Minutes of an adjourned regular meeting of the Common Council of the City of Rochester,
j' Minnesota, held in the Council Chambers, in the City Hall, in said City, on March 11, 1953•
President Bach called the meeting to order at 3:30 o1clock P. M., the following members
being present: President Bach, Aldermen Brumm, Davis, Morris, Schroeder and Thiem. Absent:
Alderman Whiting.
Upon motion by Morris, second -by Thiem, the minutes of the meeting of March 2, 1953 Rere-

President Bach stated.this as being the time and place set for the following hearings: .

Second hearing on the construction of a curb and gutter on 9th Avenue Northwest from 7th
to 14th Street Northwest.ar_d on loth Street Northwest from 9th to loth Avenue Northwest. There
was no one present wishing to be heard. !

Second hearing on the construction of a curb and gutter on 4th Avenue Southwest from 3rd
to 4th Street Southwest. There was no one present wishing to be heard. !'
j Second hearing on the construction of a curb and gutter on 13th Avenue Southeast from
East Center Street to 2nd Street Southeast. There was no one present wishing to be heard..
Second hearing on the construction of a curb and gutter on 2nd Avenue Northwest from 5th
to 6th Street Northwest. There was no one present wishing to be heard.

i, Chicago Northwestern Railroad to 7th Street Northwest. There was -no one present wishing to be
heard.
Second hearing on the construction of a curb and gutter on 10th.Avenue Southeast from 6th
to 8th Street Southeast. There was no one present wishing to be heard.
Upon motion by Schroeder, second by Morris, the hearings on the above projects for.curb
and gutter
were continued until the meeting to be held on Monday, March. 23,'1953 at 7:30
o'clock P.
M.
The
application of Howard Unger for a permit to move a building on South Broadway from the ;
roundhouse
to Highway No. 14 South was read and upon motion by Schroeder, second by Davis, the
permit was
granted, subject to the approval of the Building Inspector.
The
apblication'of the hysne Construction Company for a permit to move a house from 211'-
3rd Avenue
Southwest to 1804 - 5th Street Southwest over the following route was read: !'
"From 211 - 3rd Ave. S.W., to 2nd Street S.W., thence
west on 2nd Street S.W. to Highway 52,,thence south
to 5th Street S.W., thence west to 1804 - 5th Street
S.W.
Upon motion by Morris, second by Davis, the request of the hysne Construction Company was granted,
same to be
done under the supvervision of the Building Inspector and the Chief of Police. j
The
members of the Common Council then proceeded to canvass the election returns of the
Charter Election held on March 10, 1953 by comparing same with the counters on each voting
machine as
required by Section 209.17 of,the election laws of the State -of Minnesota:

Alderman Thiem introduced the following resolution which was read and upon motion by
Davis, second by Morris, the resolution was adopted!
"Be it resolved by the Common Council of the City of Rochester,
Minnesota:
That the following is a tabulated statement and list of the number of votes
cast for each person at the Charter Election held March loth, 1953, in the City of
Rochester, Minnesota, as determined by said Common Council, on the canvass of the
returns of said election made the llth day of March, 1953, the said statement is
hereby declared to show the result of said election.

That Claude H. McQuillan is hereby declared to be elected to the office of t
Mayor of the City of Rochester, at the Charter Election held March 10 1953s to hold
office for two years and until his successor is elected and qualified;
That Marvin W. Price is hereby declared to be elected to the office of City
Assessor of said City, at the Charter Election held March 10, 1953, to hold office for
two years and until his successor is elected and qualified;
That Karl H.' Postier is hereby declared to be elected to the office of City
Treasurer of said City, at the Charter Election held March 10, 1953, to hold office for
one year and until his successor is'elected and qualified;
That William S. LaPlante is hereby declared to be elected to the office of
Justice of the Peace, styled "City Justice", of said City, at the Charter Election held.
March 10, 1953, to hold office for two years and until his successor is elected and
qualified;
That Leo C. Anderson is hereby declared to be elected to the office of Alderman
of the First Ward of said City, at the Charter Election held March 1.0, 1953, to hold
office for two years and until his successor is elected and qualified;
That A. G. Whiting is hereby declared to be elected to the office of Alderman
of the Second Ward of said City, at the Charter Election held March 10, 1953, to hold
office for two years and until his successor is elected and qualified;
That Archie M. Ackerman is hereby declared to be elected to the office of
Alderman of the Third Ward of said City, at the Charter Election held. March 10, 1953,
to hold office for two years and until his successor is elected and qualified;

