of the City, of Rochester, Minn., May 19, 1952
Minutes of an adjourned regular meeting of the Common Council of the
City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in
said City, on May 19, 1952.
President Bach called the meeting to order at 7:30 o'clock P. M., the'
following members being present: President Bach, Aldermen Anderson, Brumm, Davis,
Morris, Schroeder and Thiem. Absent: None.
Upon motion by Davis, second by Morris, the minutes of the meetings of
May 2nd and May 5th, 1952 were approved.

President Bach stated this as being the time and place set for the
second hearing on the construction of sanitary sewers in the following streets:
llth Avenue S. E. from loth to 13th Street Southeast;
loth Avenue S. E. from 12th to 13th Street Southeast;
13th Street S. E. from loth to llth Avenue Southeast;
102 Avenue S. E. from 112 to 12th Street Southeast.;
112 Street S. E. from llth Avenue to the west line of
Gonderman & Thiel's Sub -Division;
10'th Street Southeast from llth Avenue, 300 feet west;
102 Street Southeast from llth Avenue, 145 feet west;
llth Street Southeast from llth Avenue, 152 feet west.
A letter from Mrs. Clara Postier protesting the construction of the said sewers
due to the excessive cost, a petition signed by 38 residents in the locality of
the proposed sewers, opposing construction of same on account of excessive cost
which is estimated at $7.25 per foot, and also a communication signed by Mr. and
Mrs. Owen D. Owens, Mr. and Mrs. James A. Claydcn and Richard Markham,
protesting an assessment for said sewers against Lots 5, 6, and 7 in Brookside
Sub -division, for the reason.that they already have sewer service were each
read. Others present at the meeting and interested in the project were heard and
upon motion by Davis, second by Brumm, the hearing on the project was continued
until the next regular meeting.
President Bach stated this as being the time and place set for the
second hearing on the construction of a sanitary sewer and watermain and grading
in.Westlawn Addition, Block 3 and in Mohn & Hodge Second Sub -Division. There was
no one present wishing to be heard.
President Bach stated this as being the time and place set for the
second hearing on the construction of a sanitary sewer and grading in 2nd Avenue
Northwest from 13th Street Northwest to the trunk line sewer in 132 Street
Northwest. There was no one present wishing to be heard.
President Bach stated this as being the time and place set for the
second hearing on the grading and oiling of the alley in Block 4, Riess Second
Addition. There was no one present wishing to be heard.
President Bach stated this as being the time and place set for the
second hearing on the construction of a curb and gutter on 12th Avenue Northeast
from loth to 14th Street Northeast. There was no one present wishing to be heard.

second hearing on the construction of a sanitary sewer and watermain in 15th
Street Northeast from 15thAvenue Northeast to the east line of Lot 10, Jane's
Addition. There was no one present wishing to be heard.
President Bach stated this as being the time and place set for the
second hearing on the construction of a curb and gutter on loth Street Southeast
from 1st to 3rd Avenue Southeast. There was no one present wishing to be heard.
President Bach stated this as being the time and place set for a hearing
on the proposed change of zoning of Lot 14, Block 32, Northern Addition from a 1
residential zone to a commercial zone. ' There was no one present wishing to be
heard. I
President Bach stated this as being the time and place set for a hearing
on the proposed change of zoning of Lots 1, 2 and 3-in Cook's Sub -Division from
a residential zone to a commercial zone. There was no one present wishing to be
heard.
President Bach stated this as being the time and place set for a hearing,
on the proposed change of zoning of the East 54 feet of the West 99 feet of Lots
8 and 9 and the west 45 feet'of Lots 8 and 9, in Block 9, Wm. McCullough's Addition.
from a multiple dwelling zone to a commercial zone. Mr. James Spillane, Attorney
repersenting,residents in the area of the requested zoning change, protested any
change in the present zoning as same would constitute spot zoning. Mr. Zaaubek
and Mr. Reid were present at the meeting and asked that the Council approved the
requested change. President Bach inquired as to whether protests were efitered
due to the fact that people felt the taxes would be increased if the property
vrere made commercial or whether they felt the change would depreciate the value
of their property. Mr. Spillane stated that his clients thought that a chnage to
commercial zone would possibly increase their taxes. President•Bach stated
further that he had consulted the City Assessor and as to whether or not a zoning
change in that area would increase the taxes on property abutting or nearby. The

