of the City of Rochester, Minn., June 15, 1953
Minutes of an adjourned regular meeting of the Common Council of the
City of Rochester, Minnesota, held in the Council Chambers, in the City Hall in
said City, on June 15, 1953.
President Bach called the meeting to order at 7:30 o'clock P. M., the
following members being present: President Bach, Aldermen Ackerman, Anderson,
I•?orris and Whiting. Absent: Aldermen Schroeder and Thiem,
Upon motion by.Morris, second by Ackerman, the minutes of the meeting of
June 1, 1953 were approved.
President Bach stated this as being the time and place set for the
second hearing on the grading of streets in Hillside Addition. There was no one
present wishing to be heard.
President Bach stated this as being the time and place set for receiving
and opening bids for furnishing metal culverts for drainage of surface water in
14th Street Northeast at 13th and 14th Avenues Northeast. Upon motion by Anderson,
second by Ackerman,,the City Clerk was instructed to open the bids received. The
bid of Armco Drainage & Metal Products, Inc. in the amount of $2, 741.27 was
,received and upon motion by Anderson, second by Ackerman, the same was referred
to the Street & Alley Committee and the City Engineer.
The recommendation of the Street & Alley Committee that the bid of Armco
Drainage & metal Products, Inc. for furnishing metal culverts for 14th Street .
Northeast be accepted at the prices bid was read and upon motion by Morris, second
by Anderson, the recommendation was approved.,
President Bach stated this as being the time and place set for receiving
and opening bids for the furnishing of an Engineering service converning a Parking
and Traffic Study in the City of Rochester, with special emphasis on the situation
in the Central Business Area. Upon motion by Morris, second by Ackerman, the City
Clerk was instructed to open the bids received. The proposal of Haarstic$, Lundgren
,and Associates was received and opened. lair. Stanley Drips was present at the
meeting and stated that he also had a number of proposals to conduct the parking
and traffic survey and recommended that Associated Consultants of Evanston, Illinois,
be employed to make the traffic survey at a cost not to exceed $9, 500.00 and that
the City pay 1/3 of the said amount. A motion was made by Morris, second by
Whiting, that Associated Consultants of Evanston, Illinois be employed to make
the survey in accordance with the terms quoted in their proposal to the Central
Area Improvement Association, and that the City Attorney be instructed to prepare
an agreement between the said Associated Consultants and the City of Rochester.
All present voted in favor of the motion.
President Bach stated this as being the time and place set for receiving
.and opening bids for the furnishing of traffic signals at the corner of llth Avenue
and East Center Street. No bids were received and upon motion by Morris, second

by Anderson, the City Clerk was instructed to re -advertise for bids to be

received at. 2;00 oIclock P. M. on July 6, 1953• {�
President Bach stated this as being the time and place set for-

receiving and opening bids for the sale and removal of the 'buildings known -as ;I
the Old Mill Buildings on the parking lot East of Broadway between 2nd and 4th

Street Southeast. The bids of Rose Brothers Lumber & Supply Company in the

amount of $5,490.00 in addition to the salvage and the bid of Kris Nielson
offering a payment of $1,000.00 in addition to. -the materials' salvaged from the
wrecking of the said buildings were each received and opened. A motion was made

by Morris, second by Ackerman, that the bid of*Kris Nielson be accepted and the I+
City Attorney be instructed to prepare a.contract covering 6he wrecking of the j
said buildings. All present voted in favor of the motion except Alderman Whiting'
who voted "no". -
The recommendation of the Sewer and Water Committees that a sanitary
sewer and watermain be constructed in Hillside Addition was read and upon motionli

by Morris, second by Anderson, the recommendation was approved.

The recommendation of the Street & Alley Committee that another secondii

hearing,be held,on the widening, paving and curb and gutter on 4th Street S.E.
from 6th Avenue Southeast to the State Hospital because of omission of some of
the property in the publication of the previous hearing, was read and upon motion!

The recommendation of the Public Grounds Committee that an addition

be built to the City Scale House and that the driveway.at the west end of the

scales be extended and widened and that the City Engineer be instructed to i
prepare plans for these improvements and that the cost of the building only be
paid from the Permanent Improvement Fund was read and upon motion by Whiting, ;
second by Morris, the recommendation was approved.

The recommendation of the Sewer Committee that bids be taken for

supplying 11 Tons of Anhydrous Ferric Chloride for use at the Sewage Treatment
Plant was read and upon motion by Whiting, second by Ackerman, the.recommendation!'
was approved.
The recommendation of the Street & Alley •Commit.tee that the City
advertise for bids for 'Construction of sidewalks.ordered by„the Common Council"
was read and upon motion by Morris, second by Anderson, the recommendation was
approved.
The appointment by the City Engineer of Ernest Thorsen as Shift Operator
at the Sewage Disposal Plant, effective June 191

The following copy of a - letter addressed -to -Mayor Claude H. MCQuillan
was read and upon motion by Morris, second by Anderson, the same was ordered placed
on file:

Dear Mayor McQuillan:
Governor C. Elmer Anderson, with the advice of the Legislative
Advisory Committee, at the June 9th meeting allocated the sum of
$35, 000 from funds appropriated by the 1953 Legislature for airport
aids to the City of Rochester, with the understanding that the ratio
of matching for the work to be accomplished will be two-thirds state
and one-third local, the total state funds expended not to exceed the
amount allocated above.

