favor the passage of the said ordinance. Letters regarding the
passage of the Dog Ordinance, signed by A. L. Jennings; Mrs. Philip W. Brown;
:drs. J. W. Hilker; and one signed by Jeannette Maier, Oscar Maier, Mrs. A. B.
Disney, Mrs. Milton Gardner, Milton E. Gardner, Flora C. Duncanson and Mr. L. P.
Duncanson and Mrs. J. J. Boelsch, were each read and ordered placed on file.
Alderman Davis made the follow4-ag recommendations:
"It is recommended that enforcement of the amendment to our Dog
Ordinance be explained to the public to reduce,'if possible,
any confusion about this aspect of the new law.
It should be explained that it is obviously not practical to
hire sufficient Dog Catchers to actually catch all dogs.
Complaints regarding dogs at large during this restricted
period should be filed with the City Police Department.
Complaints should reveal to the police the name of the dogs
owner, when it was at large and at what time and the name of
the person making the call. Without all of this information
it is obvious that further action by the Police cannot be. taken.
The Police Department will take appropriate action as the
situation merits and work with the Dog Catcher to pick up stray
dogs whenever practical. The Dog Catcher will continue his
normal duties during this restricted time. Unless Rochester
Citizens are willing to so cooperate with the Police Department,
enforcement of the Dog Ordinance amendment will not be
practical.

After hearing those present and the reading of the letters regarding the dog
ordinance a motion was made by Davis, second by Brumm, that discussion on the
matter be closed. All voted in favor of the motion.

President Bach stated this as being the time and place set for the
first hearing on the grading and surfacing of lgth Avenue Northeast from 9th
Street Northeast to the south line of Westlu nd's Addition. There was no one
present wishing to be heard.
President Bach stated this as being the time and place set for the
first hearing on the grading and surfacing of streets in Betcher's Sub -Division.
There was no one present wishing to be heard.
President'Bach stated this as being the time and place set for the '
first hearing on the grading and surfacing of ?5th Avenue Northeast from East
Center Street north to the north'line of Lot 16, Block 3, Stebbins Addition.

President Bach stated this as being the time and place set for the
receiving'of bids for the construction of a curb and -gutter In 31 Street S. E.
-from 14th to 15th Avenue Southeast, and upon motion by Davis; second by Thiem,
the bids were ordered opened. The bids of O'Loughlin & Hansen in the amount of
$1, 1164.20; and Gordon Winslow Company in the amount of $1,632.00 were each'
opened and the'same were referred to the Street & Alley Committee and the City
Engineer for tabulation and report.
President Bach stated this as being the time and place set for the
receiving of bids for the construction of a curb and gutter on loth Avenue S.E.
from East Center -Street to 4th Street S. E. and upon motion by Davis, second by
Schroeder,'the bids were ordered opened.The bids of Gordon Winslow Company in
the amount of $7, 496. 70; O'Loughlin & Hansen in the amount of $9, 297. 30; and
C. M. Boutelle in the amount of $9,097.10 were each received and opened and the
same were referred to the Street & Alley Committee and the City Engineer for
tabulation and report.
President Bach stated this as being the time and place set for the
receiving of..bids for the construction of a curb and.gutter in Peck's First
Addition and upon moti.on by Davis, second by Thiem, the'bids were ordered opened.,.
The bids of' H.' T. Earle' in `the amount of $9, 333. 25; Gordon Winslow Company in
the amount of $8,911.20; O'Loughlin & Hansen in the amount of $9,717.30 and
C. M.''Boutelle in the amount of $9,426,95 were each received and opened and the
same were referred to the Street & Alley Committee and the City Engineer for
tabulation and report.
President Bach stated this as being the time and place set for the
receiving of bids for the construction of a curb and gutter in Peck's Second
Addition and upon motion by Brumm, second by Thiem, the bids were ordered opened.

