HomeMy WebLinkAbout08-17-1953Record of Official Proceedings of the Common Council of the City of Rochester, Minn., August 17. 1953 Minutes of an adjourned regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers, in the City Hall in said City, on August 17, 1953• President Bach called the meeting to order at 7:30 o'clock P. M., the following members being present: President Bach, Aldermen Ackerman, Anderson, Schroeder, Thiem and Whiting. Absent: Alderman Morris. Upon motion by Ackerman, second by Thiem, the minutes of the meeting of August • 3, • 1953 were approved. Dr.�. A. H. Sanford, Member of the Music and Band Committee, was present • at the meeting and recommended that the Council appoint a committee to study the p construction of a band shed. He stated that they felt a shed under cover with concrete floor and seats should be built and estimated the cost at approximately $90,000.00. He further stated that no funds were available but he felt if the Council could'make provisions for a portion of this, some could also be solicited from the public. He urged that plans be made as soon as possible and that if plans -were completed or started this fall the band shed could be used for meetings in connection with the Centennial to be celebrated next year.' Mr. 8obert Petersdorf, Agent for the Rochester A.F.L. building and trades council, was present and stated that certain City Employees were working on their soff time" and vacations on other jobs, which gave them practically two full time jobs. He said the union was not opposed to them doing small odd jobs but they did not feel they should be allowed to hold down two full time jobs. Mr. Henry Hickok, Mr. Rimer Arch, Mr. Russell Smith, Mr. Ralph Hammond and Mr. Gordon Yaeger were present at the meeting and each spoke in opposition to the passage of an ordinance regulating the sale and possession of small firearms. Mr. Stanley Drips, Civil Defense Director, quoted from the Civil Defense Manual, "that the State Department of Civil Defense would take no part in the registration of privately owned firearms". • President Bach. stated this as being the time and place set for the first hearing on the finish grading and crushed rock base on 19a Avenue Southwest from 3rd to 5th Street Southwest. There was no one present wishing to be heard. President Bach stated this as being the time and place set for the second hearing on construction of a sanitary sewer and watermain.in 2nd Avenue Northeast and 17tbrStreet Northeast in Gregg's Addition. President Bach stated this as being the time and place set for receiving and opening bids for the construction of a curb and gutter on 6th Avenue Northwesti' from the Chicago Northwestern Railway Company to 7th_ Street Northwest. The bids Of C. M. Boutelle in the amount of $3,683.40; Conner & Winslow Company in the amount of $3, 933.15 and H. T. Earle & Son in the amount of $4,107.60 were each received and opened .and upon motion by Whiting, second by Thiem; the same were ii referred to the Street & Alley Committee and -the City Engineer for tabulation and!' report. j I; President Bach stated this as being the time and place set for receiving, and opening bids for the construction of a sanitary sewer and watermain in 2nd Avenue Northeast and 17th Street Northeast in Gregg's Addition. The bid of Carlisle G. Fraser in the amount of $20,256.90 was received and opened and upon motion by Thiem, ' second by Anderson, the same was referred to the Sewer and Water Committees for tabulation and report. A communication from the League of Minnesota Municipalities thanking thel; Council for the hospitality shown to Dr. Kurt Baehr and Hugh G. MacNiven on I. their recent visit to the City was read and President Bach ordered that the same be placed on file. �. I' A communication from Prances L. Underleak,. County Auditor, stating that the Count Board agreed to i' y g join the Common Council of the City of Rochester in the„ creation of a joint Airport Zoning Board was read and President Bach referred the same to the Airport Commission, they to recommend to the Council appointees.to the Joint Airport Zoning Board. The request of Frank S. Halloran for resinstatement `in the Parking Meter Department as of September 1, 1953 was read and President Bach referred the same i to the Police Committee and the Chief of Police. Fraser for construction of a sanitary sewer and watermain in 2nd Avenue Northeast and iTth Street Northeast in Gregg's Addition be accepted at the unit prices bid was read and upon motion by Ackerman, second by Thiem, the recommendation was approved. The recommendation of the Street & Alley Committee that owners of Lot 4 and Lots T and 9 all in Block-2, Cook's Sub -Division on 6th Avenue Northwest be granted permission to construct driveways in excess of 22 ft. at the sidewalk because of their special needs, provided, that the owners construct a guard to protect pedestrians at each side of the driveway between buildings, was read and upon motion by Ackerman, second by Thiem, the.noommendation was approved. The recommendation of .the Street & Alley Committee that H. A. Whiting be granted permission to do the grading and crushed rock surfacing of streets in Peck's 3rd Addition, subject to the requirement