M., the i following members being present: President Bach, Aldermen Ackerman, Anderson, i� I Morris, Schroeder, Thiem and Whiting. Absent:, None.. Upon motion by Schroeder, second. by Morris, the minutes of the meetings lI II of March loth., March 12th, March 15th and March 18th, 1954 were approved. !I • A letter submitting a. plat of lands to be known as Jefferson Slopes andl'. described as follows was read: I; "A part of the West of the Southeast Q of Section 25, Township 107 North of Range 14 West and described as follows: Commencing at the Northeast corner of Block 1, Hillside Addition, Rochester, Minnesota, and running j thence West lo4.96 feet, thence North 32.feet, west .. 260.68 feet, thence West 10.42 feet, thence North 29' j West 370.90 feet, thence North 51015' East 138.5 feet, j! cj I; thence South 88028' East 219.58 feet, thence South 300 feet, thence South 16016' West 56.g6 feet, thence South 75 feet, thence West 20 feet, thence South 283 ! feet, thence West feet to the place of beginning". I; \71 The recommendation of the Planning & Zoning Commission that the plat as submitted!; by Mr. Joe Gores for 'annexation of Jefferson Slopes be approved subject to the II approval of the City Engineer was read. The approval of the proposed plat of II Ii Jefferson Slopes for the installation of electric and water utilities by G. E. jl Marek, General Manager of Utilities, was read. A report by the City Engineer !! that -the proposed plat of Jefferson Slopes conformed with the requirements of �I Ordinance No. 704 and recommending for approval and annexation with the stipulation that storm sewers when constructed will be assessed the same as other!i local improvements was also read. A motion was made by Morris,• second by t I, Ackerman, instructing the City Attorney to prepare an ordinance annexing the plat to be known as Jefferson Slopes to the City of 'Rochester, Minnesota. All voted in favor of the motion. • "Rochester �! A plat of lands in the /City of to be known as Miner's Heights;, Third Addition and described as follows was presented to the Council: i I1 "Part of Lot 52, State Plat of Section 36 Township`107 North of Range 14 West, in Olmsted County, Minnesota, described as follows: commencing at, the Southeast corner cf Lot 52 of � !' said State Plat and running thence west along the south line ! of said Lot 258.06 feet, thence north along the East line of 19th .Avenue Northeast 380.00 feet, thence East parallel to the I' South line of said Lot 252.87 feet to the east line of said Lot, thence south 47' Mast -along the East line of said Lot (! 380-o4 feet to the place of beginning". I, The recommendation of the Planning & Zoning Commission that the plat known as Miner's Heights Third Addition be approved and also the recommendation of the I. City Engineer recommending the approval of the said plat were each read and upon j. I, motion b y Whiting, second by Schroeder, the plat was accepted, including the �. • i 662 Record of Official Proceedings of the Common Council of the City of Rochester, Minn., March 22, 1954 following recommendation,.whkch the City Clerk was instructed to have noted on the plat: In accepting this plat the following action was approved by the Common Council at a meeting held on March 22, 1954: "That the cost and expense of storm sewer construction be assessed against the property benefited in the said plate. The recommendation by the Planning & Zoning Commission that a plat of land to be submitted to the City and'to be known as the Pruett and Payne Addition was read. No action was taken on the matter at this meeting as the plat had not been received up to this date. The following request by the Planning & Zoning Commission was read • and upon motion by Schroeder, second by Ackerman, the communication was referred to the Street & Alley Committee and the City Engineer: "Honorable Mayor Mcquillan and Members of the Common Council City of Rochester, Minnesota Gentlemen: The Planning Commission feels that a topographical and road study is urgently needed in the general area bounded on the west -by Highway 52, on the north by the Chicago Northwestern Railroad tracks, on the east by Eleventh Avenue and on the South by Second Street S. W. We do not know what the cost will be and it is impossible to get engineering estimates, but we would like to budget $1, 500.00 toward this project and hope we can get all the necessary information for the amount requested. Respectfully submitted, PLANNING AND ZONING COMMISSION Donald L. Gure, President" The following recommendation of the Zoning Board was read and upon motion by Thiem, second by Anderson, a hearing was set for April 5, 1954 at 2:00 o'clock P. M. : "To the Honorable Mayor and Members of the Common Council City of Rochester, Minnesota Gentlemen'; At a meeting of .the Board of Zoning held on March 19, • 1954 the matter of setback lines on both sides of North Broadway from 14th Street Northeast to the North City limits was considered. ' A motion was made, seconded and duly carried,_ recommending to the Common Council that setback lines on both sides of North Broadway from 14th Street Northeast to the North City limits be established so as to prohibit the building of any structure within 5gl feet of the present right of way line. Respectfully submitted, F. R. The applications of Lawrence E. Lysne.for permits to move two buildings �I I (construction sheds) from the Diagnostic Building to the site ofthe new Olmsted a County Community Hospital were each read and upon motion by Schroeder' second by i, Thiem, the two permits were granted, subject to the approval of the Building �l Inspector. - !i The City Treasurer's statement of funds f'or the month of February, 9 5 1 4 'i �jwas read and President Bach ordered the same placed on file. The report of the Clerk of Municipal Court for the week ending March 20,ij 1954 and showing, total criminal fines and costs collected $1,034.00 and civil fees; received $17.05 was read, and having been approved by the City Attorney, President! Bach ordered the same placed on file. tj The surety bond of Neenah Foundry Company in the amount of $3,.145.00 II I with the Travelers Indemnity Company as surety was read and the same was referred to the Mayor for his approval. it - G �i The question of assessing storm sewer improvements was discussed at this�l �I time and upon motion by Whiting, second by Schroeder, the same was referred to them I Mayor, the City Attorney and the City Engineer. The following resolutions were each read and introduced and President ii Bach declared the same duly passed and adopted: 'I Resolution ordering bids for being designated as City Depositories for ! �i 1954-1955• Upon motion by Ackerman, second by Anderson, resolution adopted. n Resolution ordering bids for official printing and publications during it i 1954-1955• Upon motion by Anderson, second by Morris, resolution adopted. A resolution ordering the sale and conveyance of a portion of Soldierls i fi Field to School District No. S of Olmsted County, Minnesota, and prescribing the !. I terms and conditions thereof was read by the City Attorneyq and discussion followed on the amount of sales price to be asked of School District No. 8. The !I resolution was not introduced at this meeting and no action was taken on same. Mr. P. E. Romano was before the Council and inquired about balances due ,I him on three overcoats sold to employees of the Police Department. The matter of 1 i paying for uniforms and clothing in the Police Department under the present system was discussed and upon motion by Thiem, second by Ackerman, the same was referred to the Police Committee, the Mayor and the Chief of Police. !! Mr. Donald Franke was present at the meeting and requested that the. Il I; Council amend one section of Ordinance No. 702, governing realtors and real estate!' ji 0 664 Record of Official Proceedings- of the Common Council of the City of Rochester, Minn:, March 22, 19 54 salesman in the City of Rochester. This section sets up the requirements for surety bonds to be furnished by realtors and real estate salesmen. Upon motion by Morris, second by Ackerman, the realtors were requested to select a committee to meet with the City Attorney to formulate a new ordinance covering the licensing of real estate brokers and real estate salesmen. Alderman Ackerman stated that he had received a request for street lights in the area of 9th Avenue Northwest between Center Street and 2nd Street Northwest and upon motion by Thiem, second by Anderson, the matter of installing the said street lights was referred to the Lighting Committee with power to act.