assessor advised him that a chnage of zoning of the two pieces of property in
question would not effect taxes on other property in the area. A motion was made
by Anderson, second by Davis, that the recommendation of the Board of Zoning be
approved, All voted in favor of the motion.
President Bach stated this as being the time and place set for receiving
and opening bids for the construction of a sanitary sewer and watermain in
Betcher's Sub -Division. Upon motion by Davis, -second by Anderson, the Clerk was
instru'cted to open the bids. The bids of Carlisle G. Fraser in the amount of
$17,463.25-and Barbarossa & Sons, Inc. in the amount of $18,520.85 were each
received and opened and upon motion by Morris, second by Anderson, the bids were
referred to the Sewer and Water Committees and the City Engineer for tabulation

The recommendation of the Sewer and Water Committees that the bid of
Carlisle G. Fraser be accepted at the unit prices bid for the construction of a
sanitary sewer and watermain in Betcher's Sub -Division and checks returned to the
unsuccessful bidders was read and upon motion by Morris, second by Brumm, the
recommendation was approved.
President Bach stated this as being the time and place set for
receiving and opening bids for the construction of a curb and gutter in 9th Street
Northeast from 1st to 2nd Avenue Northeast. No bids were received. •
Mr. Raymond Wagoner, Dr. E. J. O' Shaughnessy, and Mr. T. J. Canney were
before the Council and asked for clarification in regard to a grading assessment
levied against their real estate. They were advised that the City had made one
assessment against the property for grading of streets but no other charge was
made by the City for any other grading expense.
Alderman Thiem stated that about ten years ago considerable work had
been done on the cleaning of Cascade Creek between 7th and 14th StrBers Northwest
and that he and Mr. Van Hook, Superintendent of Parks, had investigated the
matter of now cleaning willow brush, which was growing in the creek bottom. They
had determined that the most inexpensive way to handle the work was to kill the
brush by spraying. Upon motion by Thiem, second by Brumm, the matter was referred
to the Public Grounds Committee and the City Engineer to proceed with the work at
an expenditure not to exceed $75.00.
Mr. D. Haarstad, of the Park-O-Meter Company, appeared before the Council
with a proposition to ieplace worn meters on the present installed posts and upon
motion by Morris, second by Brumm, the matter was referred to the Police Committee
for recommendation.
The following communication was read and President Bach ordered that the
same be placed on file:

Gentlemen:
Wesolicite your permission to install curb and gutter on the
north side of the 140o block of Graham Court, Homestead Addition,
for lots No. 29 to 39 inclusive.
Homes are in the course of construction on lots 30,31,32,and
33. The Kruse Company ownd lots 30, 31, 33, 35 and 36. Lot No. 32
is owned by Vernon Williams. Lots No. 29, 34, 37, 39 and 39 are
owned by the Mayo Association. Our purpose in soliciting your
permission to make these installations is purely from the viewpoint
of expediting the work. It is our full intention and understanding
that all work is to be done in full accord with the City Engineer's
specifications and with their cooperation in establishing grades and
levels.
The'signers to this letter comprise all of the owners in this
entire block, and your approval to this request will be greatly
appreciated.

The recommendation of the Street & Alley Committee and the City Engineer
that the owners be granted permission to construct curb and gutter on the north

side of Graham Court from Durand Court to 15th Avenue Southeast, at their own
expense, all work is to be done according to City plans and specifications and
under the supervision of the City Engineer, was read and upon motion by Davis,
second by Morris, the recommendation was approved.
The recommendation of the Street and Alley Committee that the alley in
Block 5, Kutzkyls First Addition be graded and paved was read and upon motion by
Morris, second by Schroeder, the recommendation was approved.
The recommendation of the Sewer Committee that the sum of $375.00 be
appropriated from the Sewer Fund and paid to the Commissioner of Conservation as
the City's share of maintenance and operation of this gaging station for the
fiscal year ending June 30, 1953 was read and upon -motion by Morris, second by
Davis; the recommendation was approved.
The recommendation of the Police Committee and the Chief of Police that
the 1950 Kaiser Traveler Four Door Sedan, Serial No.* K 5015048624, License No.
TE 347-220, currently in 'use in the Police Department, be traded in and a new car
be purchased for the police department was read and upon motion by Morris, second
by Davis, the recommendation was approved.
The following recommendation of the Police Committee was read and upon
motion by Davis, second by Morris; the recommendation was approved and ordered
placed on file:
"To; The Common Council
From; The Police Committee
Re: Parking meters and loading zones
The following recommendations are submitted to the common
council for further discussion and action;
1. On the West side of broadway designate a.loading
zone in each block from center to fourth Street West
in the first stall south of each Fire Hydrant in the
middle of the block.
2. On the east side of broadway designate a loading
zone in each block from center to fourth West in the _
last stall of each.block.
3. Adjacent to bath loading zone on Broadway install
a 12 minute meter.
4. Install 4 twelve minute meters on the south side
of city hall
. Install one 12 minute meter in front of the Olmsted
County Bank and First Nat'l Bank
6. Install one 12 minute meter in the currently unused
driveway in front of the S. and M. Supply Co.
The following recommendations are submitted for the purpose of
improving the down town problem of loading zones and to.
further facilitate parking to down town patrons whose need
does not exceed a 12 minute park. .