The bids of C. M. Boutelle in the amount of $10,824.60; Gordon Winslow Company in
the amount of $11, 515. 75; O'Loughlin & Hansen in the amount of $11, 352.90 and
H. T. Earle & Son in the amount of $11,196.55 were each received and opened and
the same were referred to the Street & Alley Committee and the City Engineer
for tabulation and report.
President Bach stated this as being the time and place set for
receiving bids for the construction of a curb and gutter on 12th Avenue No E.
from 9th to loth Street X. E. and upon motion by Davis, second by Schroeder, the
bids were ordered opened. The bids of O'Loughlin & Hansen in the amount of
$3, 796.00 and Gordon Winslow Company in the, amount of $3, 530.45 were each
received and opened and the same were referred to the Street & Alley Committee
and the City Engineer for tabulation and report.
President Bach stated this as being the time and place set for
receiving bids for the construction of a curb and gutter on loth Street S. E.
from 3rd to 4th Avenue S. E. and upon motion by Thiem, second by Brumm, the bids
were ordered opened. The bids of Gordon Winslow Company in the amount of $2,009.35;
C. M. Boutelle in the amount of $2,056.15 and O'Loughlin & Hansen in the amount
of $2,204.20 were each received and opened and the same were referred to the Street
& Alley Committee and the City,F Engineer for tabulation and report.
President Bach stated this as being the time and place set for rec-
eiving bids for the construction of a curb and gutter on 6th Street Southeast from
Sth to 9th Avenue Southeast and upon motion by Thiem, second by Schroeder, the
bids were ordered opened. The bids of,0'Loughlin & Hansen in the amount of
$1, 498.65; Gordon Winslow Company in the amount of $1,600, 25 and C. M. Boutelle
In the amount of $1,605*50 were each received and opened.and the same were
referred to the Street & Alley Committee and the City Engineer for tabulation
and report.
President Bach stated this as being the time and place set for receiv-
ing bids for the construction of a curb and gutter on 13th Avenue Southeast from
4th to 5th Street Southeast and upon motion by Davis, second by Schroeder, the
bids were ordered opened. The bids of O'Loughlin & Hansen in the amount of
$2,211.20; Gordon Winslow Company in the amount of $2,323.15 and C. M. Boutelle
in the amount of $2,312.90 were each received and opened and the same were
referred to the Street & Alley Committee and the City Engineer for tabulation
and report.
President. Bach stated this as being the time and place set for receiv-
ing bids for the construction of a sanitary sewer and watermain and grading and
surfacing of 5th Street Southeast from 4th to 5th Avenue Southeast and 5th Avenue

Upon motion by Brumm, second by Anderson, the bids for grading and
surfacing were ordered opened. The bid of Leon Joyce in the amount -of $10, 492. 50
was received and opened and upon -motion by Morris, second by Anderson, the same
was referred to the Street & Alley_ Committee and the City Engineer for tabulation
and report. '

1. Roll Call. The roll call of the Common Council shall be

of the members, except that the name of the President of the
Common Council,shall be called only at the first roll call of
each meetingand then after that at that meeting,

Upon motion by Thiem, second by Anderson, that the said resolution be
adopted as -read, and all voting in favor thereof, President

At 14.:00 o'clock P. M. a motion was made by Davis, second by Brumm, that
a 10 minute recess be declared. All voted in favor of the motion.

The recommendation of the Street & Alley Committee that the bid of
O'Loughlin and Hansen for the construction of a curb and gutter on 32 Street
S. E. from 14th to 15th Ave#ue Southeast be accepted at the unit prices bid and
checks returned to the unsuccessful bidders was read and upon motion by Anderson,
second by Thiem, the recommendation was approved.
The recommendation of the Street & Alley Committee that the bid of
Gordon Winslow Company for the construction of a curb and gutter on loth Avenue
Southeast from East Center Street to 4th Street S. E. be accepted at unit prices
and checks.be returned to the unsuccessful bidders was read and upon motion by
Schroeder, second by Morris, the recommendation was approved.
The recommendation of the Street & Alley Committee that the bid of
H. T. Earle for construction of a curb and gutter in Peck's lst Addition be
accepted at the unit prices bid and checks returned to the unsuccessful bidders
was read and upon motion by Thiem, second by Schroeder, the recommendation was
approved.
The recommendation of the Street & Alley Committee that the bid of
C. M. Boutelle for construction of a curb and gutter in Peck's 2nd Addition be
accepted at the unit prices bid and checks returned to the unsuccessful bidders
was read and upon motion by Schroeder, second by Morris, the recommendation was
approved.
The recommendation of the Street & Alley Committee that the bids for
construction of a curb and gutter on 12th Avenue Northeast from 9th to 10th
Street Northeast be rejected and checks returned to the bidders and the job be
re -advertised together with the curb and gutter on 12th Avenue IT. E. from loth
fi to 14th Street N. E. was read and upon motion by Anderson, second by Brumm, the
recommendation was approved.
The recommendation of the Street & Alley Committee that, the bid of
Gordon Winslow Company for construction of a curb and gutter on 1.Oth Street S.E.
from 3rd to 4th Avenue S. E. be accepted at the unit prices bid and, checks be

returned to the unsuccessful bidders was read and upon motion by Thiem, second
by Schroeder, the recommendation was approved.
The recommendation of the Street & Alley Committee that the bid of
O'Loughlin & Hansen for construction of a curb and gutter on .6th Street S. E.
from 8t.h to 9th Avenue S. E. be accepted at the unit. prices bid and checks be
returned to the unsuccessful bidders was read and upon motion by Sc4ros der,
second by Morris, the recommendation was approved.
The recommendation of the Street & Alley Committee that the bid of

