Minutes of the annual meeting of the Common Council of the City of
Rochester, Minnesota., held in the Council Chambers, in the City Ball in said City
on April 5, 1954.
President Bach called the meeting to order at 2:00 ',o' clock P. M., the
following members being present: President Bach, Alderman Ackerman,.Anderson,
Moody, Morris, Schroeder and Whiting. Absent: None.
After opening the meeting, President Bach introduced Mr. Thomas A.
Moody as the only new member of the Council and stated that while Mr. Moody was
a new member on this date he had previously served ten years on the Common
Council of the City of Rochester. After,,welcoming Mr. Moody'as a member of the
governing body, President Bach then requested the City Clerk to read the
following list of appointments to the Council Committees:
STREET & ALLEY COMMITTEE: A. G. Whiting, Archie M. Ackerman and Raymond C.
Schroeder.
SEWER COMMITTEE: Archie M. Ackerman. Raymond C. Schroeder and A. G. Whiting.
WATER COMMITTEE: Raymond C. Schroeder, A. G. Whiting and Archie M. Ackerman.
FINANCE COMMITTEE: Leo C. Anderson, Raymond C. Schroeder and Stanley M. Morris.
POLICE COMMITTEE: -Thomas A. Moody, Leo C. Anderson and Archie M. Ackerman.
PUBLIC GROUNDS COMMITTEE: Stanley M. Morris, Leo C. Anderson .and Thomas A.
Moody.

President Bach then introduced Mayor Claude H. McQuillan who spoke
briefly, stating that he appreciated very much the cooperation he had had from
the Common Council during the past year. He then requested the City Clerk to
read the following appointments to the various Boards:
Board of Public Health & Welfare: Dr: N. A. Christensen and Mr. S. P. Kingston
for three years each, terms to expire the second Monday in April, 1957.
Mr. Ralph J. Stevens and Dr. L. A. Weed for two years each, terms to
expire -the second Monday in April, 1956. Mrs. Nelson W. Barker and Dr.
Joseph C. Fawcett for one year each, terms to expire the second Monday
in April, 1955.
Police Civil Service Commission: Miss Belva Snodgrass for three years, term
to expire th.e second Monday in April, 1957. Mr. Phillip W. Kern for
two years, term to expire the second Monday in April, 1956. '
Public Utility Board: Mr. Walter A. Swenberg for three years, term to expire
on the second Monday in April, 1957-
Board of Park Commissioners: Mr. L. R. Benson and Mr. P. H.�Lampman for two
years each,*terms to expire on the second Monday in April, 1956.
Zoning Board: Mr. Chris Jensen for five years, term to expire on the second
Monday in April, 1959•
Music and Band Committee: Mr. E. B. Ballou for three years,,term to expire
the second Monday in April, 1957-
Secretary to the Mayor: Mrs. Marian E. McQuillan, at the pleasure of the Mayor.
Alderman Anderson moved that the Mayor's appointments be approved and Alderman
Morris, seconded the motion. All voted in favor of the saidl motion.
The following list of names recommended to the Mayor for appointment
to the Steering Committee was read and the Mayor in turn submitted the list to

Alderman Schroeder introduced the following resolution which was read
and upon motion by Ackerman, second by Moody, that the said resolution be adopted
as read, and all voting in favor thereof, President Bach declared the said
resolution duly passed and adopted:
II jHEREAS, It is deemed expedient and necessary that
the Common Council of the City of Rocliester,. Minnesota, adopt
rules of order for the conduct of its business, and
WHEREAS, A copy. of Robert's Rules of_ Order (revised)
of the.1915 Copyright, is before this CommoA Council.
SO THEREFORE, Be it resolved by the Common Council of
the City of Rochester, Minnesota:
That the said Robert's Rules of Order be adopted by
this Common Council as rules. of. order for. the conduct of its
business."
Alderman Whiting introduced the following. resolution which was read
and upon motion by Whiting, second by Morris, that the said resolution be
adopted_ as read, and all voting in favor thereof, President. Bach declared the
said resolution duly passed and adopted:
"Be it resolved by the Common Council of the City of
Rochester, Minnesota:
That the said Common Council of the City of Rochester,
Minnesota, hereby adopts the following rules and regulations for
the order of business of said Common Council:
1. Roll Call. The roll call of the Common Council
shall be had and taken in its alphabetical order according
to the names of the members, except that the name of the
President of the Common Council shall be called only at the
first roll call of each meeting and then after that, at
that meeting, only in case of 'a tie vote when his name shall
be" called and vote- taken after the expression of each of the
other members of the said Common Council, or when'a 5/7 vote
is required.
2. Reading and approval of the minutes of the proceeding
meeting.
3.' At first meeting, the appointment of officers and
committees.
4. Public hearings.
5.' Reading of petitions and communications.
6. Reports of committees. All reports of committees shall
hereafter be made in writing, unless ordered otherwise by
said Common Council.
7. Unfinished business.
S. Resolutions and ordinances.
9. Bills and claims.
10. Adjournment."
President Bach stated that the next order of business w6u•ld' be the
reading of applications and appointment of officers.
The application of F. R. Finch for reappointment to the office of City
Clerk was read and upon motion by Morris and second by Moody, F. R. Finch. was