Alderman Brumm inquired as to -what had happened to the matter of curb
parking in front of the .S & S Cafe .on 1st Avenue Northwest which had been referred

to the Police Committee. After further discussion a motion was made by Davis,
second by Morris, that the matter be referred to the Police Committee and the
Chief of Police with power to act. All voted in favor of the motion, except
Alderman Burmm who voted "no".
The following resolution adopted by the Public Utility Board was
read and the same was ordered placed on file:
"Be it and it is hereby resolved by the Public Utility Board
of the City of Rochester, Minnesota that the Common Council of the
said City be and is hereby requested to authorize the said Board
to enter into a contract with the ALLIS-CHALMERS MANUFACTURING
COMPANY for the furnishing, in accordance with specifications, of
THREE (7) S•TEP VOLTAGE REGULATORS, the total amount of the said
contract being THREE THOUSAND SIX HUNDRED THIRTY DOLLARS($3,630.00)
and the said Allis Chalmers Mfg. Co. being the lowest responsible
bidder meeting specifications."
The request of the Board of Public Health & Welfare for permission to
employ Miss Amelia Logar, R. N. as a public health staff nurse effective May 5,
1552 at a beginning salary of $275.00 per month, this employement is being made
to fill a vacant position, was read and upon motion by Anderson, second by Morris,
the said request was approved.
A letter from the American National Red Cross, Olmsted County Chapter,
inquiring as to the amount of fees for the community room rental during the time
the blood mobile unit was located in Rochester was read and upoh motion by
Anderson, second by Thiem, rental charges for the community room during the time
the unit was located in Rochester were cancelled.
A notice from the Minnesota Railroad and Warehouse Commission,Department
of Weights and Measures, that a Vehicle Scale Testing Unit would be in this
locality in the near future and that a check of the 100,000 lb. Howe Motor Truck
Scale could be made at that time and upon motion by Morris, second by Thiem, a
check of the said scales was authorized.
The City Engineer's preliminary estimatesfor construction of a sanitary
sewer and watermain in Betcher's Sub -Division in the amount of $17,474.00; for
construction of a sanitary sewer and watermain in 5th Street Northeast from 15th
Avenue Northeast to the east line of Lot 10, Jane!s Addition in the amount of
$5,090.90; for construction of the XXXXXXXXXXX Southeast sanitary sewer system
in the amount of $51,466.20 and for construction of a curb and gutter on 12th
Avenue Northeast from 9th to 14th .Street •Northeast in the amount of $6, 439.80 were
each read and President Bach ordered that the same be placed on file.
A letter from Mr. H. J. Kruse stating that in March, 1951 he had filed
a bill for damage claimed to his parked car and up to the present time had not
been notified of any action taken by the Council was read and upon motion by
Morris, second by Schroeder, the claim was referred to the City Attorney with
instructions to notify Mr. Kruse that sufficient evidence of damage to his car

by the City Engineerls Department had not been received which would warrant the
payment of the said claim.
The following petition signed by 29 people living in,the area where the
Sizer Grain Company is located was read and upon motion by Brumm, second by Davis,'

