HomeMy WebLinkAbout09-13-1954�148 Record of Official Proceedings of the Common Council of the City of Rochester, Minn., Sept ember 13, 19 54 • Minutes of an adjourned .regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City, on September 13, 1954. President Bach called the meeting to order at 7:30 o'clock P. M., the following members being present: President Bach, Aldermen Ackerman, Anderson, Moody, Morris and Schroeder. Alderman Whiting was present after 10:00 P. .M. Upon motion by Schroeder, second by Morris, the minutes of the meeting of September 7, 1954 were approved. President Bach stated this as being the time and place set for the first hearing on grading, surfacing, sanitary sewer and water main construction on 5th Street Southwest from 17th to 20th Avenue Southwest; on 3rd Street Southwest from 17th to 20th Avenue Southwest; on 19th Avenue Southwest from 3rd to 5th Street Southwest and on 20th Avenue South%,est from.3rd to 5th Street Southwest. Mr. C. A. Armstrong, City Engineer, presented two plans for the estimated cost of said construction, Plan A showing estimated cost per lin. ft. for construction of sewer and water main without grading and alternate Plan B showing estimated cost per lin. ft. for construction of sewer and water main including the grading. There were 26 residents from that area present. After further discussion on the matter President Bach.called a recess to allow time for informal discussion on the matter of .the said grading, sewer and water main improvements. After the meeting was called to order, the residents from that area that were present stated that they unanimously preferred the adoption of alternate Plan B. The following resolutiors were each introduced and read and President Bach declared the same duly passed_ and adopted: Resolution ordering plans, specifications, profile and estimate of cost and 2nd hearing on grading, surfacing, sanitary sewer and water main on 5th Street Southwest from 181 Avenue Southwest to 20th Avenue Southwest; on 3rd Street Southwest from 1912 Avenue Southwest to 20th Avenue Southwest; on 19th Avenue Southwest from 3rd to 5th Street Southwest and on 20th Avenue Southwest from 3rd to 5th Street Southwest. Upon motion by Ackerman, second by Anderson, and upon roll call and all present voting in favor thereof, the resolution was adopted. Resolution accepting plans, specifications and ordering bids for construction of grading, surfacing, sanitary sewer and water main on 5th Street Southwest from 182 Avenue Southwest to 20th Avenue Southwest; on 3rd Street Southwest from 18- Avenue Southwest to 20th Avenue Southwest; on 19th Avenue Southwest from 3rd to 5th Street Southwest and on 20th Avenue Southwest from 3rd to 5th Street Southwest. Upon motion by Morris, second by Schroeder, resolution adopted. Resolution ordering bids for Christmas Street Lighting for the season of 1954. Upon motion by Schroeder, second by Ackerman, resolution adopted.. Resolution granting one public dance permti to the Rochester Police Benevolent Association. Upon motion by Anderson, second by Ackerman, resolution adopted. A communication from Mr. Archie B. Erickson, Public Relations,Chairman for the Minnesota Organization of Blind, Inc. requesting permission to conduct their annual White Cane Drive in Rochester on Friday and Saturday, September 17 and 19, 1954 was read and upon motion by Ackerman, second by Moody, their request was granted and the City Clerk was instructed to nofity them of the action taken. The report of the City Treasurer for the month of August, 1954 was read and President Bach ordered the same placed on file. The application of Milton Kaplan for a license to sell cigarettes at retail was read and upon motion by Morris, second by Anderson, the license was granted. The application of Elmer F. Becker for a Journeyman Plumber's license was read and upon motion by Anderson, second by Morris, the license was.granted. Master Sargeant Danielson, of the Army Recruiting Station, requested that the Council grant office space for an army recruiting office in the City Hall and upon motion by Ackerman, second by Schroeder, he was authorized to open his office in the room adjacent to the Mayor's office, subject to the approval of thos concerned. All voted in favor of the motion. Mayor McQuillan brought up the matter of the .contractfor the .purchase of the Fred Weih farm located west of the Sewage Disposal Plant. It was stated that the Council did not have all the information they wished at this time and that it would be brought up again at the next council meeting. The City Attorney read a resolution setting forth parking and parking meter regulations and provisions, pursuant to Ordinance No.. 871. No action was taken at this meeting. Upon motion by Morris, second by Ackerman, the meeting was adjourned until 3; 15 o'clock P. M. on September 15, 1954, for the purpose of canvassing the vote as shown on the counters of the various voting machines by the County Board and the Common Council. Act ng as City Clerk •