The application of Darrell Sanford for reappointment' to the office of
City Scavenger and Dog Catcher was read and upon motion by Ackerman, second by
Anderson, Darrell Sanford was appointed as City Scavenger and "Dog Catcher for the
ensuing official year.

The application .of Flora C. Anderson for reappointment as stenographer
for the Chief of Police and Juvenile Officers was read and upon motion by Morris,
second by Moody, Flora C. Anderson was appointed as stenographer for the Chief of
Police and Juvenile Officers for the ensuing official 3ea.r.
The application of Bonnie Anderson for appointment as secretary in the
office of the Building Inspector was read and upon motion by Moody, second by
Schroeder, Bonnie Anderson was appointed as secretary in the office of the Buildingil
Inspector for the ensuing official year.

the City Hall and custodian of voting machines was read and upon motion by
Schroeder, second by Morris, Ivan Boyd was appointed as assistant custodian of
the City Hall a.nd custodian of voting machines for the ensuing official year.
The application of _Paul Sandberg for reappointment as assistant
custodian of the City Hall was -read and upon motion by Ackerman, second. by
Schroeder, Paul Sandberg was appointed as assistant custodian of the City Hall
for the ensuing official year.
The application of Harold ?-Tiesener for reappointment as assistant
custodian of the City Hall was read and upon motion by Morris, second by Moody,
Harold Wiesener was appointed as assistant custodianof-,the City Hall for the
ensuing official year.
The application of Mark E. Blanchard for reappointment as City Painter
was read and upon motion by Moody, second by Morris, Mark E. Blanchard was
appointed as City Painter for the ensuing official year.
The application of James A. Waters for reappointment as Meter
Maintenance Engineer was read and upon motion by Ackerman, second by Anderson,
James A. Waters was appointed as Meter Maintenance Engineer for the ensuing
official year.
The application of Joseph Healey for reappointment as Assistant Meter
Maintenance Engineer was read and upon motion by Ackerman; second by Moody,
Joseph Healey was appointed as assistant Meter Maintenance Engineer for the
ensuing official year.
The application of Frank W. Everett for reappointment as Fire Warden
for the City of Rochester was read and upon motion by Anderson, second by
Ackerman, Frank W. Everett was appointed as Fire Warden for the ensuing official
year.
The applications of Paul Dornack for reappointment as Foreman of the
City Dumping Grounds, Fred Zimmerman for reappointment as assistant Foreman of
the City Dumping Grounds and Norbert Huiting for reappointment as Machine
Operator at the City Dumping Grounds were each read. Action was postponed until
the following meeting.
President Bach.stated that the next order of business would be public
'.hearings and receiving and opening of bids.

Hearing on the matter of designating setback lines on both sides of

Bids for the purchase of the house located at 119 First Street South-
east. The bid of John Fromdahl in the amount .of $110.00 was received and opened
and upon motion by Ackerman, second by Schroeder, the bid was accepted.