the Chief of Police was instructed to notify the Sizer Grain Company that in the
future future the parking and loading.of trucks in the public streets be discontinued:
"We the undersigned property owners petition the city of
Rochester to remove from their present.,locatio,n'_.the'-Sizer
Grain Co. and all of their trucks and semi -trucks from
South East Rochester on 4th ave. due to their unloading in
the street and having as many as 14 gemi trucks coming in
and out all hours of the day and night, which causes a i,
traffic hazard and nuisance day and night."
A communication•from the Board of Park Commissioners stating that they
did not understand that wages for city employees would be set on May 6 and
recommending adjustments in the salaries of certain employees was read and upon
motion by Brumm, second by Schroeder, the said communication was ordered placed
o-n file.
The recommendation of the Lighting Committee that the request of
.National Bushing &Parts Company for installing a light on the corner of 1st Ave..l,
Southeast and the alley and also one light be installed on 7t-h Street Northwest
between 2ud and 4th Avenue was read and .upon motion by Morris, second by Davis,
the recommendation was approved and the City Clerk was instructed to notify the
Light Department of the action.
The City Treasurer's statement of funds for the month of April, 1952
was read and the same was ordered placed on file.
The reports of the Clerk of Municipal Court for the week ending May 10,
1952 showing total criminal fines and costs collected $2,080.00' and .civil fees
received $5.70 and for the week -ending May'17, 1952 showing total criminal fines
and costs collected $1,179.00 and civil fees received $10.55, were each read and

having been approved by the City Attorney, President Bach ordered that.the same
be placed on file.
The applications of Clarence Akermant, Millard Wade and T. M. McDonnell
for license to sell cigarettes were each read and upon motion by Brumm, second by
Schroeder, -the licenses were granted.
The application of Gerald L. Regan for -a hot*air heating, air condition
ing and ventilating contractors license was read and upon motion by Schroeder„
second by Morris, the license was granted.
The application of Stan Hassig for a license to erect and maintain signs;
was read.and upon motion by Morris, second by Brumm, the license was granted.
The applications of William A. Ristow, Dana Eisenman, Arnold Edwards and
Frank Dinger for Journeyman Warm Air Heating, Ventilating and Air Conditioning

Workers License were each read and upon motion by Morris, second by Davis, the
licenses were granted.
The applications of Clarence Akermant, T. M. McDonnell and Willard Wade
for license to sell soft drinks were each read and upon motion by Morris, second
by Thiem, the licenses were granted.
The application of Carlisle G. Fraser for a license to connect with
sewers and drains was read and upon motion by Davis, second by Thiem, the license
was granted.
The application of Wayne F. Clark to sell beer at wholesale at 1204
North Broadway was read and upon motion by Thiem, second by Davis, the same was
referred to the License Committee and the City Attorney.
The applications of Roy Schermerhorn and Norbert Fitzpatrick for real
estate brokers license were each read and upon motion by Morris, second by Thiem,
the same were referred to the License Committee.
The surety bonds of James A. Waters in the amount of $2,000.00 with the
Maryland Casualty Company as surety; Carlisle G. Fraser in the amount of $1,000.00
with the United States Fidelity and Guaranty Company as surety; Vincent Huyber in
the amount of $1,000.00 with the Aetna Casualty and Surety Company as surety and
Gerald Regan in the amount of $1,000.00 with the Western Surety Company were each
read and upon motion by Thiem, second by Morris, the bonds were approved, the surety
thereon accepted and it was ordered that the same be placed on file.
The contract bonds of Neenah Foundry Company in the amount of $5,902.50
with the Travelers Indemnity Company as surety; Rochester Sand & gravel Company
in the amount of $3,600.00, Rochester Quarry Company in the amount of $3,900.00,
Gordon Winslow Company in the amount of $3,530.90 and Leon Joyce (5) in the
amounts of $1,482.50, $2,490.00, $3,011.00, $4,176.00 and $1,430.50 each with the
Western Surety Company as surety, were each read and upon motion by Thiem, second
by Morris, the same were referred to the Mayor for his approval.
The following unfinished business was presented to the.Council:
The request of the Anderson Wilson Enterprises for a permit to
establish public amplifier systems in the City of Rochester was again read and
upon motion by Brumm, second by Davis, the requested permit was granted.
The bill of Mr. S. Smith Fryer for damage claimed on his car after
striking a hole in the street was considered and upon motion by Davis, second by
Morris, the City Attorney was instructed to notify Mr. Fryer that not enough
evidence had been presented to warrant the payment of said claim.
Alderman Morris introduced a resolution accepting the bid of Carlisle G.

Upon -motion by Anderson, second by Brumm, that the said resolution be
adopted as"read, and all voting in favor thereof, President Bach declared the
said resolution duly passed and adopted.
Alderman Morris introduced a resolution accepting plans and snecifica-

tions and ordering bids for construction of a sanitary sewer and watermain in
5th Street Northeast from 15th Avenue Northeast to the east line of Lot 10, Janels,
Addition, which 'was read.
Upon motion by'Davis, second by Morris, that the said resolution be
adopted as read, and all voting in favor thereof, President Bach declared the
said resolution duly passed -and adopted.

