Minutes of an adjourned regular meeting of the Common Council of the
City of Rochester, Minnesota, held in the Council Chambers, in the City Hall in
said City, on Pebruary 25, 19539
President Bach called the meeting to order at 3:00 o'clock P. M., the

following -members -being present: President Bach, Aldermen Brumm, Davis, Morris,
Schroeder. Thiem and Whiting. Absent:. Hone.
A notice of personal injury to Mrs. Kirmis of 212 - gth Avenue N. W.
was read and upon motion by Davis, second by Thiem, the.same was referred to the
City Attorney and the Street & Alley Department.
The following recommendation of the Planning & Zoning Commission was.

Ati our last meeting, the matter of duplex residences
and other multiple dwellings providing off-street parking
for cars owned by tenants was discussed...
The Commission voted unanimously ,as ;favoring -an
ordinance of this nature and also recommended that the
ordinance include dwellings that would be converted into
multiple dwellings. .

Discussion was held as to what action would be necessary..to..control the parking of
cars in the streetsg and as to what type of permit would be necessary to require
parking space at the time a permit was issued for.construction. Upon motion by
Davis, second by Schroeder, the recommendation was referred to Alderman Whiting
and the Building Inspector to study the matter and bring a report to the Council.
A recommendation from the Planning & Zoning Commission that a tentative
plat of property in Northwest Rochester owned by Bielenberg,and Ge3se be
returned to them for further consideration and study for the disposal of water
and the elimination, if possible, of a service drive was read. The City Engineer
stated that the matter had already been taken up with the owners of the property
and had been taken care of. The recommendation was ordered placed on file.
The application of the Vets Cab Company for transfer of Taxicab
license No. 6 from a 1951 Plymouth with License No. 216-522 to a 1953 Plymouth
with License No. 916796 was read and upon motion by Schroeder, second by Morris,
,the transfer was granted.
The applications for OOff Sale" intoxicating liquor licenses of
Ralph Max Graen, Joe Daly Sr. and Joseph R. Daly, Leo A. Huey and Gene P. Huey,
Roy Bennett, Arthur Glasenapp and Ross Mayhood, Edward Livingston and Norman
Wyatt, Chris Margelloe; Michael J. Kit$man, Andrew C. Chafoullos, Donald W.
McConnell and Sam Golob, were each read and upon motion by Morris, second by
Thiem, the licenses were granted, subject to the approval of the State Liquor

motion by Morris, second by Thiem, the bonds.were approved, the surety thereon
accepted and the same were ordered placed on file.
The members of the Council then proceeded to canvassthe election returns
of the Primary Election held on February 24, 1953• Section 209.17 of the it
i,
election laws of the State of Minnesota- requires that the counters of each votingi�
machine used at the said election be inspected by the members of the Council and
the tally thereon be checked with the return sheets submitted',by the election
judges.
Alderman Morris introduced the following resolution which was read and �{

upon motion by Brumm, second by Davis, the resolution was adopted:. I

"Be it resolved by the Common Council of the City of Rochester, Minnesota:
That the following tabulated statement of the number of votes cast for each
person at the Primary Election held on the 24th,day of February, A.D. 1953, in the City
of Rochester, Minnesota, as determined by said Common Council on the canvass of the
returns of the said Primary Election made this 25th day of February, A. D. 1953, and that
the said tabulated statement is hereby declared to show the results of the said Primary
Election:

Be it further resolved by the said Common Council:
That Adolph M. Bach and Claude H. McQuillan are hereby declared to be candidates
for Mayor of the City of Rochester, Minnesota, at the, Charter Election to be held -on
March 10, 1953• -
That Leo C. Anderson and Willis Tulare are hereby declared to be candidates for
Alderman of the First Ward of the City of Rochester, Minnesota, at the Charter Election to
be held on March 10, 1953•
The City Clerk of said City is hereby instructed to cause the names of the said
persons to -be printed as candidates for the respective -offices upon the official ballots
at the coming Charter Election to be held March 10, 1953,11

First heating .on the construction of a curb and gutter on 9th Avenue
Northwest from 7th to 14th Street Northwest and on loth Street Northwest from_9th
ito loth Avenue Northwest. A protest against the construction of the said curb
and gutter signed by 39 residents of abutting property was read and ordered placed
on file.
First hearing on the construction of a curb and gutter on loth Avenue
Southeast from 6th to Sth Street Southeast,

Northwest from the Chicago Northwestern Railroad to 7th Street Northwest. There
was no one present wishing to be heard.
The following resolutions were introduced and read and President Bach
declared the same unanimously adopted:
Resolution appropriating $19606.77,from the Park Improvement Fund,
$433,51 from the Lighting Fund and i855.78 from the Sewer Fund and ordering
payment made to Mayo Civic Auditorium Revolving Fund, $1.003.94, City of Rochester.
!Public Utilities, $1,036.;4 and Carlisle G. Fraser, $855.78. Upon motion by
Davis, second by Brumm, resolution adopted.
Re Resolution ordering plans and specifications and 2nd hearing on'the
construction of a curb and gutter on 9th Avenue Northwest from 7th to 14th Street
Northwest and on loth Street Northwest from 9th to loth Avenue Northwest. Upon
motion by Thiem, second by Morris, resolution adopted.
Resolution ordering plans and specifications and 2nd ?tearing on the

Southeast. Upon motion by Morris, second by Schroeder; resolution adopted.

Southwest. Upon motion by Thiem, second by Brumm, resolution adopted.