Proposals for doing the official city printing and advertising for the
fiscal year of 1954-1955. 'The bid of the Rochester Post Bulletin at the rate
established by the statutes of the State of Minnesota for legal publications was
read. Mayor McQuillan stated that the Charter specified that` all legal printing
was to be done at one half price of the legal rate, however, he ha.d noted that the'
City had been paying the full legal rate for all legal publications. Mr. Howard

The request of the Junior Chamber of Commerce for an appropriation of

$199.00 for music on the -date of the Gypsy Frolic was read. Alderman Anderson
moved that the amount of $199.00 be appropriated from -the Music and Band Fund
for music on the public streets in the City of Rochester on May 1, 1954. Alderman
Ackerman seconded the motion.
The request of Harold E. Payne and Raymond D. Pruett to have a parcel
of land to be known as Northwood Addition annexed to the City of Rochester was
read together with the recommendation of the Public Utility Department and the
recommendation of the Planning and Zoning Commission. Upon motion by -Schroeder,
second by Morris, the same were referred to the Street & Alley Committee and the
City Engineer.
The request of Whitlock Sonnenberg Auxiliary, Post No'.' 1215 Veterans of
Foreign Wars and the William T. McCoy Auxiliary, Post No. 92 American Legion, to
sell poppies on the streets of Rochester on May 22, 1974 was read and upon motion
by Morris, second -by Anderson, their requests were granted.
The recommendation of the Street & Alley Committee that a structural
engineer be engaged to make an analysis and report on the East Center Street
Bridge to guide the Council in determining what action to take at this time on
its repair or replacement was read and upon motion by Whiting, second by
Ackerman, the same was accepted.
The recommendation of the Building Inspector, the City Engineer and the
Chief of Police that Howard•Unger be granted.permissiou to move one quonset but
from the f airgraunds to 1643 North Broadway was read and upon motion by Anderson,
second by Morris, the same was approved.
The reports for the month of March, 1954 of the- Building Inspector
showing fees collected for building permits issued $379.00; of the Electrical
Inspector showing fees collected for electrical permits issued $191.50; of the
Plumbing Inspector showing fees collected for plumbing permits issued $65.50; of
the Heating Inspector showing fees collected for heating permits issued $173.50-
a.nd fees collected for sign permits issued $1,936.59, were each read and Presiddat
Bach referred the same to the Finance Committee.
The report of -the City Weighmaster for the month of March, 1954 showing
fees collected for loads weighed $132.90 was read and President Bach referred the
same to the Finance Committee.
The report.of.the Clerk of Municipal Court for the week ending April 3,
1954 showing total criminal fines and costs collected $1,452.00 and civil fees
received $4.30 was read and having been approved by the City Attorney, President
Bach ordered the same placed on file.
The report of the Civil Defense Director for the period of November I -
1953 to April 1, 1954 wasread and President Bach ordered the same placed on file.

city of University City, Missouri and upon motion by Anderson, second by Morris,,
he was authorized to 4ttend the .said ,scl-ool at City expense.
A recess was declared at 6:00 o'.clock P. M.,
President Bach called the meeting to order at 7: 30 o'clock P. M.
The recommendation of the Street & Alley Committee that.a curb and
.gutter be constructed on 9th Street Northeast from lgt to 2.nd Avenue Northeast
.was again considered by .the Council and upon motion by Whiting, second by
Ackerman, the .said recommendation was approved.
The recommendation of the S.treet & Alley Qommittee that ,curb and gutter
be constructed and grading be done on 14th Avenue SQuthwes.t from 7th to 9th
Street South,.•iest was again considered. As part cf the project would abutt upon
property outside of the City limits, 0,e matter of financing same was considered
and upon motion by Ackerman, second .by Morris, the same was referred to the
Street & Alley Committee to contact the owners of property.outside of the City
limits and abutting upon the project, to determine as to w!;ether or not they
would be willing to pay their share_of the assessment.
Mr. William Lemke and 14 other residents living on a part, of. 5th
Avenue and 14t'� Street Northwest were again before the Council and stated that
the sanitary sewer which they had previously petitioned for was very urgently
needed and asked that the Council make plans to construct the said sewer.. After
hearing those present they were informed that the Council realized how necessary
the improvement was but the matter of financing the said sewer would have to be
studied further..
An Ordinance annexing to the City.of.Rochester, Minnesota, a part of the
West a of the Southeast of Section 25, Township 107 North, of Range 14 West , in
Olmsted County and to be known and designated,as Jefferson Slopes, was given its
first reading.
Upon motion by Morris, second by Moody, the meeting was adjourned until
7:30 o'clock P. M. on April 12, 1954.