Alderman Morris introduced a resolution accepting plans and specifica-
tions and'ordering bids for construction of a sanitary sewer and watermain on
12th Avenue Northeast from 9th to 14th Street Northeast, which was read.
Upon motion by Morris, second by Schroeder, that the',said resolution be;
adopted -as read, and all voting in favor thereof, President Bach declared the
said resolution -duly passed and adopted.
Alderman Schroeder introduced a resolution accepting plans and specifica-
tions and ordering bids for construction of a sanitary sewer and grading in 2nd
Avenue Northwest from 13th Street Northwest ,to the trunk line 'sewer in 132 Street 'I
Northwest, which was read.
Upon motion by Schroeder, second by Thiem, that the said resolution be
adopted as read, and all voting in.favor thereof, President Bach declared the
said resolution duly passed and adopted.
Alderman Thiem introduced a resolution ordering first hearing on the
grading and paving of the'alley in Block 5, xutzky's First Addition, which was
read.
Upon motion by Thiem, second by Anderson, that the said resolution be
adopted as read, and all voting in favor thereof, President Bach declared the
said resolution duly passed and adopted.
'Alderman Thiem introduced a resolution ordering bids :for furnishing one
patrol car for the Police Department, which was read.
Upon motion by Anderson, second by Brumm, that the said resolution be
adopted as read, and all voting in favor thereof, President Bach declared the
said resolution duly passed and adopted. ,
Alderman Davis introduced a resolution authorizing the Public Utility
Board to enter into contract with the Allis Chalmers Manufacturing Company, which
was read.
Upon motion by Brumm, second by Davis, that the said resolution be
adopted as read, and all voting in favor thereof, President Bach declared the
said resolution duly passed and adopted.

Alderman Thiem introduced a resolution appropriating $11,920.73 from the
General Fund and ordering payment made to Park Improvement Fund - $721.47; Sewer
Fund $2, 629. 23 and Street & Alley Fund - $9, 570.03, which was read.
Upon motion.by Davis, second by Morris, that the said resolution be
adopted as read, and all voting in favor thereof, President Bach declared the said
resolution duly passed and adopted.
Alderman Thiem introduced a resolution appropriating $2,646.63 from the
General Fund, $254.95 from the Fire Protection Fund, $12.10 from the Sewer Fund
and $245.00 from the Parking Meter Fund and ordering payment made to Continental
Oil Company- $1,194.73; Standard Oil Company- $555•83; Quality Printing Co.-$210.90;
David's Government Surplus-$225.00; Rochester Awning Company-$21.5.00; N. W. Bell
Telephone Co.-$411.00; Schmidt Printing Company-$346.22; which was read.
Upon motion by Morris, second by Schroeder, that the said resolution
be adopted as read, and all voting in favor thereof, President Bach declared the
said resolution duly passed and adopted.
Alderman Davis introduced a resolution appropriating $14,129.97 from the
General Fund, $2,471.57 from the Police Relief Fund and $421.95 from the Firemen's
Relief Fund and ordering payment made to Public Health & Welfare Fund, $14,129.97;
Karl Postier, Treas. of Police Relief, $2,471.57 and George Davis, Treas. of
Firemenis Relief Fund, $421.85, which was read.
Upon motion by Schroeder, second by Thiem, that the said resolution be
adopted as read, and all voting in favor thereof, President Bach declared the
said resolution duly passed and adopted.
Alderman Davis introduced a resolution appropriating $3,003.98 from
the General Fund, $2, 530.21 from the Street & Alley Fund, $11.70 from the Fire
Protection Fund, $313.92 from the Sewer Fund, $9.50 from the Bridge Fund,
$4,976.91 from the Lighting Fund, $10.40 from the Permanent Improvement Fund and
$359.20 from the Parking Meter Fund and ordering payment made to Street & Alley
Fund-$4, 194. 30, City of Rochester, P.U. , $5, 269. 45, Rochester Post Bulletin,
$967.70, Whiting Press, Inc. $477.50 and Socony Vacuum Oil Company, $306.57,-
which' was read.
Upon motion by Thiem, second by Anderson, ,that the said resolution be
adopted as read, and all voting in favor thereof, President Bach declared the
said resolution duly passed and adopted.
Alderman Davis introduced a resolution appropriating $956.66 from the
Street & Alley Fund and ordering payment made to Blacktop Maintenance Company -
$712.99 and Elgin Sweeper Company - $243.67, which was read.
Upon motion by Anderson, second by Brumm, that the said resolution be
adopted as read, and all voting in favor thereof, President Bach declared the

