M., the ;i �t following members.being present: President Bach, Aldermen Davis, Morris, Schroederl, Thiem and Whiting. Absent: Alderman.Brumm.: The call of the special meeting was read and President Bach ordered thati . II the same be placed on file, the;said meeting having been called for the purpose j! of discussing legislation regulating the cooking of garbage and flood control and ;! • I enabling legislation pertaining to same, and any other business the said Common j Council may deem proper. i I' Alderman Morris stated that he had discussed with Senator Walter Burdicki:. �i a bill in the State Legislature known as H.F. 543 and S.F. 425, which would govern,! the feeding of garbageito livestock and poultry and would•requ:ire the thorough i cooking of garbage before same is fed. Senator Walter Burdick and Reppesentative j Leo D. Madden were resent at the meets ! p meeting and explained the proposed bill to the I members of the Council. Also Dr, L. A. Weed, President of the Public Health & j! Welfare Board, and Mr. Thomas Wall, Engineer for the Health Department, were _ li ; present. After hearing discussion on the matter and the recommendation of the i I Health Board that the legislation be enacted, a motion was made by Thiem, second b Morris that the Council Y , go on record as being in favor of the proposed bill �I and that the effective date be January 1, 1954. This recommendation was made be- ;I cause the passage of the proposed legislation may impose an additional cost in thej; disposal of garbage, which raises the question of alternate economic and suitable method for the disposal of garbage from the City of Rochester and the selection of such method would necessarily require time for survey, development of engineering Ii and financing plans for garbage disposal. The matter -of legislation which would enable the Common Council to issue �I energency bonds in cases of disaster or emergency was discussed and upon motion by ii Schroeder, second by Davis, the Council went on record do being in favor of such �j enabling legislation by the State Legislature, Alderman Davis suggested that a Committee with powerlto act, consisting of Alderman Schroeder, Alderman Morris and himself, be appointed to communicate with our State Representatives regarding the legislation.' Upon motion by Davis, second by Thiem, the meeting was adjourned until j' 3;00 o'clock P. X. on Wednesday, February 25, 1953. I City Clerk i i; Y
