Minutes of an adjourned -regular meeting of the Common Council of the
City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in
said City, on August 9, 1954.
President Bach called the meeting to order at 4:30 o'clock P. M., the
following members being present: President Bach, Aldermen Ackerman, Anderson,
Moody, Morrie, Schroeder and Whiting. Absent: None.-
Upon motion by Schroeder, second by Whiting, the minutes of the meeting
-of August 2, 1954 were approved,
The recommendation of the City Engineer that the bid of Komatz
Construction Company in the amount of $39,195.60 be accepted for the reason that
it meets all the requirements of the specifications for the paving of First
Avemue-Southwest from West Center Street to Second Street Southwest was read and
President Bach ordered the same placed on file. Also a communication from the
Rochester Ready Mix Concrete Company stating that they would be able to furnish
ready mixed concrete for the job was read and ordered placed on file. Mr. Gordon
Winslow and Mr. Ray Arend, of the Rochester Ready Mix Concrete'Company, and Mr.
M. J. Jobes, Superintendent of the Komatz Construction Company, were present and
each heard on the matter of the type of concrete to be used.'
The recommendation of the Street & Alley Committee and the City Engineer
that the bid of Komatz Construction Company for repaving First Avenue Southwest
from West Center Street to '2nd Street Southwest' be -accepted at the unit prices
bid and checks -returned to the unsuccessful bidders was read. A motion was made
by Anderson, second by Ackerman, that the recommendation be accepted and 'upon'
roll call, Aldermen Anderson, Ackerman,'Sch'roeder and Whiting voting 'yes° and
Aldermen Moody and' Mo'rri-s voting "nog. President Bach declared` the motion carried.
The opinion of R. V. Ehrick, City Attorney, previously requested by the
Members of the Common Council, that they had no authority to offer a reward for
information leading to the arrest and conviction of the person or persons
responsible for the recent bombing of the residence of Mr. E. L. Whiting at 616-
llth Street Southwest was read and President Bach ordered the same placed on file,
Alderman Whiting'thba moved that the Mayor be authorized and requested
to appear before the Board of County Commissioners of Olmsted County, Minnesota,
at the next meeting thereof to request the said Board to offer a reward under the
provisions of M, S. A, 375.28.for the arrest and conviction of ,or for information
leading to the arrest and convication of the person or persons guilty of the
recent bombing of the residence of Mr. E. L. Whiting at 616 - llth Street Southwest
,Alderman Morris seconded the motion and all voted in favor thereof,
A -communication from the Rochester`Public`Schools addressed to the City
Clerk stating their appreciation for the assistance in putting .on the special bond
election -on July-27, 1954 in the various precincts of the City was read and

President Bach ordered the same placed on file.
Representatives from the Minnesota State Employment Service were present
at the meeting and outlined the procedure to be followed in classifying certain
positions in the City of Rochester.
A communication ffom the State of Minnesota, Department of Highways,
addreased to Mayor Claude H. McQuillan, stating that a written report containing
comments and recommendations on the East Center Street Bridge had been mailed
to the City Engineer was read and President Bach ordered the same placed on file.
The following resolutions were each introduced and read and President
Bach declared the same duly passed and adopted:
Resolution accepting the bid of Komatz Construction Company for repaving
First Avenue Southwest from West Center Street to Second Street Southwest. Upon
motion by Ackerman, second by Moody, resolution adopted.
Resolution appropriating $3,339.01 from the P. I. R. Fund and ordering
payment made to Doyle Conner Company. Upon motion by Moody, second by Morris,
resolution adopted.
Resolution appropriating $2,713.12 from the P. I. R. Fund and ordering
payment made to C. M. Boutelle & Sons. Upon motion by Morris, second by Schroeder,
resolution adopted.
Resolution appropriating $12,979,90 from the Permanent Improvement Fund
and ordering payment made to C. C. Pagenhart, $11,016.90; Woodhouse Brothers,
$1,017.90 and H. Dornack & Son, $945.00. Upon motion by Schroeder, second by
Whiting, resolution adopted.
Resolution appropriating $5,050.65 from the Park Improvement Fund and
ordering payment made to Reynolds Wholesale Co., $423.98; R. C. Drips Grocer Co.,
$237.00; Rochester Dairy Coop., $599.40; City of Rochester, $270.62; Mayo Civic
Auditorium Revolving Fund, $912*93 and City of Rochester, $2,616.82. Upon motion
by Whiting, second by Ackerman, resolution adopted.
Resolution appropriating $3.161*16 from the Park Improvement Fund,
$89.43 from the Lighting Fund and $84.63 from the F. E. Williams Estate Fund and
ordering payment made to Minnesota Toro, Inc., $514.90; Squires Electric Co.,
$216.33; City of Rochester, P.U., $891.60; The Kruse Company, $490.64; Utility
Sales & Engineering, $797.00 and Glenn E. Miller Interiors, $423.75. Upon motion
by Ackerman, second by Moody, resolution adopted.
Resolution appropriating $3, 569.27 from the General Fund and $457925
from the Permanent Improvement Fund and ordering payment made to -Centennial
Music Festival Committee, $865.92; Standard Oil Company, $955.95; Park Department,
$1, 528.00; T. 0. Wellner, M.D. , $219. 50 and H. Dornack & Son, $457, 25. Upon
motion by Moody, second by Morris, resolution adopted.

by Moody, the same were approved and the Mayor and City Clerk were authorized and
directed to draw warrants upon the City Treasurer and make payments accordingly:
