Minutes of a regular meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers.in the City Hall, in said City,
on May 5, 1952.
President Bach called the meeting to order at.2:00 o'clock P. M., the
following members being present:. President Bach,.Aldermen Anderson, Brumm,
Davis, Morris, Schroeder and Thiem. Absent: None.
Upon motion by Anderson, second by Davis, the minutes of the meeting of
April 21, 1952 were approved.
President Bach stated this as being the time and place set for the first •
hearing on the construction of a curb and gutter on loth Street Southeast from 1st
Avenue to 3rd Avenue Southeast. There was no one present wishing to be heard.
President Bach stated this as being the time and place set for the first
hearing on the construction of a curb and gutter on 12th Avenue Northeast from
loth to 14th Street Northeast. There was no one present wishing to be heard.
President Bach stated this as being the time and place set for the first
hearing on the construction of a.sanitary sewer and watermain in 5th Street
Northeast from 15th Avenue Northeast to the east line of Lot 10, Jane's Addition.
There was no one present wishing to be heard.
President Bach stated this as being the time and place set for the first
hearing on the..construction of a sanitary sewer in 2nd Avenue Northwest from
13th Street Northwest to the trunk line sewer in 132 Street Northwest. There was
np one present wishing to be heard.
President Bach stated this as being the time and place set for the first
hearing on the construction of a sanitary sewer and watermain in Westlawn Addition,
Block 3 and Mohn & Hodge 2nd Sub -Division. There was no one present wishing to
be heard.

President Bach stated this as being the' time and place set for the
second hearing on the construe•tio-n of a. curb and gutter on 9th Street Northeast
from lst to 2nd Avenue Northeast. There was no one present -wishing to be heard.
President Bach stated this as being the -time and place set for the
first hearing on the grading and oiling of -the alley in Block 4, Riess' 2nd
Addition. There was no one present wishing to be heard.
President Bach stated this as being the time and -place set for the

Block 3 and Mohn and Hodge 2nd Sub -Division, There was no one -present wishing to
be heard.
President- Bach stated this as being the time and place set for the
first hearing on the grading and surfacing of 2nd Avenue Northwest from 13th
Street Northwest to Cascade Creek. There was no one present wishing to be heard.
President Bach stated this as being the time and place' set for receiving'
and opening bids for grading and surfacing of 15th Avenue Northeast from East
Center Street, north to the -north line of Lot 16, Block 3, Stebbins Addition.
The bid of Leon Joyce in - the amount of $1, 482. 50 was received and- opened.
The recommendation of the Street & Alley Committee that the bid of Leon,
Joyce for -grading and surfacing 15th Avenue Northeast from East 'Center Street
north to the north line of Lot 16, Block 3, Stebbins Addition be accepted at the
unit prices bid, subject to completion on or before September 1, 1952, was read
and upon motion by Davis, second by Thiem, the recommendation was approved.
President Bach stated this as being the time and place, set for receiving
and opening bids for grading and surfac-ing of streets in Betcher's Sub -Division.
The -bid of Leon Joyce in the amount of $4,176.00 was received and opened.
The recommendation of the Street & Alley Committee that the bid of Leon
Joyce for grading and surfacing of streets in Betcher's Sub -Division be accepted
at the unit prices bid, subject to completion on or before September 1, 1952, was
read and upon motion by Davis, second by Thiem, the recommendation was approved.
President Bach stated this as being the time and place set for receiving
and opening bids for grading and surfacing of 18th Avenue Northeast from 9th
Street Northeast to the south line of Westlund's Addition. The bid of Leon Joyce

The recommendation of the Street & Alley Committee that the bid of Leon
Joyce for grading and surfacing of 18th Avenue Northeast from 9th Street Northeas t
to the south line of Westlund's Sub -division be accepted at the unit prices bid,
subject to completion on or before September 1, 1952, was read and upon motion by
Davis, second by Thiem, the recommendation was approved.

President Bach stated this as being the time and place set for receiving

3rd A enue Southeast. The bid of Leon Joyce in the amount of $2,490.00 was

received and opened.
The recommendation of the Street & Alley Committee that the bid of
Leon Joyce for grading and surfacing of 112 Street Southeast from 1st to 3rd
Avenue Southeast be accepted at the unit prices bid, subject to completion on
or before September 1, 1952, was read and upon motion by Davis, second by Thiem,
the recommendation was approved.
President Bach stated this as be.ing the time and place set for receiving •
and opening bids for grading and surfacing of 5th Street Northeast f rom.15th
Avenue Northeast to the east line of Lot 10, Jane's Addition. The bid of Leon
Joyce in the amount of $3,011.00 was received and opened.
The recommendation of the Street & Alley Committee that the bid of Leon
Joyce for grading and surfacing of 5th Street Northeast from 15th Avenue Northeast ,
to.the east line of Lot 10, Jane's Addition be accepted at the unit prices bid,
subject to completion on or before September 1, 1952, was read and upon motion by
Davis, second by Thiem, the recommendation was approved.
President Bach stated this as being the time and place set for receiv-
ing and opening bids for repairs to the Rochester Central Fire Station. No bids
were received. President Bach stated that he had inspected the Fire Hall building
and did not think it would require a great deal of work to put the building in
proper repair. A motion was made by Davis, second by Anderson, that the matter
be referred to the Public Grounds Committee and the Building Inspector with power
to act. All voted in favor of the motion.
The following recommendation was approved and upon motion by Thiem,
second by Schroeder, the same was approved:
"Honorable Mayor & Common Council
Of the City of Rochester, Minnesota
Gentlemen:
•
We, the undersigned, recommend the following changes in the
administration of the attendant operated parking lot:
(a) That all present weekly charges for parking and storage
be abolished.
(b) That a monthly rate of $9.00 per month be established and
made available to anyone for parking in the lot.
(c)- That the present hourly rate of ten cents for the first
hour and 5 cents for each additional hour and the rate of $1.00
per day for garage storage be continued.
(d) That a Junior College Student be employed on a part time
basis to provide manpower enough so that both entrazices may be
kept open during busy hours; said part time employee to receive
such compensation as shall be determined by the City Engineer but
not to exceed $1.00 per hour.

The recommendation of the Board of Zoning that the petition to have
the east 54 feet of the west 99 feet .of Lots S and 9 and the west 45 feet, of
.Lots S and 9, in Block 9, Wm. McCullough's Addition changed from a multiple
dwelling zone to a commercial zone be granted,w as read and upon motion by Davis,
Second by Thiem, the recommendation was approved and the City Clerk was instructed!
to publish a notice ordering a hearing on the change in zoning to be held at 7:30
o'clock P. M. on May 19, 1952.
The recommendation of the Board of Zoning that the petition to have
Lot 14, Block 32, Northern Addition changed from a residential to a commercial
zone be granted was read,and upon motion by Davis, second by Schroeder, the
recommendation was approved and the City Clerk was instructed to publish a notice
ordering a hearing on the change in zoning to be held at 7:30 o',clock P. M. on
May 19, 1952,
The recommendation of the Board of Zoning that the petition to have
Lots 1, 2 and 3, in Biock 2, Cook's Sub -Division changed from a residential zone
to a commercial zone be granted,'was read and upon motion by Davis, second by
Morris, the recommendation was approved and the City Clerk was instructed to
publish a notice ordering a hearing on the change of zoning to beheld at 7:30
o'clock P. M. on May 1.9, �1952.
The recommendation of the Board of Zoning that the petition to have
Lot 11, Block 2, Sunnyside Addition changed from,a residential to a multiple
dwelling zone be denied, was read and upon motion by Davis, second by Schroeder, ;.
the recommendation .was approved.
A motion was made by Davis, second by Schroeder, instructing the City
Clerk to request the Board of Zoning to submit more information with their
recommendations on zoning matters. All voted in favor of the motion.
Mr. Paul A. Grassle, Chairman of the Governmental Survey Committee, was
present at the Council meeting and introduced the following members who had served•
with him on the said Governmental Survey Committee: Luther Boie', Glenn Burbach,
Walter Caustin, E. J. Fossup, R. W. Goddard, Howard Smith, James Spillane and
Raymond Wieland. Mr. Emrold Thiem, Alderman from the Third Ward:, also served on
the said Committee. Mr. Grassle then presented copies of the report and recommend-
ations of the committee -to the Mayor and members of the Common Council. A motion
was then made by Anderson, second by Davis, that a resolution be prepared
expressing the appreciation of the members of the Council, individually and
collectively, to the members of the committee for their untiring efforts and the
many hours spent in making the governmental survey. All voted in favor of the
motion.
The two following resolutions adopted by the Public Utility Board were

