of the City of Rochester, Minn., April 22, 1954
Minutes of a special meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers, in the City gall in said City,
on April 22, 1954.
President pro tem Anderson called the meeting to order at 4:30 o'clock
P. M., the following members being present: Aldermen Ackerman, Anderson, Moody,
Morris, Schroeder and Whiting. Absent: President Bach.
The call of the special meeting was read and President pro tem
Anderson ordered the same placed on file, the said meeting having been called for

the purpose of considering the sewer and water replacements bid on 4th Street
Southeast from 6th Avenue Southeast to the State Hospital and any other business

the said Common Council may deem proper.
The following recommendation of the Sewer Committee was read and upon
motion by Schroeder, second by Ackerman, the recommendation was approved and the
City Engineer was instructed to contact the owners of unimproved lots to
determine, if possible, as to whether or not the owners of the said improved
abutting lots would be willing to pay the expense of having sewer and water
laterals installed. -
"Honorable Mayor & Common Council
City of Rochester, Minnesota
Gentlemen: -
We, the undersigned, recommend that the bid of .Carlisle G.
Fraser, Contractor, for construction and replacement of water
and sewer connections on 4th Street Southeast from 6th Avenue
Southeast to State Hospital be rejected and the project abandoned.
The reason for this decision is that the costs of the
proposed connections are extremely high; and that the City
cannot justify forcing this work at this time. The cost of the
various service connections, based on the bid are as follows:
Water Service Replacement South side $252,
North side $539.
Service Sewer Replacement (either side) $420.
New Sever and Water Service South side $620.
North side $470.

The recommendation of the Street & Alley Committee that the proposed
grading, surfacing, curb and gutter on 15th Avenue Southwest from 7th Street
Southwest to the south line of Dresbach's Addition be ordered as recommended in
the report of April 1st, as the owner of Lots 7 and g, Block 2, which are not in
the City, has agreed to pay for the cost of the work abutting his property
subject to a satisfactory plan and grade line, and recommending that a second
hearing be held on this project when the plans and estimate are submitted by
the City Engineer, was read and upon motion by Morris, second by Ackerman,
the recommendation was approved.
The recommendation of the Street & Alley Committee and Sewer Committee
that Ole Mestad be. permitted to extend the sanitary sewer on gth Avenue Southeast
north of 6th Street Southeast to serve Lot 5, Block g, East Rochester Addition

under the plans and specifications prepared by the City.Engineer, this permit is
contingent upon a statement from Mr. Mestad that he acknowledges the street is
unimproved, without a grade or surface, and that he cannot expect, street
maintenance or service until such time as this work is done, was read and upon
motion by Schroeder, second by Morris, the recommendation was approved.
The following recommendation of the Street & Alley Committee was read
and upon motion by Ackerman, second by Schroeder, the same was approved:
"Honorable Mayor and Common Council
City of Rochester, Minnesota
Gentlemen:
We, the undersigned, recommend that the report of April 1,
be approved and hearings held for grading, surfacing, curb and
gutter on 14th Avenue Southwest from 7th Street to gth Street
Southwest.
The owners•of the 3 lots not within the city limits have
been interviewed and they have stated their willingness to pay
for the improvements abutting their property.
It is further recommended that necessary steps be taken by
bhe City Engineer and City. Attorney to secure a written agreement
to this effect before the work is undertaken.
The second hearing should be scheduled when plans and
estimate are. submitted by the Engineer.

The Mayor's appointment of Mr. Stanley Drips as Civil Defense Director
was read and upon motion by Schroeder, second by Ackerman, the appointment was
approved.
Upon motion by Morris, second by Moody, the meeting was adjourned.