of the City Engineer and the City Attorney, was read and upon motion by Whiting, second by Ackerman, the recommend- ation was approved. The recommendation of the Street & Alley Committee that the agreement with Gilbert H. MacMillan, Consulting Engineer to completely check the plane -for the East Center.Street Bridge be accepted was read and upon motion by Thiem, second by Whiting, the recommendation was approved and the Mayor and City Clerk were directed to execute the said agreement. The recommendation of the Sewer Committee that Lightning Arrestors be Installed in the transformer room at the Sewage. Treatment Plant, in addition to the arrestors now on the service pole, for further protection of the transformers at an estimated cost of $495,00 and that the gehne Electric Company be first asked for a bid on such an installation was read and upon motion by Whiting, second by Ackerman, the recommendation was approved. The recommendation of the Sewer Committee that Behne Electric Company be instructed to proceed with the repair of one more of the transformers at a firm price of $1,400.00. plus transportation and installation charges, for the Sewage Disposal Plant, was read and upon motion by Whiting, Second by Ackerman, - the recommendation was approved and the Mayor was instructed to -issue an emergency order covering same, The recommendation of the Sewer Committee that the City advertise for bids for construction of a storm sewer in 2nd Street Southeast from 15th to to 14th Avenue Southeast and in 3* Street Southeast from 15th to 14th Street Southeast was read and upon motion by Anderson, second by Ackerman, the recommendation was approved. The recommendation of the Street.& Alley Committee that the City Engineer; be instructed to prepare plans and specifications for the following resurfacing ' I ijobs and that the first hearing on same be held 'on 'September 8`, 19539 was read and, (l upon motion by Schroeder, second by Anderson, the recommendation was approved: 1j Resurfacing on it 2nd Avenue Southwest from 3rd to 2nd Street; Repair 2nd Street and 2nd Avenue intersection; f 2nd Avenue Southwest from the north line of 2nd ! Street to the north line of lat Street; 2nd Avenue Southwest from the north line of 1st l Street to the south curb line of Center Street; Trench repair on West Center at 2nd Avenue; 1st Street Southwest from 2nd to 3rd Avenue S.W. ; j 3rd Avenue Southwest from 2nd to lot Street; I. 4th Avenue Southwest from 3rd to 4th Street; and Repair 3rd Street Southwest at 4th Avenue. Clark for a Journeyman Electricians License was read and upon motion by Thiem, second by Ackerman, the license was granted. The application of C. F. Haglin & Sons for a license to construct sidewalks was read and upon motion by Thiem, second by Ackerman, the license was granted. The application of Glen H. Archer for a license to sell 3.2 beer wholesale was read and upon motion by Ackerman, second by Anderson, the license was granted. The surety bond of Anne C. Jensen in the amount of $1,000.00 with the American Surety Company of Nov York as . surety and the license bond of Yale Engineer's, Inc. in the amount of $1,000.00 with the Continental Casualty Company as surety, were each read and upon motion.by Thiem, second by Anderson,.the bonds were approved, the surety thereon accepted and it was ordered that the same be placed on file.. The contract bonds of C. H. Boutell.e. in the amount of $19975.00 with the Western Surety Company as surety and Leon Joyce in the amount of $1,040.00 with the Seaboard Surety Company as surety, were each read and the same were referred to the Mayor for his approval. The following claims were read and upon motion. by. Fraser for construction of a sanitary sewer and watermain in 2nd Avenue Northeast and 17th Street Northeast in Greggle Addition. Upon motion by Ackerman, second by Anderson, resolution adopted. Resolution ordering plane,.specifications and estimate of coat and 2nd hearing on finigh grading and crushed, rock base on 18j Avenue Southwest from 3rd to 5th Street Southwest. MayorMcQuillan brought up the matter of someone attending a joint conference •of Mayors from the United States and CanedA to be held in Montreal beginning September 20th. He stated that he was unable to attend but suggested that a member of the Council be authorized to attend. A motion was made by Thiem, second by Whiting, authorizing one member of the. Council to attend the International Conference of Mayors to be held in Montreal, at City expense. • All voted in favor of the motion.. Alderman Ackerman, Chairman Hof the Lighting Committee, verbally recommended that street lights be installed on lSth "Avenue Northe ast and at 1221 - 4th Avenue Southeast. Upon motion by Schroeder, second by Anderson, the recommendation was approved and the City Clerk was instructed to notify the Public Utility Department of the action taken. James J. Macken, Chief of Police_, stated that the master clock in the City Hall was not keeping correct time and suggested that a new one be purchased at an approximate price of $250.00. Upon motion by Thiem, second by Whiting, the matter of repairing or replacing the master clock was referred to the Mayor and the Chief of Police with power to act.