each read and President Bach ordered that the same be placed on file:
"Be it and it is hereby resolved by the Public Utility
Board of the City of Rochester, Minnesota, that the Common
Council of the said City be and is hereby requested to
authorize the said Board to enter into a contract with THE
OKONITE COMPANY for the furnishing, in accordance with
specifications, of
DIVISION K - INSULATED COPPER WIRE AND CABLE,
the total amount of the said contract to be SEVEN THOUSAND
SEVEN HUNDRED EIGHTY ONE DOLLARS AND SEVENTY FIVE CENTS
($7,781.75) and the said Okonite Company being the lowest
responsible bidder."
"Be it and it is hereby resolved by the Public Utility
Board of the City of Rochester, Minnesota, that the Common
Council of the said City be and is hereby requested to
authorize the said Board to enter into a contract with the
DELTA STAR ELECTRIC COMPANY for the furnishing, in accordance
with specifications, of
TWO (2) 15 KV ELECTRICAL SUBTRANSMISSION TERMINAL
STRUCTURES,
the total amount of the said contract to be FOURTEEN THOUSAND
SEVEN HUNDRED TWENTY FOUR DOLLARS AND SEVENTY TWO CENTS
($14,724.72) and the said Delta Star Electric Company being
the lowest responsible bidder meeting specifications."
The petitions of Joe Endrizzi to have the West 49.7 feet of Lot 1 and
the West 49.7 feet of South a of Lot 2, Block 43, Original Plat changed from a
multiple dwelling zone to a commercial zone and Charles and Emma Hatch to have
Lot 5, Block 24, Northern Addition changed from a residential zone to a
commercial zone were each read and upon motion by Davis, second by Thiem, the
same were referred to the Board of Zoning.
A letter from the County Auditor transmitting a list of real estate
descriptions on which taxes are delinquent was read and upon motion by Morris,
second by Brumm, the same were referred to the City Attorney to file requests
for cancellation of said taxes.
The request of Rochester Elks Lodge No. 1091 for permission to display
fireworks on June 14th at a flag day celebration to be held in Mayo Field Baseball
Park was read and upon motion by Davis, second by Schroeder, the request was
granted.
The request of the City Assessor that a station wagon be furnished for
his department which would save the payment of mileage which is now authorized on
cars used in that department was read. After some discussion a motion was made by
Schroeder
Thiem, second by 9EX16:2, instructing the City Clerk to notify the City Assessor
that the car would not be purchased at this time and that his department should
continue to collect mileage for transportation when making assessments. All
voted in favor of the motion.
A petition for the grading and paving, with concrete, of the alley in
Block 5, Kutzky's Addition between 12th and 13th Avenue Southwest, north of 2nd
Street Southwest, was read and upon motion by Morris, second by Anderson, the same
was referred to the Street & Alley Committee.

Commission, transmitting a permit for the use of 13,60g feet of eight and fifteen is

inch diameter sewer extensions, was read and President Bach ordered that the same
be placed on f ile.
A letter from the State of Minnesota, Department of Health, transmitting
a copy of the summary report on Plater Pollution in the Upper Mississippi Drainage'
Basin, prepared -by the U. Public Health Service in cooperation -with various
states in the area was read and President Bach ordered that the same be placed
on file.
The City Engineer's estimates for the grading and surfacing of �th
Street Northeast from 15th Avenue:Northeast to the East line of Lot 10, Jane's
Addition in the amount of $3,141.00 and the grading and surfacing of Bet•cher's J;
Sud-Division in the amount of $3,.549.90, were each read and the same were ordered
placed on file.
A communication from the Board of Park Commissioners- asking if "it is
the intention of the"Council that dredging operations at Silver Lake.:shall be
carried on this yea-r.and stating that -if said operations are to be continued ,
the Park Board is willing to do all they can on the same basis and terms as in
previous years, was. read and' upon motion -by Davis, second by Morris-, the matter
was referred -to the Public Grou-nds, Committee, Members of the Public Utility Board
to meet with the Board of Park Commissioners in regard to the matter of further
dredging.

front of the S & S Cafe at 309 First Avenue Northwest marked off as drive-in
space for curb customer parking was read and upon motion by Morris, second by
Davis, the same was referred to the Street & Alley Committee and the Chief of
Police.
The request of Whitlock Sonnenberg Auxiliary and William T. McCoy
Auxiliary to sell poppies on the streets of Rochester.on Saturday, Mary 24th
was read and upon motion by Morris, second by Davis, the request was granted.
Alderman Thiem suggested that a certain number of parking meters.
limited to 12 minutes each be installed in each block in the business district •
and upon motion by Brumm, second by Davis, the matter was referred to the Police
Committee.
The application of William and May.Lynaugh for "off sale" non -intoxica-
ting malt liquor license was read and upon motion by Davis, second by Morris, the
license was granted.
The applications for license to sell cigarettes of Emery Walters and
Joe Guzinski, Eugene Ehle, Herb Thienell, A. P. Barry, Basil B. Thompson, Robert
Ripple, Robert P. Delisle, Joseph Wagner, Ed Kreihn, Burnham Motor Sales, Clarence
Steinhagen, Wm. & May Lynaugh and Earl T. Huey were each read and upon motion by
Davis, second by Morris, the licenses were granted.
The matter of penalties for those delinquent in obtaining licenses was
again discussed and upon motion by Brumm., second by Morris, the same was referred
to the License Committee and the City Attorney to amend the license ordinances
setting up such penalties.
The application of Clarence B. Joriman for a journeyman electricians
license was read and upon motion,by Morris, second by Davis, the license was.
granted.
The application of Lyon Gas Appliance Company for a Aot Air Heating,
Air Conditioning and.Ventilating Contractors license was read and upon motion by •
Brumm, second by Morris, the license was granted.
The applications for license to sell soft drinks of A. P. Barry, Basil
Thompson, Robert Ripple, Robert P. Delisle, Ed Kreihn, Burnham Motor Sales,
Clarence Steinhagen, Wm. & May Lynaugh, Herb Thienell, Eugene A. Ehle and Emery
Walters & Joe Guzinski were each read and.upon motion by Davis, second by
Morris,, the 'licenses were granted.
The applications of Harry E. Gimbert, David Gimbert and Elda Gillespie
for Real Estate Brokers License and Clara LaVan and Fred L. Sauer for Real Estate
Salesman License were each read and upon motion by Davis,,second by Morris, the
licenses were granted..

was- read and upon motion by Thiem, second by Brumm, the license was granted.
The application for transfer of "On Sale" liquor license No. 306 from
Gus Anton at 329 South Broadway to the Kahler Corporation at the Kahler Hotel
was read and upon motion by Schroeder, second by Anderson, the transfer was
granted.
The surety bonds of Lawrence McNee, Clark A. Tuttle, Jr., Byron W.-
Brueske each in the amount of $500.00, Elde R.. Gillespie in the amount of
$2,500.00, Kahler Corporation in the amount of $3,000.00 each with the Western
Surety Company as surety and Standard Oil: Company in the amount'of $1,000.00 with•
the Seaborad Surety Company as surety, were each read and upon motion by Thiem,
second by Morris, the bonds were -approved, the surety thereon accepted and it was;
ordered that the same be -placed on file.f

