Butler 1 1 SO THEREFORE, Be it resolved by the Common Council of the City of Rochester, Minnesota: That Adolph M. Bach is hereby declared to be elected to the office of Alderman at Large of the City of Rochester, at the Charter Election held March 9th, 1954, to hold office for two years and until his successor is elected and qualified; That Karl H. Postier is hereby declared to be elected to the office of City Treasurer of the said City, at the Charter Election held March 9th, 1954, to hold office for one year and until his successor is elected and qualified; That Raymond C. Schroeder is hereby declared to be elected to the office of Alderman of the First Ward of said City, at the Charter Election held March 9th, 1954, to hold office for two years and until his successor is elected and. qualified; That Stanley M. Morris is hereby declared to be elected to the office of Alderman of the Second Ward of said City, at the Charter Election held March 9th, 1954, to hold office for two years and until his successor is elected and qualified; That Thomas A. Moody is hereby declared to be elected to the office of Alderman of the Third Ward of said City, at the Charter Election held March 9th, 19549 to hold office for two years and until his successor is elected anti qualified; • That there is hereby declared to be a tie vote for the office of Justice of the Peace of the 1st Ward of said City; That there is hereby declared to be a tie vote for the office of Constable of the 1st Ward of said City; That L. G. Schroeder is hereby declared to be elected to the office of Justice of the Peace of the 2nd Ward of said City, at the Charter Election held March 9th, 1954, to hold office for two years and until his successor Is elected and qualified; That there is hereby declared to be a tie vote for the office of Constable of the 2nd Ward of said City; That Mark B, Fuller is hereby declared to be elected to the office of Constable of the 3rd Ward of said City, at the Charter Election held March 9th, 1954, to hold office for two years and until his successor is elected and qualified; • That David C. Allison is hereby declared to be elected to the office of Justice of the Peace of the 3rd Ward of said City, at the Charter Election held March 9th, 1954, to hold office for two years and until his successor is elected and qualified." March 10, . lg 54, 1 1 • 0 1 • 1 �I Mr. Ralph Stevens, Member of the Board of Public Health & Welfare, was � present at the meeting and explained that their Board had an „opportunity .to I! purchase a truck at a very reasonable price and requested permission from the It Council to make -the purchase. The Mayor stated that he would issue an emergency order for the purchase of the truck and upon motion by Whiting, second by Morris, j the Board of Public Health & Welfare was authorize'd to make immediate purchase of ! I the said truck for the hauling of garbage. The following recommendation was read and upon motion by Morris, second by Whiting, the recommendation was- approved and. referred to the City Attorney to include the recommendation items in an amended traffic and parking ordinance: 0 64:6 Record; ,of Official Proceedings of the Common Council of the City. of Rochester, Minn., March. 10, _ 19 54 "To the City Council Rochester, Minnesota Gentlemen: We, the undersigned members of the Street and Alley Committee, recommend that no parking be allowed in the following area each weekday between the hours of 2 A. M. and 6 A. M.: On South Broadway from Center Street to 4th Street Southwest. On lot Avenue Southwest from Center Street to 4th Street Southwest. On Center Street from lot Avenue Southwest to the Chicago Greatwestern Railroad. On lot Street Southwest & Southeast from lot Avenue Southwest to the Chicago Great Western Railroad. • On 2nd Street Southwest & Southeast from lot Avenue Southwest to the Chicago Great Western Railroad, On 3rd Street Southwest & Southeast from 1st Avenue Southwest to the Municipal Parking Lot. -On 4th Street Southwest & Southeast from lot Avenue Southwest to the Chicago Great Western Railroad. The purpose of this proposal is .to facilitate street cleaning operations in the Downtown area. Respectfully, Street & Alley- (Raymond C. Schroeder Committee (A. G. Whiting (Emrold Thiem The recommendation of the Street & Alley ,Committee that the bid of , Clements Chevrolet ,Company, for furnishing one 1200 .gallon street flusher, in the amount of $6,064.30, be.accepted was read and upon motion by Dorris, second by Ackerman, the recommendation was epproved. The recommendation of the Street & Alley Committee and the City Engineer that the preliminary .report of Gilbert H.. MacMillan, Engineer for the construction of the proposed 7th Street Northeast bridge,, be approved was read and upon motion by Anderson, second by Ackerman,. the recommendation eras approved. The City Engineer's recommendation on improvements on Highway No. 63, North from the North Broadway bridge to the City -limits was read and upon -motion by Schroeder, second.by