Minutes of a special meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City,
on August 6, 1952.
President Bach called the meeting to order at 7:50 o'clock P. M., the'
following members being present: President Bach, Aldermen Anderson, Brumm,
Davis, Morris, Schroeder and Thiem. Absents, None.
The call of the special meeting was` -read and President Bach ordered
the same placed on file, the said meeting having been called for the purpose of
considering the construction of a curb and gutter on the east side of 2nd Avenue
Southeast from the north end of the Mayo Park Bridge,'north to :the new curb and
gutter inplace near the north line of 1st Street Southeast and any other business
the said Common Council may deem proper.
After the cell of the meeting was read President Batch stated the
dedication of the Mayo Memorial was set for September 27, 1952 and that the
proposed curb and gutter work on 2nd Avenue Southeast had not been installed up
to the present date. The construction of the proposed curb had been discussed
by the Council on previous occasions and at those times it was felt that funds -
were not available to complete the job. President Bach continued by stating that
he had received calls from members of the Memorial Association asking that the
curb be installed prior to September 27, and that he felt that it was fitting and,
proper that it should be done by that time.
Alderman Thiem stated that he had checked City finances available for
the work and had found that 20% of the cost could be paid from the Bridge Fund
but funds were not available for the balance of the construction costs. The City
Engineer was aEked how much the work would cost and gave an estimate in the amount
of $2,500.00 and stated further that it would be possible to complete the work
by September 25, 1952.
Alderman Anderson stated that he had also checked the City's finances
and thought that the work could be done.' Alderman Schroeder then asked who the
property belonged to and was informed that it belonged to the Park Department. He
then asked why the Park Department had not installed the curb and
gutter previous
to this time. Alderman Brumm then advised the Council that the. Park Board did not
have available funds to install the proposed curb. Mr. Paul Grhssle, President
of the Board of Park Commissioners was present and was questioned at to whether
or not it would be possible for the Park Board to help, with the expense of
installing the said curb. He stated that the Park Board could not stand the
expense which would be involved in building the curb and gutter in question. He
further stated that if the curb and gutter were not installed it would spoil the
program as planned.

Alderman Anderson introduced a resolution ordering bids for the constr-
uction of a curb and gutter on the east side of 2nd Avenue Southeast from the north
end of the Mayo Park Bridge, north to the new curb and gutter inplace near the
north line of lot Street Southeast and upon motion by Anderson, second by Davis,
and all voting in favor thereof except Alderman Brumm who voted "no", President
Bach declared the said resolution duly passed and adopted.
Upon motion by Anderson, second by Davis, the following items of
business were presented to the Council.
Mr. Paul Grassle presented a petition signed by Gustave H. Glinke,
Verna E. Glinke and Laura A. Grassle requesting that the following described
property be annexed to the City of Rochester;
"The west half of Lots 112, 113, 1149 115 and 116 in Belmont,
an addition to the City of Rochester, lying in the Northeast
quarter of Section No. three in Township No. 106 north of
Range 14 West, according to the recorded plat thereof on
file in the office of the Register of Deeds in and for said
county; together with the vacated alley abutting said
premises.on the west."
Upon motion by Thiem, second by Morris, the City Attorney was instructed
to prepare an Ordinance annexing the above described property to the City of
Rochester, to be presented at the meeting of the Common Council to be held on
August 25, 1952,
The proposal of C. C. Pagenhart for the construction of the proposed
Mayo Civic Auditorium Store -Room Addition in the amount of $15,500.00 was read.
Alderman Anderson introduced a resolution authorizing the Park Board
to enter into contract with C. C. Pagenhart for the construction of a store -room
addition to the Mayo Civic Auditorium and upon motion by Davis, second by Morris,
and all voting in favor thereof, except Alderman Thiem who voted "no". President
Bach declared the said resolution duly passed and adopted.
Upon motion by Davis, second by Brumm, the meeting.was adjourned.