The contract bond -of Leon Joyce in the amount.of $10,492.50 with the
Western Surety Company as surety was read and the same was referred to the Mayor
for his approval, j
The report of the City Weighmaster for the moxth of April showing fees
collected for loads weighed in the amount of $143.25 was read and President Bach
orderedthat the same be placed on file.
The reports of the Clerk of Municipal. Court for the week ended May�.3,;_�,
1952 showing total criminal fines.and costs collected $1,796.s7•and civil fees
received,$10.75 and for the week ended April 26, 1952 showing total criminal
fines and costs collected $1,607.00 and civil fees received $3.65, were each read
and having been approved by the City Attorney, President Bach ordered that the
same be placed on file.
The reports for, the month of April, 1952 of the Building Inspector
showing fees collected for building permits issued $319.0.0, of the Electrical
Inspector showing fees collected for electrical permits issued $34.50, of the
Plumbing Inspector showing fees collected for plumbing permits issued $199.00, of
the Heating Inspector showing fees collected for heating permits issued $67.50
and fees collected for sign permits in the amount of 733.6-4 were each read and
President Bach referred the. same -to• the Finance Committee.
Upon motion by Anderson, second -by Morris, the meeting was adjourned
until 7:30 o'clock P. M. on this date.
President Bach called the meeting to order at 7:50 o'clock P. M.,- the,
following members being present: President Bach; Aldermen Anderson, Brumm, Davis,
Morris, Schroeder and Thiem. Absent: None.

Upon motion by Anderson, second by Brumm, that the said resolution be
adopted as read, and all voting in favor thereof, President Bach declared the
said.resolution duly passed and adopted.

Alderman Anderson introduced a resolution accepting the bid of Leon
Joyce for grading and surfacing 112 Street Southeast from lat to 3rd -Avenue
Southeast, which was read.
Upon motion by Schroeder, second by Thiem, that the said resolution
be adopted asread, and all voting in favor thereof, President Bach declared the
said resolution duly passed and adopted.
Alderman Anderson introduced a resolution accepting the bid of Leon
Joyce for grading and surfacing of 5th Street Northeast from 15th Avenue-.
Northeast to the east side of Lot 10, Jane's Addition, which was read.
Upon motion by Thiem, second by Anderson, that the said resolution
be adopted as read, and all voting in favor thereof, President Bach declared the
said resolution duly passed and adopted.
Alderman Anderson introduced a resolution ordering bids for construction
of a sanitary sewer and watermain in Betcher's Sub -Division, which was read.
Upon motion by Anderson, second by Brumm, that the said resolution be
adopted as read, and all voting in favor thereof, President Bgch declared the
said resolution duly passed -and adopted.
Alderman Anderson introduced a resolution ordering bids for the
construction of a curb and gutter on Sth Street Northeast from 1st to 2nd
Avenue Northeast, which was read.
Upon motion by Brumm, second by Davis, that the said resolution be
adopted as read, and all voting in favor thereof, Presiddnt Bach declared the
said resolution duly passed and adopted.

Alderman Brumm introduced a resolution ordering the 2nd hearing on the
construction of a sanitary sewer in 2nd Avenue Northwest from 13th Street Northwest,
to the trunk line sewer in 132 Street Northwest, which was read.'

At this time Alderman Anderson spoke briefly to those P y present and
stated that the Council Committee, consisting of Aldermen Davis, Burmm and
Phiem, who had spent a vast amount of time studying the salary structure of
the City had now agree d on a schedule. He reminded those present that the
Common Council represented the citizens of Rochester as well as the employees
of the City and that much effort had been put forth by the Committee and the
Council in arriving at a salary schedule -which they felt would fair and
within City finances. Alderman Davis again explained how the salary
schedule had been arrived at.