Sewer Fund -and ordering payment made to Elk River Concrete Products Company, which
was read. j

Upon motion by Brumm, second by Davis, that the said 'resolution be
adopted as read, and all voting in favor thereof, President Bach declared the'
said resolution duly passed and adopted.
Alderman Davis introduced a resolution appropriating $375.00 from the

Sewer Fund and ordering payment made to Val Bjornson, State Treasurer, which was

Upon motion by Davis, second by Morris, that the said resolution be
adopted as read, and all voting in favor thereof, President Bach declared the
said resolution duly passed &nd adopted.
Alderman Davis introduced a resolution appropriating $297.00 from the
Sewer Fund and ordering payment made to Carlisle G. Fraser, which was read.
Upon motion by Morris, second by Schroeder, that the :said resolution be,
adopted as read, and all voting in favor thereof, President Bach declared the
said resolution duly passed and adopted.. '

Alderman Davis introduced a resolution appropriating $4,954- 37 from the!

An Ordinance amending an Ordinance entitled, "An Ordinance for the
purpose of promoting health, safety, order, convenience, and general welfare by
regulating the use of land, the location,.size, use and heighth of buildings, and
the -arrangement of buildings on lots and the density of population within the
City of Rochester, Minnesota, all in accordance with a comprehensive plan", was
given its first reading.

voting in favor thereof, the rules were suspended and the Ordinance was given.

A plat of the following described lands to be known as Schlief's
Addition was presented to the Council and upon motion by Thiem, second by
Anderson, the same was referred to the Street & Alley Committee and the City
Engineer: "Commencing at center of 2nd Street S. W. in the City •
of Rochester, Minnesota where the west line of 16th Avenue
intersects, thence West 33 feet for place - of beginning:
running thence West 100 feet, thence North 167 feet,
thence•East 100 feet, thence South 167 feet to the place
of beginning."
Alderman Brumm recommended that parking be permitted only on one side
of 1st Street Southwest from 5th to llth Avenue Southwest and upon motion by Brumm,
second by Morris, the matter was referred to the Police Committee and the Chief of
Police.
The matter of closing the housing project at the fairgrounds was
discussed and upon motion by Davis, second by Thiem, the ,City Attorney was
instructed to notify those living there at the present time to vacate by July 1,
1952.
Alderman Schroeder recommended that parking of cars be prohibited on

the Police Committee and the Chief of Police with power to act.
President Bach recommended that.a hand rail be installed at the West

entrance of the City.Hall, both outside and inside of the entrance doors, if
necessary. A motion was made by Thiem, second by Davis, that the matter be
referred to the Public Grounds Committee with power to act.
Acting Fire Chief Everett of'the Fire Department stated that a firemen's'
conference was to be held at Pequot bakes on June 9, 10 and 11 and asked
perfnis.sion for himself and two men fPom the department to attend and upon motion

by Davis,.s'econd by Morris, three members of the department were authorized to
attend at City expense.
The' City Engineer asked permission to grade the lots from which the
Fawcett and Pougiales houses had been moved and construct cement work and paving
on the drive to the North entrance of the auditorium, also to black top that part
of the area which,would be used asa parking space, and install curb and gutter
on the south side' of the -parking area, the estimated cost to be, $11,000.00. Upon'
"motion by Davis, second by Brumm, the*same was referred to the Street & Alley

Committee.
The City Engineer stated that a.pile of debris was left.on the North
side of the old clinic building on 1st Street Southwest and the south side of
the Colonial Hospital on West Center Street. A motion was made, by Davis, second
by Thiem, that a letter be addressed to the Clinic 'and the gahl,er Corporation
requesting that the sand other debris be removed from these spaces.
The report of an inspection of the building located on the Williams
Property on'the corner of 3rd Street and 1st Avenue Southwest, by Garnet Spring,
Building Inspector and Frank Everett, Acting Fire Chief, stating that the building
was in need of repairs due to the age and construction and would not warrant the
cost of a complete repair job was read and Presid"ent.Bach ordered the'same placed
on file.
