Minutes of an adjourned regular meeting of the Common Council of the
City of Roche.ster, Minnesota, held in the Council Chambers in the City Hall in
said City, on June 2, 1954.
Upon'.mot.ion by Schroeder, second,_-by.Moody, Alderman Morris was appointed)
as President pre tem of the Common Council.
President pro tem Morris called the meeting to order at 3:30 o'clock
P. M. , the following members being present: President Bach, Aldermen Ackerman,
Anderson, Moody, Morris and Schroeder. Absent: Alderman Whiting.
Upon notion by Schroeder, second by Ackerman, the minutes of the meeting
of May 24, 1954 were approved.
The Council proceeded to the polling places in the various precincts of
the City to inspect the registering counters of the voting machines and to
compare the number of votes shown by such voting machines with the returns .
submitted by the Judges at the Special election on June 1, 1954.
After making the canvass of the voting machines the Council members
returned to the Council Chambers and President Bach called the meeting to order.
Alderman Schroeder introduced the following resolution w1+ich was read
and upon motion by Ackerman, second by Morris, that the said resolution be adopted
as read, and all voting in favor thereof, President Bach declared the said
resolution duly passed and adopted:
"Be it resolved bythe Common Council of the City of Rochester,
Minnesota:
That the following is a tabulated statement and list of the number
of votes cast for and against the proposed amendment of the Charter of
the City of Rochester, Minnesota, in the nature of a revision at the
Special Election held on June 1, 1954, in the City of Rochester, Minnesota,
as determined by said Common Council.on the canvass of the returns of .
said special election made the 2nd day of June, 1954, and said statement
is hereby declared to show the result of the said special election; said
tabulated list and statement being as follows:

Be it further resolved by the said Common Council: That the number of
.persons present and voting at said Special .Election .on the proposed
amendment of the Charter of the City of Roe'rester,. Minnesota, in the
nature of a.revision, is as follows:
"Yes", 3167; "No", 3050.
The number of voters voting i,n favor of the. said proposed amendment of
the Charter of the City of Rochester, Minnesota., in the nature of a
revision and against the said proposed amendment .of the Charter of the
City of Rochester, Minnesota, in the nature of a revision are as shown
on the. above statement and. that the said proposed amend-men.t of the
Charter of the City of Rochester, Minnesota., in the nature of a revision
was not ratified by -said vot.ers as -shown by the. returns of said election.,
above stated.
Be it further resolved by the said Common Council: That.the whole
number of persons present and voting at said election on,,the proposed
amendment of the Charter of the City of Roehester, Minnesota.,, in the
nature of a revision, was 6217 and that it required 3730 or 60% of those
who voted at said election to ratify same, and there were less than 6o%

of the said total number of votes in favor of the adoption and
ratification of said proposed amendment of the Charter of the
City of Rochester, Minnesota, in the nature of a revision, did
not receive the necessary 60% of said total votes and therefore
said proposed amendment of the .Charter of the..City of Rochester,
Minnesota, in the nature of a revision, was not ratified by the
voters at said election.
Alderman Anderson introduced a resolution appropriating $21, 700.00 from
the Parking Meter Fund and ordering payment made to William F. McGoon and'Howard
A. McGoon and A. H. Clemens, their Attorney, and Attorney for Meta McGoon Eckman;
Lucy Chandler, Vivian Lehen, Verna Smith, Melvin McGoon; Francis McGoon, Phyllis
Wigginton and Meta McGoon Eckman as guardian of Judith McGoon Eckman which was
read and upon motion by Anderson, second by Ackerman; that the said resolution be
adopted as read and all present voting in favor thereof, President Bach declared
the said resolution duly passed and adopted.
The applications of Rochester Junior Chamber of Commerce for a license
to sell soft drinks and ice cream on the streets and sidewalks of the City of
Rochester on June 5, 1954; of Centennial Essay Committee for a license to sell
essay booklets on the streets and sidewalks of the City of Rochester on June 5,
1954 and. Centennial Souvenirs for a license to sell centennial souvenirs on the
streets and sidewalks of the City of Rocll.ester on June 5, 1954 were each read
and upon motion by Ackerman, second by Moody, the licenses were granted.
The following claims were each read and upon motion by Ackerman, second
Iby Moody, the same were approved and the Mayor and City Clerk were authorized and
directed to draw warrants upon the City Treasurer and make payments accordingly:
