HomeMy WebLinkAbout02-22-19546 5: Record,of Official Proceedings of -the Common Council of the City of Rochester, Minn., February 22, 19.54 1 1 • i • 1 u Minutes of a, special meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers, in the City Sall in said City on February 22, 1954- President Bach called the meeting to order at 7:30 o'clock P. M., the following members being present: President Bach, Aldermen Ackerman, Anderson, Morris, Schroeder, Thiem and Whiting. Absent: None. The call of the special meeting was read and •President Bach ordered the same placed on file, the said special meeting having been called for the purpose i of discussing the feasibility of a referendum of the voters, at the Charter Election to be held March 9, 1954, to determine• whether the people desire to have;, the proposed new senior high school built in Soldiers Field, .and any other business the said Common Council may deem proper. n Alderman Ackerman moved that due to the urgency of various matters to be', considered by the Common Council that it is necessary for the. Council to meet on I� I' this legal holiday pursuant to the special call. Alderman Morris, seconded the motion and all voted in favor thereof. +� The matter of the feasibility of a referendum of the voters at the • l' Charter election to be held on March 9, 1954, to determine whether the people i ii desire to have the proposed new senior high school.buil.t in Soldiers Field was discussed at length by the members of the Council. It was also suggested that Mr., Sam Allen, President of the Board of Education of School District No. 8, be !' requested to attend the meeting,. Mr. Allen appeared at the meeting at 9:40 P.M. ij and stated his views on the matter of holding a referendum vote. After the dis- cussion was closed, Alderman Whiting moved that a referendum on the question of whether the people desire to have the proposed new high school built in Soldiers Field be not referred to the voters as a referendum question at the Charter is election to be held on March 9, 1954. Alderman Thiem seconded the motion and i upon roll call all voted in favor of same, except Aldermen Morris and Schroeder is who voted "non. 'I The Council inquired as to whether the Board of Park Commissioners hadt! presented their factual report as to whether or not Soldiers Field is no longer l needed for ark f! p purposes. The Council was informed that the report had not been received to this date. Alderman Whiting moved that the Board of Park Commissioners present their report on the matter not later than Wednesday noon, February 24, 1954. Alderman Thiem seconded the motion and all voted in favor of the same. Alderman Whiting inquired as to the status of the two quonset huts � !i which are still at the fair grounds. The City Attorney stated that he was certain''. Mr. Philip Lake's contract for the purchase of the. said huts had expired and upon motion by Ackerman, second by Schroeder, the City Attorney was instructed to r: Record of Official Proceedings of the Common Council of the City of Rochester, Minn., February 22, 1994 notify Mr. Philip Lake that his contract for the purchase of the two huts, which are -still located at the fair grounds, be cancelled. It was brought to the attention of the Council that the Yellow Cab Company was now operating a sight seeing bus on one of their cab licenses and upon motion by Schroeder_, second by Morris, the City Clerk was instructed to notify the Yellow Cab Company to put a taxicab into operation under the license which is now used for a sight seeing bus, the said cab to be put into service within the next 30 days. A letter from the Board of Public Health & Welfare requesting the approval of the employment of Mrs. Esther Kulsrud as secretary to the sanitation ' program in the health department, effective February 19, 1954 at a salary of $210.00 per month, was read and upon motion by Morris, second by Schroeder, the same was approved. The following recommendation was read and President Bach ordered the same placed on -file: "Honorable Mayor & Common Council Of the City of Rochester, Minnesota. Gentlemen: On inspection of the Fred Denny house located at 118 First Street S. E., Rochester, Minnesota, we find that tthis house can be moved without much_ difficulty. There is one tree on the boulevard that would have to be removed. Respectfully, C. A.. Armstrong, City Engineer Garnet Spring, Building Inspector" Upon motion by Thiem, second by Morris, the City Clerk was instructed to advertise for bids to be received on March 15, 1954 at 7: 30 o'clock P. M. for the sale of the building .known as the Denny Property located at 119 - First Street S. E. , the said building to be removed from its present site not later than May 1, 1954* The following recommendation from the. Public Utility Department was read and upon motion by Schroeder, second by Morris, the same was referred to the Street & Alley Committee, the City Engineer and the City Attorney: "The Honorable Common Council • City of Rochester, Minnesota Gentlemen: In connection with the proposed street widening program on Fourth Street Southeast, please be advised that it is the opinion and recommendation of the Public Utility Board that all water services from 6th to lath Avenues Southeast which are not now of copper pipe, be replaced before the work on this project is started. Respectfully submitted, A. J. Lentfer, Secretary" The request of the Lincoln School P. T. A. for permission to hold a bingo game at the Lincoln School on February 26, 1954 was read and President I 1 n LJ 1 • 1 1 Bach ordered the same placed on file. �. Council stating that their organization resented the statements made at a recent Council meeting that their opinions could be disregarded by the Council.as not being representa- tive was read. Upon motion by Schroeder, second by Ackerman, the resolution was ordered placed on file and theCity Clerk was instructed to direct a letter to the Central P.T.A. Council acknowledging receipt of the resolution and advising that the contents of the same was noted by the Council and the resolution had been ordered placed on file in the office of the City Clerk. A letter from the Department of the Public Examiner transmitting a report on the examination of the financial affairs of the City of Rochester and also letters transmitting reports on the financial condition of the Firemen's i Relief Association and the Police Relief Association were each read. Upon motion!s. by Thiem, second by Morris, the said reports -were ordered placed on file. A letter from the Firemen�s Civil Service Commission submitting, from the eligibility list for firemen, the names of Edward Klemm and Wendell Bass was read and upon motion by Schroeder, second by Morris, Edward Klemm and Wendell � Bass were appointed as firemen on the Rochester Fire Department. (i The applications of the Rochester Yellow Cab Corp. for one taxicab license and Carl F. Peterson dba Vets Cab CompanT for one taxicab license were each read and upon motion by Thiem, second by Morris, thelicenses were granted. The report of the Clerk of Municipal Court for the'week ending February 20, 1954 showing total criminal fines and costs collected $1,587.00 and civil fees received $7.05 was read and having been approved by the City Attorney,; President Bach ordered the same placed on file. Upon motion by Morris, second by Schroeder, the meeting was adjourned. a City Clerk 0
