Proceedings of the Common Council of the .City of..Rochester, Minn., November 17_, 1.9 52 1 L • 1 40 Minutes of an adjourned regular,meeting of the Common Council of the �I City of Rochester, Idinnesota,- held in the Council Chambers in the City Hall, in said City, on November 17, 1952. President Bach called the meeting to order -at 7:30 o'clock P. M., the following members being present: President Bach, Aldermen Brumm, Davis, Morris, Schroeder and Thiem. Absent: None. Upon motion by Davis, second by Morris, the minutes of the meetings of October 20 and November 3, 1952 were approved. President Bach stated this as being the time and place set for the following hearings: First hearing on the construction of a sanitary sewer in 2nd Avenue Southwest from 1st Street Southwest to Center Street. There ,was no one present wishing to be heard. First hearing on the construction of a sanitary sewer in'West Center Street from Broadway to 2nd Avenue Southwest. Mr. Paul A. Grassle was present at the meeting and protested an assessment against the Carlton hotel property and adjoining property for th4 construction of an additional sewer, stating that the property in question now already has sewer service. Second hearing on the surfacing of 12th Street Northwest from 2nd to 4th Avenue Northwest. There was no one present wishing to be heard. Second hearing on the surfacing of lgth Avenue Northeast from 9th Street to 150 feet north. There was no one present wishing to be heard. Hearing on the proposed change of zoning of Lots 4 and 5, Block 34, +i Northern Addition from a residential to a commercial zones There was no one present wishing to be heard. Hearing on the proposed change of zoning of Lot 5, Block 24, Northern Addition from a residential to a commercial zone. There was no one present wishing to be heard. .President Bach stated this as being the time and place set forreceivingii i anal opening bids for furnishing two patrol cars for use in the Police Department. ;I • is Upon motion by Davis, second by Schroeder, the CitY Clerk was instructed to open i' the bids received. The bids of Queen City Motors in the amount of $1,100.00 and ' r! and Universal Motors -in the amount of $1,174.76 were each received and upon r motion by Morris, second by Schroeder, 'the same were referred) to the Police 1; �I Committee and the Chief of Police for recommendation. h Presidd.nt Bach stated this as being.the time and place set forreceivir_g� and opening bids for furnishing school crossing signals. Upon motion by Schroeder:, second by Morris, the City Clerk wqs instructed to open the bids received. The bids of Crown Signals, Inc. in the amount of $2, 4 . iI 75 00, H & H Electric Company ji Record of Official Proceedings of the Common Council of the City of Rochester, Minn., November 17, 1952 in the amount of $4, 448.00, H. B. Allen, Inc. in the amount of $2, 497. 70 and '.Lehn Electric Company in the amount of $2,725.00 were each received and upon motion by Schroeder, second by Thiem, the same were referred.to the Police Committee, the Chief of Police and the City Engineer. The recommendation of the Police Committee and the Chief of Police that the bid of Queen City Motors in the amount of $1,100.00 for furnishing two police cars be accepted was read and upon motion by Davis, second by Morris, the recommendation was approved. The recommendation of the Police Committee, the Chief of Police and the City Engineer that the bid of Crown Signals, Inc. in the amcunt of $2,475.00 for furnishing school crossing signals be accepted was read and upon motion by Morris, second by Schroeder, and all voting in favor thereof except Alderman Brumm, who voted "no", the recommendation was approved. Mr. Robert D. Swanson of 1404 - loth Street Southeast was present and protested the assessment for sewer and water levied against his property, stating that it had been levied on the basis of sewer and water for three building lots. Upon motion by Davis, second by Thiem, the City Clerk was instructed to prepare a resolution ordering a hearing on there -assessing of sewer and water improvements in Betcher's Addition. The three following resolutions adopted by the Public Utility Board were each read and President Bach ordered that the same be placed on file: "Be i.t and it is hereby resolved by the Public Utility Board of the City of Rochester, Minnesota, that the Common Council of the said City be and hereby is requested to authorize the said Board to enter into a contract with the POWER SERVICE CORPORATION, for the furnishing and installation of A Piping System, in accordance with Div. 11Un of specifications, the total amount of the said contract to be ONE HUNDRED SEVENTY SIX THOUSAND FIVE HUNDRED DOLLARS ($176,500.00), and the said Power Service Corporation being the lowest responsible bidder." "Be it and it is hereby resolved by the Public Utility Board of the City of'Rochester, Minnesota, that the Common Council of the said City be and hereby is requested to authorize the said Board to enter into a contract with the MAC ARTHt1R COMPANY, for the furnishing of Insulation Work On Piping, in accordance with Div. 'IT" of specifications, the total amount of the said contract to be ELEVEN THOUSAND SEVEN HUNDRED FOUR DOLLARS $11,704.00), and the said MacArthur Company being the lowest responsible bidder.21 "Be it and it is hereby resolved by the Public Utility Board of the City of Rochester, Minnesota, that the Common Council of the said City be and hereby is requested to authorize the said Board to sell 80,000 pouxids of junk castings to WILBUR JENNINGS, for a total amount of TWELVE HUNDRED THIRTY TWO DOLLARS AND THIRTY CEITTS ($1232.30), and the said Wilbur Jennings being 'the highest responsible bidder.11 A report by the Railroad and Warehouse Commission on the findings of fact and order in the matter of the application of the Rochester Bus Lih-e, Inc. for an increase in fares was read and ordered placed on file. I ell, The following resolution adopted by the Board of Education was read and the same was ordered placed on file: ' "BE IT RESOLVED, by th.e Board of Education of School District II Number Eight (8) in Olmsted County, Minnesota, being the {' j! school district included in,the limits of the City of Rochester, ! !; Olmsted County, Minnesota, that there be, and is hereby levied ii upon all taxable property in said district a special school tax for: if Maintenance .$1,0901000.00 Capital Outlay 192,000.00j 1 Debt Service 98, 700.00 or a grand total of one million, three hundred seventy-one thousand, six hundred dollars ($1,371,600.00) for the use of said I I' district, and the Clerk of said. The reports of .the Clerk of Municipal Court for the week ending November 9,.1952 showing total criminal fines and costs collected $1,063.00 and civil fees received $3.05 and for the week ending November 15, 1952 showing total criminal fines and costs collected $957.00 and civil fees received $3.05„were each read and having been approved by the City Attorney, President Bach ordered that the same be placild on file. The report of the City Engineer for the month of October, 1952 was read and ordered placed on file. • The report of revenue and expenditures in the Park Improvement Fund for the month.of October, 1952 was read and President Bach ordered that the some be plac4d on file. The application of Wesley Jameson for license to erect and maintain signs was read and upon motion by Thiem, second by Brumm, the same was referred to the License Committee and the Building Inspector. The applications of Cooperative Oil Employees Club and William J. Ranfranz for license to sell cigarettes were each read and upon motion by Morris, second by Brumm, the licenses were approved. The surety bonds,of Wesley Jameson in the amount of $1,000.00 with the Hartford Accident and Indemnity Company as surety and Dodge Lumber & Fuel Company in the amount of $1,300.00 with the Travelers Indemnity Company as surety were each read and upon motion by Brumm, second by Thiem, the bonds were approved, the surety thereon accepted and the same were ordered placed on file. Upon motion by Davis, second by Brumm, the City Clerk was instructed to mail a copy of unfinished business after each meeting to each member of the Council. The following resolutions were introduced, read and unanimously adopted except There "no" votes are noted: Resolution accepting bid of queen City Motors for furnishing two patrol i cars for use in the Police Department. Upon motion by Schroeder, second by Morris, resolution adopted. Resolution accepting bid of Crown Signals, Inc. for furnishing equipment for school crossing control signals. Upon motion by Morris, second by Schroeder, and-all'.voting_°in<'.favor thereof except Alderman Brumm who voted "no", resolution adopted. Resolution levying special assessments for garbage collections for year 1972. Upon motion by Brumm, second by Davis, resolution adopted. Alderman Thiem moved , that the matter be referred to the Street-& Alley Committee and his motion was - seconded by Alderman Schroeder. Aldermen Morris, Schroeder and Thiem voted 11yes11 and Alderman Brumm and Davis voted "n_o°. reading. An_ Ordinance -amending the Zoning Ordinance No. 558, was given its first An Ordinance-amanding the Traffic Ordinance, No. 698, was given its first reading. Alderman Davis moved that -an ordinance creating the office of Co-Ordinatpr for,the City of Rochester -be given its second reading. No second to the motion was received and president Bach declared -the -motion lost for want of a second. Mayor Glenn 0. Amundsen was present -at the meeting and requested that•the Council reconsider an action taken at the meeting of -November 3, 1952 which dis- continued.the salary of his secretary as of that date. Upon motion by Davis, second by Thiem, the above mentioned action of the Council was rescinded,,and upon roll call all voted in favor of the motion. The Mayor's -emergency ordQr for the work and material•necessary to repair a Westinghouse Turbine at the Electric.Light Plant was read and upon -motion by Davis, •second- by. Thiem, the same was .approved. The following claims were read and upon motion by Morris, second by Schroeder, the same were approved and the Mayor and City Clerk were authorized and directed to draw warrants upon the Clity Treasurer and make payments accordingly: From the General Fund: H.
