Minutes of an adjourned regular meeting of the Common Council of the Cit
of Rochester, Minnesota, held in the Council Chambers in the City Hall, in said
City, on April 13, 1953•
President Bach called the meeting to order at 7:30 o°1clock P. M., the
following members being present: President Bach, Aldermen Ackerman, Anderson,
Morris, Schroeder, Thiem and Whiting. Absent: None.
Upon motion by Thiem, second by Morris, the minutes of the meeting of
April 6, 1953 were approved.
President Bach stated this as being the time set for continuing the
hearing on the widening, paving and construction of curb and gutter on hth Street
Southeast from 6th Avenue Southeast to the Rochester State Hospital. Interested
parties -in the widening of hth Street objected to the street being widened to a
width of. 4h feet between llth Avenue and 1.3th Avenue East and those residents on
4th Street west of llth Avenue objected to the street being widened to a width of
56 feet, stating that they felt it would use to much of the boulevard. After
hearing all interested parties, who wished to speak on the subject, Alderman
Morris -.suggested that the MiAnesota State Highway Department be contacted and
requested to compromise on the proposed widths of the widening project on uth
Street Southeast.
The recommendation of the Sewer Committee that a sanitary sewer be
constructed in 14th Street Northwest between 3rd and 5th Avenue Northwest was read,;
and upon motion by Schroeder,.second by Thiem, the recommendation was approved.

The following recommendation of the Sewer Committee was read and upon
motion by Whiting, second by Ackerman, the same was approved:

of employees for the Sewage Treatment Plant be established
and authorized as follows for the ensuing year.

The following recommendation of the Sewer Committee was read and upon
motion by Whiting, second by Ackerman, the recommendation was approved:
"Hon. Mayor & Common Council
City of Rochester, Minnesota
Gentlemen:
We, the undersigned, recommend and reaffirm the "practice
of charging a sanitary sewer hook-up charge of $1.00 per front
foot to properties on 7th Avenue Northeast between 9th and 14th
Street Northeast, and on 14th Street Northeast between 7th Avenue
and North Broadway which have not previously been assessed for
this sewer" (so-called State Hospital Line).
We, further recommend, that in the case of property already
in the City, the charge be collected before permit to connect is
issued; in the case of property not now in the City, that this
charge'"bg stipulated in the Annexing Ordinance, and collected
before permit -to -connect to sewers is issued.
We, further recommend, that this charge be collected from
any properties which may have connected with this sewer without
paying the assessment or charge.

The appointment by the City Clerk of Miss Elfreda Reiter as first
assistant and clerk of registration and Mr-s. Geraldine Bielenberg as second
assistant clerk of registration in the office of the City Clerk was read and
upon motion by Thiem, second by Morris, the appointments were approved. •
The appointments by the Acting City Engineer for the City Engineer's
Department of Frank Eaton as Civil EngineerII; Ambrose Blake, as Civil Engineer
I; Raymond Sibley as Civil Engineer I; Anna M. Drews as Secretary -Bookkeeper;
Clarence Hanson as Engineering Aid II; William H. Dunnette as Engineering Aid I
and Fred Lidtke as Engineering Aid I•was read and upon motion by Whiting, second
by Ackerman, the appointments were approved.
The appointment by the City Engineer of 36 men to be employed in the
City Engineer's Department (Maintenance Division) was read. No action was taken
at this meeting.
The application of Walter C. Hogenson for reappointment as superintendent
of the Sewage Treatment Plant was read together with the recommendation of the
Acting City Engineer that Walter C. Hogenson be reappointed as superintendent of •

the Sewage Disposal Plant and upon motion by Thiem, second by Ackerman, Walter C.
Hogenson was appointed as Superintendent of the Sewage Treatment Plant for the
ensuing official year.
The application of Ardeth John Lee for appointment to the office of !;
City Engineer was read and upon motion by Thiem, second by Whiting, the same was
referred to the Street '& Alley Committee. i
President Bach announced the following appointments from the Common i'
Council 'to •serve on the Board of Equalization during the current 'fiscal year:
Aldermen A. G. Whiting, Raymond C. Schroeder and Archie Ackerman. �I

The request of the Rochester Junior Chamber 'of Commerce that 'the Council
appropriate $199.00 from the Band Fund for the furnishing of music at the Gypsy
Folic to be held May 3, 1953 was read and upon motion by Morris, second by Thiem,

the requested appropriation was approved. i

The.request of Gordon Winslow Company for the return of their surety

bond in the amount of $17, 923.10 dated June 25, 1952 with the Western Surety
Company as •surety, which was- su-bmi•tted with their proposal for the resurfacing of lI
4th Street Southwest from Broadway to 1st Avenue Southwest was considered by the
Council and since the project had been abandoned, Alderman Schroeder moved that �!
the surety bond be returned to -Mr-. Winslow. Alderman Ackerman seconded the I
motion and all voted in favor thereof.

