Minutes of an adjourned regular meeting of the Common Council of the
City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in
said City on April 20, 1953-
President Bach called the meeting to order at 7:30 o'clock P.M., the
following members being present: President Bach, Aldermen Ackerman, Anderson,
Morris, Schroeder, Thiem and Whiting. Absent: None.
Upon motion by Morris, second by Ackerman; the minutes of the meeting
of April 13, 1953 were approved.
President Bach stated this as being the time and place set for receiving •
bids for being designated as a City Depository for the official year commencing
April 1, 1953. The bids of The First National Bank in the amount of $600,000.00,
the Union National Bank in the amount of $300,000.00 and the Olmsted County Bank
& Trust
Company in the amount of $150,000.00 were each received and
opened.
The following assignments of collateral were each read

Upon inotion by Morris, second by Whiting, Darrell Sanford was appointed
to the office of Dog Catcher for the ensuing official year. An ordinance

governing the duties of the Dog Catcher was again referred to the Public Grounds
Committee for report at the meeting of May 4, 1953• •
The appointment by the Board of Park Commissioners of William Van Hook
�as Superintendent of Parks, Axel H. Reed as Manager of the Mayo Civic Auditorium
.and Alberta Chance as Assistant Manager of the Mayo Civic Auditorium was read
and upon motion by Morris, second by Ackerman, the appointments were approved.
The request of the Board of Park Commissioners for an appropriation in
the amount of $6.; 500.00 from the Permanent Improvemen-t Fund for construction of
showers and wash room facilities under Mayo Field Grand Stand was read and upon
motion by Ackerman, second by Morris, an amount not to exceed $6,500.00 was
appropriated from the Permanent Improvement Fund for the construction of the
proposed improvement at the Mayo Field Grand Stand.

Association was read and President. Bach referred the same to the Public Health &
Welfare Department:
"Whereas:
Therefore:
The addition of fluoride to the municipal water supply
in the approximate amount of one part fluoride per
million of water has proven to be a safe and economical
method of substantially reducing decayed teeth among
children,
We of the Washington Parent Teacher Association do
hereby endorse fluoridation and petition the Common
Council of the City of Rochester, to establish
fluoridation of the city water supply.'"
The request of the Rochester Fire Department Relief'Association for
approval of a loan in the amount of $5,300.00 to Ambrose J. Riley on his propertyi!

located at 1239 - 2nd Street N. W. was r6ad together with a recommendation by .the,'
Finance Committee that the loan be granted. Upon motion by Anderson, second by
Schroeder, the recommendation was approved. r
A communication by the Planning and Zoning Commissi-on that the Council it
consider the drafting of an "Air Space Zoning Ordinance" was read and upon motion,;
by Thiem, second by Schroeder, the same was referred to the Public Grounds
dommittee and the Airport Committee.
The petition of Mr. and Mrs. Elmer Hagen to have the west 60 feet of
the North 45 2/7 feet of Lot 7;: Block 3, Original Plat changed from a residential
to a multiple dwelling zone was read and upon motion by Morris, second by li
Schroeder, the same was referred to the Board of Zoning.

The petition of Robert M. and Frieda K. Sa.lassa to have Lots 109, 110 !
ann xed to the City of Rochester
and 111, in Belmont Addition/was read and upon motion by Morris, second by w
Schroeder, the same was referred to the Planning and Zoning Commission and the
City Engineer. I;
The recommendation of the Board of Park Commissioners for salaries to
be paid during the ensuing year was read and the same was ordered placed on file.;
A petition for finish p grading and crushed rock surfacing on lgth Avenue;,l
Southwest from 3rd .to 5th Street Southwest was read and upon motion by Morris,
second by Thiem, the same -was referred to the Street &- Alley Committee andthhe
City Engineer.
Alderman Schroeder brought to the attention of the Council the hearing
on the proposed improvement on 4th Street Southeast and moved that a notice be r
again published that this hearing would be continued at the meeting of May,,,-4, 1953
at which time the said final hearing would be closed. Alderman Morris seconded
the motion and all voted in favor of same.

The report of the Clerk of Municipal Court for the week ending April lg
1953 showing total criminal .fines and costs collected $1,112.40 and civil fees i
received $15.25 was read and having been approved by the CityAttorney, President''

Bach ordered that the same be placed on file.