Wm. MCCullough's Addition changed from a multiple dwelling zone to a commercial
zone be granted was read and upon motion by Anderson, second by Morris, the
recommendation was approved and the City Clerk was instructed to publish a notice
ordering a hearing on the change in zoning to be held at 7:30 o'clock P. M. on
April 21, 1952.
The recommendation of the Board of Zoning that the petition of Mr. and
Mrs. Robert C. Neill to have Lot 3, Bloek•1, Cook's Sub -Division changed from a
residential zone to a multiple dwelling zone be granted was read and upon motion
by Davis, second by Brumm, the recommendation was approved and the City Clerk was
instructed to publish a notice ordering a hearing on the change in zoning to be
held at 7:30 o'clock P. M. on April 21, 1952.
The following resolution adopted by the Public Utility Board was read
and ordered placed on file:
"Be it and it is hereby resolved by the Public Utility Board
of the City of Rochester, Minnesota, that the Common Council of
the said City be and is hereby requested to authorize the said
Board to enter into a contract with the Sterling Electric Company
for the furnishing, in accordance with the specifications, of -
THIRTY THOUSAND (30.000) POUNDS OF WEATHERPROOF WIRE
the total amount of said contract to be TEN THOUSAND FOUR HUNDRED
FIFTY SEVEN DOLLARS AND FORTY FIVE CENTS ( $10, 457.45) and the said
STERLING ELECTRIC COMPANY being the lowest responsible bidder."
The request of Howard Mc Goon for renewal of the franchise of the
McGoon Taxi Company was read and upon motion by Brumm, second by Anderson, the
City Attorney was instructed to prepare a franchise covering the operation of
taxicabs in the City of Rochester.
The request of Mrs. Celia O'Connell that her name be removed from the
petition protesting curb and gutter on Sth Avenue Southeast from loth to llth
Street Southeast and added to the petition requesting the said curb,and gutter
was read and upon motion by Davis, second by Brumm, the same was ordered placed
on file.
The application of the Rochester Junior Chamber of Commerce for permission
to conduct a bingo. game at the Annual Gypsy Frolic to be held May 3, 1952 at the
Mayo Civic Auditorium was read and the same was ordered placed.on file.
A letter from the Brotherhood of EEaangelical Church of Peace protesting
the construction of a, sub fire station at the corner of Broadway and 7th Street
N. W. was read and upon motion by Anderson, second by Morris, the same was ordered

This is to acknowledge receipt of your Council'resolution
of March 3, 1952, requesting the improvement of Fourth Street S.E.
from'6th Avenue to the entrance of the Rochester State Hospital
(a distance of approximately 4500 feet) to a width greater than is
necessary for trunk highway traffic.',
We note that the requested work consists of curb, gutter,
paving acid sidewalk replacement, and that the City agrees to
share in the cost of the extra work.
Mr. Kipp, Chief Engineer, has approved the preparation of
an agreement under which the City will prepare plans for this
improvement. Within'a short time Mr. Brataas will present the
form of agreement for City consideration and execution.
Air. Nark Brataas, our District Engineer, will keep you
informed as to the progress of this project.

The following communication from the Public Health & Welfare Board was
read and a motion was made,by Anderson, second by Morris, that the Council, as a
committee of the whole, meet with the various department heads and boards in
regard to salary and wage schedules and the City Clerk was instructed to notify
all boards and department heads to submit proposed salary schedules:
"The Honorable Mayor and. Members

Gentlemen:
The Board of Public Health and Welfare submits herewith the
salary schedule for the City Health Department and the City Farm
for the fiscal year beginning April 1, 1952. In addition to the
employees listed below the Board wishes to have authority as in
previous years to employ a temporary farm worker at the prevailing
wages for vacation relief during the summer months.
The Board is recommending salary adjustments for a number of
its professional personnel including the public health nurses, the
public health engineer, the psychiatric social worker and the health
officer. The amounts of individual adjustments are given on the
attached•shests along with the names.of personnel to be appointed
and corresponding salaries for the year. You are advised that the
Board has the funds available in th4 unexpended balance from the
pest year to provide the salary adjustments necessary out of City
funds. The remainder of the adjustments are on State and mental
health funds. Therefore, your approval of these adjustments will
not require additional appropriations..
You will be interested in knowing that the Olmsted County
Commissioners have provided salary adjustments effective April 1,
1952, in accordance with this plan for the public health nurses
on the County payroll.
The Board urgently requests your favorable consideration of
these salary recommendations. We have studied the salaries paid
in comparable positions in this area of the country, and we have
found that our salaries for these personnel are generally lower.
The recommended adjustments are needed to establish our salaries
more nearly equivalent to those paid elsewhere. They are needed
also to give equitable remuneration within the department in
accordance with merit and tenure. Finally, the Board°is convinced
that these salary adjustments are necessary to fill existing
vacancies and to retain the present qualified personnel.
The Board appreciates the assistance and sympathetic consider-
ation always given to the public health program and we assure you
that it will strive to give Rochester the best possible public.