Thiem, his recommendation.was approved and the matter of set backs on each side of the street., to provide room for sidewalks, was referred to the Board o.f Zoning to make the, necessary plans for proper set backs. . A letter from the A. F. of I(. Central Labor Union stating that it is the wish of their organization that construction be started as soon as. possible on ,c.onstructibnn of public buildings was read and President Bach ordered the same placed. on f ile., The request of the Board of Public Health & Welfare for permission .to employ Miss Jeannine Moorhead as th.e records clerk in the health department, effective March S. 1954, at $190.00 per month, was read and upon motion by Morris, second by Schroeder, their request was granted. A petition for the construction of a curb and gutter on 14th Avenue Northeast from 7th to 9th Street Northeast was read and upon motion by Morris, second by Anderson, the same was referred to the Street & Alley Committee and the City Engineer. • 6 4 3— Record* of Official Proceedings of the Common Council of the City of Rochester, Minn., March 10., 19.54 1 1 U 1 • 1 1 A petition. for the construction of a sanitary sewer and water main in 1 Graham Court Southeast, east of 15th Avenue Southeast, was read and upon motion r by Morris, second by Ackerman, the same was referred to the Sewer and Water Committees and the City Engineer. ; ,I A 'petition for the grading and surfacing of Graham Court Southeast, east] of 15tr Avenue Southeast, was read and upon motion by Iforris, second by Ackerman, �I! ; the same was referred to the Street & Alley Committee and the City Engineer. A petition for the construction of a curb and gutter on loth Street ' Southeast from 6th to 7th Avenue Southeast was read and upon imotion by Morris, second by Schroeder, the same was referred to the Street .& Alley Committee and then i City En ineer. The request of Mr. Ole Mestad for permission to extend the sanitary sewer on Sth Avenue Southeast north from.6th Street Southeast to Lot 5, Block g, ;! East Rochester was read and upon,motion_by Morris; second by Thiem, the request G was referred to the Sewer Committee and the City Engineer. A notice from the League of Minnesota -Municipalities of short courses for City Assessors; Water Department; City Engineers; Sewage works Operators; Finance Officers;;" and Councilmen -Mayors, to be held on various dates during the month of March, was read and President Bach ordered the same placed on f-ile. The report of the City Weighmaster for the month of February, 1954 shooing fees collected for loads weighed in the amount of $139.45 was read and President Bach referred the same to the Finance Committee. The report of the Clerk of Municipal Court for the ,;week ending . March 6, 1954 showing total criminal fines and costs collected $86i.00 and civil 1F fees received $1.30 was read and having been approved by the City Attorney, President Bach ordered the same placed on file. The applications of L. S. Donaldson Company -and :The _Dayt'bn C.ompany' for licens;e.. a..oh--sell cigarettes were each read and upon. motion by Morris, second by Ackerman, the licenses were granted. The surety bond of 11. C. Bergstedt in the amount of $739.00 with the Fidelity & Casualty Company of Kew York as surety was read and the same was referred to the Mayor for his approval. Alderman whiting introduced a resolution authorizing the Building Inspector -paxm1xx$xxxto issue a permit to Morey's Bar & Cafe .for theerection of a canopy, which was read. Upon motion by Morris, second by Schroeder, action on same was deferred until the meeting of ,March 15, 1954. Alderman Ackerman introduced a resolution accepting, the bid of Clements Chevrolet Company for furnishing one 1200 gallon street flusher, which was read. An Ordinance annexing to the City of Rochester, Minnesota, a part of the Southeast -quarter (SEJ) of Section Twenty -Seven (27), Township One Hundred Seven (107) North of Range Fourteen (14) West, in Olmsted County, Minnesota, to be mown and designated•as Bielenberg and Giese Second Addition, Rochester, Minnesota, was given its first reading. Upon motion by Thiem, second by Ackerman, and upon roll call and all voting in favor thereof, the rules were suspended and the ordinance was given its i second reading. Upon motion by Morris, second by Anderson, and upon roll call and all voting in favor thereof, the rules were suspended and the ordinance was given its third and final reading. Upon•motion by Morris, second by Thiem, that the said ordinance be adopted as read and all ,voting in favor thereof, President Bach declared the said .ordinance duly paased and adopted. Mayor McQuillan stated that the Centennial Committee had requested funds for various activities which would amount to five or six hundred dollars. Upon motion by Morris, second by Schroeder, the request was approved and the Board of Park Commissioners was authorized to make the requested expenditure. The following resolution, introduced by Alderman Ackerman, was read.