SO THEREFORE, Be it resolved by the Common Council of the City of Rochester,

That Earl Wolfe is hereby declexed to be elected to the office of Justice of
Peace of the First Ward of said City, at the Charter Election held March 10, 1953, to
hold office for two years and until his successor is elected and qualified;
That there is hereby declared to be a tie vote for the office of Constable of
the First Ward of said City;
That there is hereby declared to be a tie vote for the office of Constable of
the Second Ward of said City;
That there is hereby declared to be a tie vote for the office of Justice of
Peace of the Third Ward of said City.11
The following resolutions were introduced and read and President Bach declared the
same unanimously adopted:
Resolution accepting plans and specifications and ordering bids for construction of a
curb and gutter on loth Avenue Avenue Southeast from 6th to 8th Street Southeast. Upon motion by
Morris, second by Schroeder, resolution adopted.
Resolution accepting plans and specifications and ordering bids for construction of a
curb and gutter on 6th Avenue Northwest from Chicago N. W. Ry. to 7th Street Northwest. Upon
motion by Bramm, second by Morris, resolution adopted.
Resolution accepting plans and specifications and ordering bids for construction of a
curb and gutter on 2nd Avenue Northwest from 5th to 6th Street Northwest. Upon motion by Schroeder,
second by Thiem, resolution adopted.
Resolution accepting plans and specifications and ordering bids for construction of a
curb and gutter on 13th Avenue Southeast from East Center Street to 2nd Street Southeast. Upon
motion by Thiem, second by Davis, resolution adopted.
Resolution accepting plans and specifications and ordering bids for construction of a
curb and gutter on 4th Avenue Southwest from 3rd to 4th Street Southwest. Upon motion by Davis,
second by Morris, resolution adopted.
Resolution accepting plans and specifications and ordering bids for construction of a
curb and gutter on 9th Avenue Northwest from 7th to 14th Street and on loth Street Northwest from
9th to loth Avenue Northwest. Upon motion by Morris, second by Davis, resolution adopted.
Resolution appropriating $364.50 from the General Fund, $128.43 from the Sewer.Fund,
'$743.50 from the Park Improvement Fund and $46.30 from the Lighting Fund and ordering payment
made to City of Rochester, Public Utilities. Upon motion by Brumm, second by Morris, resolution
'adopted.
Resolution appropriating $1,048.53 from the General Fund; $7,391.81 from the S & A
Fund; a40.75 from the Fire Protection Fund; $912.34 from the Sewer Fund; $882.60 from the Bridge
Fund; $88.40 from the Permanent Improvement Fund; $993.08 from the S.D. P. Fund and $1.60 from
the Parking Meter Fund and ordering payment made to N. W. Bell Telephone Company, $414.43;
P. I. R. Fund, $6,967.18 and Street & Alley Fund, $3,977.50. Upon motion by Schrader, second
by Thiem, resolution adopted.
Resolution appropriating $1,312.70 from the General Fund; $297.30 from the S & A Fund;
$2,526,90 from the P.I.R. Fund and $480.45 from the Seger Fund end orddring pvZment made to
'Alvin E. Benike, $487.00; Rochester Post Bulletin, $825.70; Gordon Winslow Company, $297.30;
Street & Alley Fund, $2,526.90; Carlisle G. Fraser, $480.45 and Rochester Quarry Company,
$213.76. Upon motion by Davis, second by Morris, resolution adopted.
