Record of Official Proceedings of the Common Council
of the City of Rochester, Minn., March 12, 1954
Minutes of a special meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers in the City Hall in said City,
on March 12, 1954.
President Bach called the meeting to order at 4:30 o'clock P. M., the
following members being present: President Bach,. Aldermen Ackerman, Anderson,
Morris, Schroeder, Thiem and Whiting. Absent: None.
The call of the special meeting was read and President Bach ordered
the same placed on file, the said meeting having been called for the purpose of
considering the Mayor's veto of a resolution adopted by the Common Council of the

City of Rochester, Minnesota, on March loth, 1954, determining that a certain
part of Soldier's Field, as described in said resolution, is no longer needed for
a public park or any -other municipal purpose, and any other business the said
Common Council may deem proper.
The following veto message by Mayor Claude H. McQuillan was read and
ordered placed on file:
"Honorable Members of the Common Council
City of Rochester
Gentlemen:
I am returning the resolution passed March 10, 1954--wherein your
Honorable Body resolved that the described portion of• Soldiers
Field is no longer needed for park purposes.
Contrary to the statement that the determination was made as a
matter of fact, it is my opinion that the five members of the
Council voted their honest convictions that the majority of their
constituents wanted the proposed High School erected in Soldiers
Field. However, the question was not "Do the people want the
School erected in Soldiers Field" -- but "Is Soldiers Field no
longer needed for park purposes." In as much as all the submitted
records and statements by the Park Board and the organizations and
individuals who have used the Involved portions of Soldiers Field,
proves without a shadow of a doubt that;-
1. The perk area in question has been used continuously in
the past for park and recreation purposes, and
2. There is every indication that it will continue to be used
as extensively in the future.
You cannot logically assume that although people use the park, that
they do not need it. As long as there is a use, there is a need --
(the wards are practically synonymous) --therefore, how can you
truthfully say --:"We have not been using the areas in question, nor
will we use these areas in the future for park purposes." That is
exactly what the resolution implies -- and I do not believe that
any member of our Council would 'care to take an oath to the effect
that we do.not use (or need) Soldiers Field for park purposes.
May I therefore, respectfully request the Coilmon Council to re-
consider the question and permit my veto to ride.

A resolution finding a portion of Soldiers Field as described therein no longer
needed for park purposes was again read together with the Mayor's veto of same
dated March 11, 1954. A motion was made by Alderman Schroeder, second by Alderman
Ackerman, that the said resolution be adopted over the Mayor's veto. After dis-
cussion on the matter, Alderman Schroeder withdrew his motion and Alderman Ackerman
withdrew his second. After further discussion Alderman Schroeder moved that the
,meeting be adjourned, Aldermen Ackerman seconded thp.,not _ n. an all voted in favor
thereof.