The report of the Board of Park Commissioners for the fiscal year
ended March 31, 1953 was read and President Bach ordered that the same be placed
on file.
The reports for the month of March' 1953 of.::the Building Inspector

showing fees collected for building permits issued $124.00; of the Electrical
Inspector showing fees collected for electrical permits issued $393.75; of the
Plumbing Inspector showing fees collected for plumbing permits issued $190.75; of
the Heating Inspector showing fees collected for heating permits issued $223.25;
and fees collected for sign permits 'issued $1,203.01 were each read and President
Bach referred the same to the Finance Committee.
The reports of the Clerk of Municipal Court for the week ended April 4, ;
1953 showing total criminal fines and costs collected in the amount of $1111266.00 I;
and civil fees received in the amount of $5.00-and for the week ended Ap'ril 111

and civil fees received $5.70 were each read and having been approved by. the City
Attorney, President Bach ordered that the same be placed on file.
The applications of John C. Holtorf, Willaim Ranfranz, Dick Hutchinson,
T. M. McDonnell, A. M. Ackerman, Claton Hotel and The Smoke Shop for license to
sell cigarettes were each read and upon motion by Morris, second by Schroeder, the
licenses were granted.
The applications of The Smoke.Shop, John A. Holtoxf, Willaim J. Ranfranz,
Dick Hutchinson, T. M. McDonnell, A. M. Ackerman, Alvin Hanson and Wm. T. McCoy
Post #92 for license to sell soft drinks were each read and upon motion by
Schroeder, second by Thiem, the licenses were granted.
The application of Lyle W. Edgerton for a Master Electricians License
was read and upon motion by Morris, second by Schroeder, the license was granted.
The applications of Floyd J. L. Karau, Robert E. Sill, George E.
Fordham and Geo. H. Borgen for Journeyman Electricians License were each read
and upon motion by Thiem, second by Ackerman, the licenses were granted.
The applications of Clarence Bystrom, W. J. Kaye and John F.
Kubalske for a Journeyman Hot Water and Steam Fitters License were each read
and upon motion by Ackerman, second by I-Thiting, the licenses were granted.
The applications of C. M. Boutelle, E. J. Vonch and A. R. Cooke & Son
for license to construct sidewalks, curb and gutter and driveways were each
read and upon motion by Thiem, second by Schroeder, the licenses were granted.
The applications of Lester L. Olson, Ray Bowers, Arthur West, Theodore
F. Franke, Donald Martig, Elde Gillespie, Herman F. Kuhfuss, Conrad F. Weivoda
and Hubert J. Harvey for a Real Estate Broker's License and Harold A. Pechtel
for a Real Estate Salesman License were each read and upon motion by Morris,
second by Thiem, the licenses were granted.
The applications for a moving picture license of Rochester Amusement
Company (2 - Chateau and Time Theatre).and Rock Amusement Company (2 - Empress
and Lawler Theatre) were each read and upon motion by Morris, second by
Schroeder, the licenses were granted.
The application of Yales Engineers for a Hot Air Heating, Air - Condition-
ing and Ventilating Contractors License was read and upon motion by Anderson,
second by Ackerman, the license was granted.
The applications of Clifford Fauver, Bernard Fasching, Frank Kramer and
Elmer Greer for a Journeyman Warm Air Heating, Ventilating and Air Conditioning
Worker's License were each read and upon motion by Morris, second by Thiem, the
licenses were granted.
The following bonds were read and upon motion by Thiem, second by
Schroeder, the bonds were approved, the surety thereon accepted and it was

-An Ordinance amending an Ordinance entitled, "An Ordinance regulating the;'
sale of intoxicating liquor within the City of Rochester; providing for such sales,,

by duly licensed persons, establibhing regulations for the operation of places

where such intoxicating liquor is sold, providing regulations for the granting of
such licenses, setting license fees, providing penalties for the violation
thereof, and repealing all inconsistent ordinances. This is an emergency
ordinance rendered necessary for the preservation of the public peace, health_.
and safety°,.was given its third and final reading.
Upon motion by Thiem, second by Schroeder, that the.said Ordinance be
not adopted.as read, and all voting in favor thereof, President Bach declared the
said ordinance not passed and adopted.
Alderman Anderson stated that he had received a request for the
•
installation of a street light on loth Avenue Southeast between 12th and 13th
F Streets Southeast. Upon motion by Anderson, second by Morris, the request was
referred to the Lighting Committee with power to act.
Mayor McQuillan stated that Mr. Stanley F. Drips, Civil•Defense
Director, would be willing to spend part time in that office at a salary of
$50.00 per month, as he had other employment that he could carry along.with the
Civil Defense work. Mayor McQuillan also stated that office space for a
representative of the Bureau of Criminal Apprehension had been requested in the
City Hall and that the space would be available for this representative in his.
Office. A motion. was made by Thiem, second by Morris, authorizing the employment
of Mr. Stanley F. Drips as Civil Defense Director at a w1ary of $50.00 per month,
h.e to work on a part time basis. All -voted in favor of the motion.
Mayor McQuillan stated that he had received a request from the Public
Utility Department for an emergency order for there -winding of two voltage
regulators in the amount of $3,000.00 and stated that the requested order would
be issued.
Alderman Morris brought to the attention of the Council that an
ordinance providing for the appointment of a dog catcher by the Public Health &
Welfare Department would be in violation of the City Charter, as that. appointment •
is provided for in Section 123 of the City Charter. A motion was made by Morris,
second by Thiem, that the Public Grounds Committee continue with the study of
applications received.for the office of the dog catcher and make their
recommendation to the Council on April 20, 1953, and that the City Atborney
prepare an amendment to the dog ordinance correcting same to conform with the
City. Charter.
Alderman Morris stated that the Insurance Committee had written a
letter to the Public Utility Department in regard to insurance premiums on policies
in the said department and it had come to the attention of .the Council that the.
letter had not been read at a recent meeting of the Public Utility Boa :6d. A
motion was made by Morris, second by Thiem, requesting Aldermen Whiting, a

member of the Public Utility Board, to investigate as to why the said letter had

not been read at the Public Utility Board meeting.
Upon motion by Thiem, second by Ackerman, the meeting was adjourned
until 7:30 o'clock P. M. on April 20, 1953-