Engineering Form 110A from the State of Minnesota, Department of
Aeronautics, requesting the Commissioner of Aeronautics to approve the appointment
of K. M. McGhie as Engineer for the Rochester Airport Project was read together
with a copy of an,agreement between the City of Rochester and K. M. McGhis,
Professional Engineer and upon motion by Ackerman, second by Morris, the Mayor
and the City Clerk were authorized to execute the said agreement.
The following recommendation by the Board of Public Health & Welfare
was read and upon motion by Ackerman, second -by Morris, the recommendation of the
Board of Public Health & Welfare was accepted and the City Attorney was instructed
to amend the garbage ordinance as requested and to present the said amendment at
Council meeting of July -6, 1953:
"The Honorable Mayor and Members
Of the Common Council
Rochester; Minnesota
Gentlemen:
The Board of Public Health & Welfare wishes to recommend a plan
for the disposal of.garbage for a temporary period to meet the
emergency requirements of the State law effective July 1, 1953 as
follows:
1) Disposal of residential and other less valuable portions
of the garbage at the -city dump in a separate landfill
trench in accordance with'good sanitary practice to be
set up in cooperation with the' City Engineer.
2) Continued feeding of the valuable portions of the garbage
to hogs not ready for market after proper cooking. at the
City power plant through the cooperation of the Utility
Department.
Most of the preparation for this temporary plan has been under-
taken and, with the approval of the Common Council, the Board is
prepared to complete the arrangements and put this plan in operation.
The Board is continuing its study with the view to making recom-
mendations on a long range plan. for garbage disposal for this City.
It seems clear at this time that because of increased costs,
regardless of the disposal method finally decided on, it will be
necessary to place or charge on the collection of garbage from
commercial establishments. This will require an amendment to the
garbage ordinance. Therefore, the Board requests that the Council
ask the City Attorney to draw up the amendment to the ordinance.
The City Attorney will find the undersigned or Mr. Wall, the Public
Health Engineer, available at his convenience to assist with the
preparation of the ordinance amendment.

and the City Engineer.
A petition for the construction of a curb and gutter in Sth Street

Anderson, second by Morris, the same was referred to the Street & Alley Committee

Discussion was held as to whether public hearing should be held on
projects petitioned for when the owner is ranted g permission to do the project
l
under the supervision of the City Engineer. A motion was made by Anderson, second;i
by Mo,rris, instructing the City Engineer to proceed on such projects in accordancel�
i
with proceedure set up by the City Charter.
i
A petition for the vacation of the south 10 feet of that portion of
7th Street Nor.theast lying immediately north of Outlot 1,'E1 Rancho Sub -Division
was. read and upon motion by Morris, second by Ackerman, the same was referred to
the Street & Alley Committee and the City Engineer.
Upon motion by Ackerman, second by Whiting, Mr. Harold Mrachek was

re -appointed as a member of the Firemen's Civil Service Commission,
Mr. Carl Peterson was again before .the Council in regard to obtaining
two additional taxicab licenses. Also Mr. Robert Petersdorf and Mr. Max Durand I'

were heard on the matter. Mr. James Spillane was present representing the Yellow
Cab Company: After hearing those present on the matter, a motion was made by -
that
.Ackerman, second by Whiting,/after studying the matter the Council had not
determined that •there- was a necessity for additional -taxicab service in the City
of Rochester and therefore additional taxicab licenses would not be considered
at this time. All present voted in favor of the motion.
The City Treasurer's report for the month of May, 1953 was read and
the..same was ordered placed on file.
The reports of the Clerk of the Municipal Court for -the week ending
June 6, 1953 showing total criminal fines and costs collected $994.00 and civil -
.fees received $4.35 and for the week ending June 13, 1953 showing total criminal
fines and costs collected $737.00 and civil fees received $4.25 were each read and
having been approved by the City Attorney, President Bach ordered that the -same be
placed on file.
The applications of William M. Becker, Roy Wallenberg and B. J. Von
Feldt for license to -sell cigarettes were each -read and upon motion by Whiting,
second by Ackerman,the licenses were granted.
The applications of Firestone Service Store, William Becker and B. J,
a
Von Feldt for license to sell soft drinks were each read and -upon motion by Morris,
second by Ackerman, the licenses were granted.
The applications of Wilbur H. Vieths, Desmond Duck, and James E.
Thomsen for Journeyman Warm Air Heating, Ventilating and Air Conditioning Workerls
License were each read and upon motion by Ackerman, second by Whiting, the licenses
were granted.
The application of Byers V. Nelson for a real estate brokers license
was read and upon motion by Morris, second by Whiting, the -license was granted.
The application of Alvin E. Benike for a cement contractor I s .licens4
was read and upon motion by Anderson, second by -Ackerman, the license was granted.
The surety bonds of Donald R. Kerr in the amount of $500.00 with -the
Western Surety Company as surety and Emil J. Nietz in the amount of $1.000.00 with
the Western Surety Company as surety were each read and upon motion by Morris,
,second by Ackerman, the bonds were approved the surety thereon accepted and it was
ordered that the same be placed on file.
The contract bond of Leon Joyce in the amount of $2,150.00 with the
Western Surety Company as surety was read and the same was referred to the Mayor
for his approval.
The following.claims were read and upon motion by Morris, second by
Anderson, the same were approved and the City Clerk and the Mayor were authorized
and directed to draw warrants upon the City Treasurer and make payments accordingly:

An Ordinance annexing to the City of Rochester, Minnesota, a part of the

Minnesota, to be known and designated as Peck's Third Addition, was given its
third and final reading.

the said ordinance be