side of 1st Avenue at the corner of 1st Street Southwest, in front of the Smoke
Shop owned by Mr. Wagoner was read together with a letter from Mr. J. Wagoner,
stating that he had no objection to a stand for a sight seeing bus at -the said
location and upon motion by Morris, second by Ackerman, the same was referred to
the Police Committee and the Chief of Police.
The application of W. E. Just for an "Off Sale" 3.2 Beer License was
read and upon motion by Morris, second by Schroeder, the license was granted.
The application of William E. Suk for a Real Estate Brokers License
was read and upon motion by Ackerman, second by Thiem, the license was granted.
The application of the Theatres Management Company for a license to
operate the outdoor theater was read and upon motion by Thiem, second by
Ackerman, the license was granted.
The applications of E. H. Klopp, C. R. Brown, John Marti, Herb Thienell,
Jaclk L. Canelle and W. E.-Just for license to sell cigarettes were each read and
upon motion by Anderson, second by Morris, the licenses were granted.
The applications of W. E. Just, Jack F. Capelle, John Marti, C.R. Brown,
E. H. Klopp and Herb Thienell for license to sell s6ft drinks were each read
and upon motion by Ackerman, second by Thiem, the licenses were granted.
The application of D. F. Lehnertz for a license to erect and maintain
signs was read and upon motion by Thiem, second by Ackerman, the license was
granted.
The application of Floyd Rasmussen for a Journeyman Electrician's
License was read and upon motion by Anderson, second by Ackerman, the license
was granted.
The application of H. Dornack & Son for license to connect with sewers
and drains was read and upon motion by Thiem, second by Ackerman, the license
was granted.
The application of The Kruse Company for a license to construct
sidewalks was read and upon motion by Thiem, second by Ackerman, the license
was granted.
The surety bond of Archie Armstrong in the amount of $500.00 with the
American Surety Company of New York as surety was read and upon motion by Thiem,
second by Anderson, the bond was approved, the surety thereon accepted and it
was ordered that the same be' placed on f il.e.
The contract bonds of Allen Lloyd Company in the amount of $10,356.g0
;and Blacktop Maintenance in the amount of $15,059.00 with the Western Surety Co.
as surety and Americdn Bitumuls & Asphalt Company in the amou nt.of $1,127.00 with
the American Surety Company of New York as surety were each read and upon r4otion

and 3 Deputy Assessors at $3,590.00 per year and other deputies not to exceed
$260.00 per month, for the ensuing official year. Upon motion by Ackerman,
second by Anderson, resolution.adopted.
Resolution fixing the salary of the City Engineers private secretary
at $3, 500.00 per year for the ensuing official year. Upon motion by Anderson,
second by Morris, resolution adopted.
Resolution fixing salary for stenographer for the Chief of Police,
Juvenile Officer and City Attorney at $3,000.00 per year for the ensuing official
year. Upon motion by Morris, second by Schroeder, resolution adopted.
Resolution fixing salary of Mayor s Secretary at $3,400.00 per year for
the ensuing official year. Upon motion by Schroeder, second by Thiem, resolution
adopted.
Resolution fixing the salary of the assistant in the City Treasurer's
office at $2,920.00 per year for the ensuing official year. Upon motion by
Thiem, second by Whiting, resolution adopted.
Resolution fixing salary of City Dog Cabcher and Scavenger at $3,190.00
per year for the ensuing official year. Upon motion by Whiting, second by
Ackerman, resolution adopted.
Resolution fixing the salary of the custodian of voting machines at
one and one-half of regular hourly rate for hours beyond regular hours. Upon
motion by Ackerman, second by Anderson, resolution adopted.

A motion was made by Morris, second by Schroeder; that the bid of
Clare Fischer Motors for the leasing of that parcel of land at the Northeast
corner of First Avenue Southwest and Sixth Street Southwest be rejected and their i'
certified check be' returned to them. All voted in favor of the motion.
The Mayor recommended to the Cbmmon'Council;.that'.:the Charter Commission
be requested to submit the new proposed charter to the voters','of the City within r,
the next 60 days if possible and upon motion by Morris, second by Ackerman, the

City Clerk was instructed to write the Charter Commission requesting them to

submit the new proposed charter to the voters at an election to be held within the;;
next 60 days if possible.
The matter of leaving a loading space in front of the Quinn Hotel at
214 - 3rd Street Southwest was discussed and the Assistant Chief of Police, Arnold
Nelson, informed the Council that meter posts were installed even though a meter

was not used and if a loading space was desired the,post could be used for a sign
instead of a meter head. Upon motion by Schroeder, second by Thiem, the matter
was referred to the Police Committee and the Chief of Police with power to act.
Upon motion by Schroeder, second by Thiem, the City Clerk was instructed
to advertise for bids for the sale of scrap metal now on hand at the old Sewage
Disposal Plant .site.
City Attorney.Ehrick submitted a report on -the preparation of an
ordinance governing the keeping of dogs in the City and the duties -of the Dog.
Catcher and also a•report on the case of Fred W. Bauler• vs. L. N. Haggerty,
Frank Lent and City of Rochester. The said report was ordered placed on file.•
A petition signed b seven property owners abutting on the South side

of. the baseball park stating.that considerable damage had been done to their
fences, gardens and roofs during the baseball -season last year and requesting•
that the City provide police protection during all ball games through the
1953,baseball season was read and upon motion by Schroe-der, second by Anderson,
the matter was referred to the Police Committee and the Rochester Baseball
Association._
Upon motion by Ackerman, second by Anderson, the meeting was adjourned.
