Minutes of a special meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers in the Cit-y hall, in said City,
on January 25, 1955-
President Bach called the meeting to order at 4:45 o'clock P. M., the
following members -being present: President Bach, Aldermen Ackerman, Anderson,
_Moody, Morris, Schroeder and Whiting. Absent: None.
Upon motion by Moody, second by Schroeder, the minutes of the meeting
of January 17, 1955 were approved.
The call of the special meeting was read and President Bach ordered the
same placed on file, the said meeting having been called for the purpose of con-
sidering the appointment- of a City Scavenger and Dog Catcher and any other busines
the said Common Council may deem proper.
The recommendation of the Public Grounds Committee that Mr. Emil J.
Aufenthie be appointed as City Scavenger and Dog Catcher, to serve out the
unexpired portion of Mr. Darrell Sanfords term, which expires on April 1, 1955,
was read. A motion was made by Schroeder, second by Morris, that the recommendatil
be approved. All voted in favor of themotion.
A motion was made by Ackerman, second by Anderson, that Mr. Emil J.
Aufenthie be appointed as City Scavenger and Dog Catcher for the balance of the
fiscal year. All voted in favor ofthemotion.
The following -resolutions were each introduced and read and President
Bach declared the same dtily.paszeA,-' anj. adopted:
Resolution appropriating $34,999.32 from the Sewer Fund, $8,435,91 from
the Firemen's Relief Fund and $2,455.96 from the Police Relief Fund and ordering
payment made to Sinking Fund of the City of Rochester, $34, 999.32; George Davis,
Treasurer, $8, 435.91 and Ross Browning, Treasurer, $2, 455- 96. Upon motion by
Ackerman, second by Anderson, resolution adopted.
Resolution appropriating $31,244.37 from the General Fund and ordering
payment made to the Public Health & Welfare Fund. Upon motion by Anderson, second
by Moody, resolution adopted.
Alderman Anderson brought up the matter of the condition of the alley
at the rear of the Town House which is now in condition to render it impassable
and appears to be a fire hazard. A motion was made by Ackerman, second by Sch ro
that the matter be referred to the Chairman of the Police Committee, Chairman of
the Fire Committee, the Chief of the Fire Department and the Chief of the Police
Department with power to act. All voted in favor of the motion.
Alderman Anderson stated that Darrell Sanford the present dog catcher
owned a space heater at the dog kennels together with a 250 gallon oil storage
tank and that he was willing to leave it installed for the sum of $200.00. A

motion was made by Schroeder, second by Ackerman, that the matter be referred to
the Public Grounds Committee with power to act. All voted in favor of the motion.
Alderman Whiting stated that the report from Duff and Phelps, Public
Utility.Security Analysis, would be on file in the offices of the Mayor and City
Clerk and suggested that the Council members review this report.
Upon motion by Morris, second by Moody, the meeting was adjourned.
