Minutes.of an adjourned. regular meeting of the Common Council of the -City
of Rochester, Minnesota, held in the.Council.Chambers in the.City Hall, in said
City, on March 23, 1953-
President Bach called the meeting to order at 7:30 o'clock P. M., the
following members being present: President Bach, Aldermen Brumm, Davis, Morris,
Schroeder and Thiem. Absent: Alderman Whiting. '
Upon motion by Schroeder, second by Morris, the minutes of the meeting of
March 11, 1953 were approved.
President Bach stated this as being the time and place set for a hearing
on the proposed change of zoning from a residential.to a commercial zone of the
following described property:
"Commencing at the Northeast corner of Lot 33, Auditor's
Plat "A", thence South 200 ft., thence Southwesterly
723,9 ft., thence Northerly 410 ft, to the north line of
said Lot 33, thence East 940.3 ft. to beginning and also
Lot 3, Bilmar Addition".
There was no one present wishing to be heard. A report from the Planning and.
;.Zoning Commission that they could not intelligently accept the change in zoning
of the above described property from residential to commercial until the owner
submitted a detailed plat showing the.proposed development of the area was read
and ordered placed on file.
President Bach stated this as being the time and place set for a hearing
on the proposed change of zoning from a residential to a multiple dwelling zone
of Lot 11, Block 2, of Riess -is Sub -Division. There was no one present wishing to
be heard.
Mr. Reward Welch and other members of the Cascade Town Board appeared
,before the Council and complained that much paper and rubbish littered the road
between the City and the dump grounds. A motion was made by Schroeder, second by
'Brumm, that the matter be referred to the Police Committee and the Chief of Police
with power to act in enforcing the ordinance covering the-hhuling of rubbish.
Alderman Davis again presented the matter of annexing lands Nest of the
City and holding an election to determine whether residents in the area wished to
be annexed or not. Also residents from the area who were in favor of the annexing
,of the said lands and those opposed to the annexation were heard. Alderman
Schroeder moved that a complete study be made by all committees involved in the
study of the proposed annexation and that a complete report as to the cost of
improvements to the property owners and to the City and as to what plans would be
made for schools. No second to the motion was recieved. A motion was then made
by Alderman Davis, second by Alderman Brumm, that the Council consider a resolution
on April 13, 1953 ordering a date for an election to determine as to whether or not
residents in that area wished to be annexed to the City. Upon roll call Aldermen
Brumm and Davis voted in favor of the motion and Aldermen Morris, Schroeder and

.Rochester Ready Mix Concrete Company for furnishing the season supply of ready
mixed concrete for use in the City Engineer's Department be accepted was read and
upon motion by Thiem, second by Brumm, the recommendation was approved.
The recommendation of the Street & Alley Committee that the bid of
Oil Company for furnishing the supply of road oil and cutback
,Standard season's
asphalt and the bid -of American Bitumuls & Asphalt Company for furnishing asphalt
emulsion be accepted and checks returned to the unsuccessful bidders was read and
upon motion by Morris, second by Schroeder, the recommendation was approved.
The recommendation of the Street & Alley Committee that the bid of the
',Blacktop Maintenance Company be accepted for furnishing the season's supply cf
plant mixed bituminous mix for street surfacing was read and upon motion by Thiem,
;second by Morris, the recommendation was approved.
The recommendation of the Finance Committee that a loan by the Fire
.Department Relief Association to Frank Everett on his property located at 915 - Sth •
Avenue Southeast in the amount of $1,500.00 be approved was read and upon motion by
,Davis, second by Morris, the recommendation was approved.
The recommendation of the Finance Committee that a construction loan
by the Fire Department Relief Association be made to Herbert Duncan on his
'property located in the 900 block on 16th Avenue Northeast in the amount of
$9',000.00 be approved was read and upon motion by Schroeder, second by Davis, the
recommendation was approved.
The recommendation of the Board of Zoning that the petition of Charles
H. Kersten to have Lot 6, Block 5, Head �6 McMahon's Addition changed from a
residential to a multiple dwelling zone be granted was read and upon motion by
Davis, second by Morris, the recommendation was approved and the City Clerk was
instructed to publish a notice of hearing to be held on April 6, 1953 at 2:00 •

The following recommendation of the Police Committee was read and upon
motion by Davis, second by Thiem, the same was approved and the City Attorney was
instructed to prepare an:.ordinance making the recommended changes:

The undersigned Members of the ,Police Committee of 'the Common
Council, and the Chief of Police, do hereby recommend that the j
following streets, presently restricted but not metered parking �I
be metered: 1 Street Northwest, between Broadway and 1 Avenue-
1 Avenue Northwest, between 1 and 2 Street; 1 Avenue Southeast
between 1 and 2 Streets; and in front of Piggly Wiggly Store on
4 Street Southwest. II
We further recommend that the following. streets presently under
the 12 hour parking restriction be restricted to two hours and
metered: West side of North Broadway between 2 Street and Rail-
road tracks; On 1 Street Northeast from Broadway to Alley; On
3 Street Southwest between: 2 and 3 Avenues; on Second Avenue
Southwest between 3 and 4 Streets.
We further recommend that the following street presently under
the 12 hour parking restriction be restricted to one hour and Ij
metered: On 1 Avenue Southeast between 1 Street and East Center
Street.
We further recommend that the.parking, restriction on First Avenue II
Northwest between West Center and 1 Street be changed from one
hour to tw.o hour parking.

The request of the Board of Park Commissioners for approval of contract
for purchase of 31 or 48 inch rotary type, walk behind lawn mower wqs read.and
President Bach ordered that the same be placed on file.
The request of the Board of Park Commissioners for approval of contract
for purchase of a three -unit type lawn mower was read and President Bach ordered
that the same be placed on file.
The request of the Board of Park Commissioners for approval of contract
for purchase of a portable concession trailer was read and President Bach ordered
that the same be placed on file,
The two following resolutions adopted by the Public Utility' Board were
each read and ordered placed on file:
"Be it and it is'hereby resolved by the Public Utility Board 1
of the City of Rochester, Minnesota, that the Common Council of the
said City be and is hereby requested to authorite the said Board
to enter into a contract with the CRANE COMPANY of St. Paul,
Minnesota for the furnishing, in accordance with specifications, of 1'
200 feet - 12" Black Steel Pipe
200 feet - 6" Wrought Iron Pipe j
the total amount of the said contract to be NINETEEN,HUNDRED THIRTY
FIVE DOLLARS AND 'THIRTY FOUR CENTSl n

"Be it and it is hereby resolved by the Public Utility Board
of the City of Rochester, Minnesota, that the Sinking Fund Commission
be -and is hereby requested to appropriate the amount of THIRTY
THOUSAND EIGHT HUNDRED SHIRTY EIGHT DOLLARS AND SIXTY NINE CENTS

Alderman Thiem stated that a street light was badly needed on 14th

The City Engineer recommended to the Council that a consulting
structural engineer be employed to prepare plans for the proposed 7th Stre.et N.E. II
bridge. He further recommended that Gilbert H. MacMillan, Consulting Structural
Engineer of 914 PQarquett,e Avenue, Minneapolis, Minnesota, be employed to prepare
the plans. Aft-er discussing the -matter a motion was made by Brumm, second by
Davis, that the City Engineer get in touch with Mr. MacMillan'and arrange for an
informal meeting with members of the Council. Upon roll ca11'all voted in favor
of the motion.
