of the City of Rochester, Minn., January 31, 1955
Minutes of a special meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City,
(on January 31, 1955•
President Bach called the meeting to order at 7:30 o'clock P. M. , the
Ifoll-owing members being present: President Bach, Aldermen Ackerman, Anderson,
Moody, Morris, and Whiting. -Absent: Alderman Schroeder.
The call of the special meeting was read and President Bach ordered the
same placed on file, the said meeting having been called for the purpose of
considering additional operations at the Sewage Disposal Plant and any other
business the said Common Council may deem proper.
The City Engineer read a copy of a letter addressed to Toltz, Bing &
Day, Inc. which contained the following points for the consideration of those
present: 1.
Study and comparison of current volumes (both liquid
and solids) with design estimates for 1954-
2.
Estimate of necessary digester needs and costs to
provide for current and future demands, with special
consideration given to current trend toward garbage
grinding.
3.
Recommendations for any other additions or modifi-
cations necessary for present needs.
4.
Study and recommendation of charges (if any) for -
garbage grinders.
5.,
Study and reconsideration of current sewer -service
charges, with special attention given to step-down
rates for quantity users.
The City Engineer then introduced Arndt J. Duval of the firm of Toltz, King &
Day, Inc, Architects and Engineers, fox the Sewage Treatment Plant, who read
a copy of a report on a study made by their firm on the Sewage Treatment Plant
in Rochester. Discussion was held as to where and when new sewers should be
constructed and as to whether or not additional digesters should be built at the
(Sewage Treatment Plant and if so what capacity, and what method could be used
for the financing of the project. Those present from the Public Health & Welfare
Department were, Dr. L. A. Weed, Mrs. N. W. Barker, Dr. Jos. Fawcett, Dr. Viktor
0. Wilson and Mr. Thomas Wall. -Mr. Walter C. Hogenson, Superintendent of the
Sewage Disposal Plant, was also present.
Mr. Walter C. Hogenson and Mr. Thomas A. Wall were verbally instructed
to make a survey of the garbage grinders in use in the City of Rochester and
report back their recommended fee for service.
A motion was made by Morris, second by Moody, that the City Engineer
be empowered, under the supervision of the Sewer Committee, to hire additional
competent engineering help as may be necessary, and whatever time basis would
be necessary, to assist in the advanced plans for the future sewer needs of the
City. All present voted in favor ofthe motion.
Upon motion by Ackerman, second by Moody, the meeting was adjourned.