Upon motion by Schroeder, second by Thiem, that the-sa'id resolution be
adopted as read, and all voting in favor thereof, President Bach declared the
said resolution -duly passed and adopted.
Alderman Anderson introduced a resolution fixing the salary of the
assistant in the City Treasurers office at the sum of $2,920.00 per year for the
ensuing official year, which was read.
Upon motion by Thiem, second by Anderson, that the said resolution be
adopted as read, and all voting in favor thereof, President Bach declared the
said resolution duly passed and adopted.
Alderman Anderson introduced a resolution fixing the salary of the Judge',;
of the Municipal Court at the sum of $6,300.00 per year for the ensuing official
year, which was read.
Upon motion by Anderson] second by Brumm, that the said resolution be
adopted as read, and all voting in favor thereof, Presideht Bach declared the
said resolution duly passed and adopted.
Alderman Anderson introduced a resolution fixing the salary of the Clerk;
of the Municipal Court.at the sum of $3,050.00 per year and the Deputy Clerk of
the Municipal Court at .the .sum`'of $2 760.00 per year for the ensuing official year,,
which was read.
Upon motion by Brumm, second by Davis, that the said resolution be

Alderman Thiem introduced a resolution fixing the salary of the City
Clerk's first assistant at the sum of $3,400.00 per -year, of the City Clerk's
second assistant at the sum of $2,760.00 per year and of the clerk -stenographer
in the City Clerk's office at the sum of $2,400.00 per year for the ensuing
official year, which was read.
Upon motion by Davis, second by Morris, that the said resolution be
adopted as read, and all voting in favor ,thereof, President Bach dieclared the
said resolution duly passed and adopted.
Alderman Anderson introduced a resolution fixing the salary of the
Parking meter maintenance man at the sum of $3,370.00 per year and the salary of
the assistant parking meter maintenance man at the sum of $3,120.00 per year for
the ensuing official year, which was read.
Upon motion by Morris, second by.Schroeder, that the said resolution
be adopted as read, and all voting in favor thereof, President Bach declared the
said resolution duly passed and adopted.
Alderman Anderson introduced a resolution fixing the salary of the
Civil Defense Director at the sum of $5,200.00 per year for the ensuing official
year, which was read.
Upon motion by Schroeder, second by Thiem, that the said,resolution be
adopted as read, and all voting in favor thereof except Alderman Brumm who
voted "no", President Bach declared the said resolution duly passed and adopted.
Alderman Schroeder introduced the following resolution which was read:
"WHEREAS, Section 209.15 of the Minnesota Voting Machine Law
requires that a custodian be appointed by the Common Council, to
prepare -voting machines prior to each election field.
S'O THEREFORE, Be it resolved by the Common Council of the City
of Rochester:
That the salary and compensation of the custodian of voting
machines in the City of Rochester, Minnesota, be and that the same

is hereby fixed, set and allowed at one and one-half of regular
hourly rate for hours beyond regular hours and that the said
salary.and compensation shall be paid from the General Fund of the
City of Rochester."
Upon motion by Thiem, second by Anderson, that the $aid resolution be
adopted as read, and ali voting in favor thereof, President Bach declared the
said resolution duly passed and adopted.

for employees in the City Engineer's Department for the ensuing official year,

That the salary and compensation of the following members
of the Police Department of the City of Rochester, hereinafter
named be and the same are hereby fixed, set and allowed as
follows during the ensuing official year.
1 Chief of Police $5,O40.00 .per year;
1 Asst. Chief of Police $4, 300.00 per year;
1 Captain of Detectives $4,020.00 per year;
3 Detectives, each $3,770.00 per year;
1 Sutp. of Juvenile Division $4,020.00 ;per year;
1 Asst. Supt. Juvenile officer(man) $3,770.00 per year;
1 Record Clerk $3,720.00 per year;
3 Captains, each $3,990.00 per year;
3 Desk Sargeants, each $3,700.00 per year;
Patrolmen with former experience,
each $3,500.00 per. year;
Provided that all policemen appointed who have not had
.previous experience as policemen shall receive a salary
and compensation in the amount of $ 90% for the first
6 months; 95% a month for the next 12 months; and
100% a month maximum.
Such salaries and compensation shall be paid from 'the Gene3al
Fund of said City in equal monthly installments, one half of the
monthly salary and compensation being payable on the''l6th day of
each month and the balance thereof on the last day of each
calendar month during the ensuing official year."
Upon motion by Brumm, second by Thiem, that the said resolution be

Alderman Anderson introduced `the following resolution whi"ch was read:
"Be it resolved by the Common Council of the City of Rochester,
Minnesota:
That the yearly salary and compensation of the following members
and positions in the Fire Department of the City of Rochester,
hereinafter named, be and the same is hereby fixed, set and allowed
as follows, during the ensuing official year:
1 Chief of Fire Department $5, 040.00 per year;
2 Assistant Chiefs, each $4,Oso.00 per year;
6 Captains, each $3,990.00 per year;
1 Supt. of Fire Alarm System $3,990.00 per year;
1 Mechanic $3,960.00 per year;
12 Drivers, each $3,590.00 per year;
1 Electrician $3,990..00 per year;
Firemen with foremer experience $3,500.00 per year.
Provided that all, -firemen appointed who have not had
previous experience as firemen, shall receive a salary
and compensation in the sum of 90% a month for the
first 6 months; 95% a month for the next 12 months;
and 100% a month maximum.
Said salary and compensation shall be paid from the Fire Protection
Fund, semiP-monthly; one half of the monthly salary and compensation
being payable on the 16th day and the balance thereof on the last day
of each calendar month during the ensuing official year."
Upon motion by Brumm, second by Davis, that the said resolution be
adopted as read, and all voting in favor thereof, President Bach declared the

April, 'in each year, shall establish a minimum wage scale for all
public works for the ensuing official year;.
SO THEREFORE, Be its resolved by the Common Council of the City
of Rochester, Minnesota;
That for and during the official year following the passage and
adoption of this resolution all contracts hereinafter entered into
for the purpose of performing any work or repair work an any roads,,
bridges, sewers, alleys, parkways, buildings, streets or any other
public work involving the improvement of public property shall be
made upon the basis that the wages paid skilled and unskilled labor
shall conform to the prevailing wages established by the unions,
representing such labor and various contractors for skilled and
unskilled labor."
Upon motion by Schroeder, second by Thiem, that the said resolution be
adopted as read, and -all voting in favor thereof, President Bach declared the
said resolution duly -passed and adopted.
Alderman Morris introduced a resolution approving salaries to be paid
by the Public Utility Board to their employees for the ensuing official year,
which was read.
Upon motion by Morris, second by Schroeder, that the said resolution
be adopted as read, and all voting in favor thereof except Aldermen Thiem and
Brumm who voted "no", President Bach declared the said resolution duly passed
and adopted.
Alderman Thiem introduced a resolution fixing salaries in the Public
Health & Welfare Department for the ensuing official year, which was read.
Upon motion by Brumm, second by Davis, that the said resolution be
adopted as read, and all voting in favor thereof, President Bach declared the
said resolution duly passed and adopted.
Alderman Anderson introduced a resolution fixing salaries in the Park
Department for the ensuing official year, which was read.
Upon motion by Thiem, second by Anderson, that the said resolution be
adopted as read, and all, voting in favor thereof, President Bach declared the
said resolution duly passed and adopted.
A.motion was made by Davis, second by Brumm, that* the Common Council
adopt a policy that new 'employees receive 90% of the base pay during the first
6 months and 95% of the base pay during the next 12 months. All voted in favor
of the motion.
Alderman Thiem made a motion that the custodians of the City Hall
recieve no percentage of the fees received from community room rentals, Alderman
Davis, seconded the motion and all voted in favor thereof.
City Attorney Hunt stated that he had talked with Mr. Harrismn, of the
Northern Natural Gas Company, who had offered to move the metering station on
the gas line to the new Sewage Disposal Plant from its present location to the
plant. Upon motion by Brumm, second by Schroeder, the matter was referred to the
City Attorney to draw an agreement between the,City of Rochester and the Northern

The request of the Drive In Theatre, at the interesection of Highways
No. 14 and 52, to use fire works display was read and upon motion by Thiem,
second by Schroeder, the City Clerk was instructed to return the letter to the
