HomeMy WebLinkAbout02-10-1955274 Record of Official Proceedings of the Common Council of the City of Rochester, Minn., F e b ruary 10, 19 5 5 Minutes of a special meeting of the Common Council of the City of Rochester, Minnesota, hIld in the Council Chambers in the City Hall, in said City, on February 10, 1955- President Bach called the meeting to order at 4:45 o'clock P. M-, the following members being present: President Bach, Aldermen Ackerman, Anderson, Moody, Morris, Schroeder and Whiting, Absent: None. The call of the special meeting was read and President Bach ordered the same placed on file, the said meeting having been called for the purpose of con- sidering a bid for the purchase of the City Hog Farm and- any other business the said Common Council may deem proper. Mr. George Leiferman was present and verbally gave his offer for the purchase of the City Hog Farm in the amount of $24,00.0.00 net to the City of Rochester. He also presented, a certified check in the amount of $2,160.00. Dr. L. A. Weed, President of the Board of Public Health. & Welfare, was present and stated that his Board had discussed• the matter and they were willing to.go along with whatever the Council feels is reasonable. He also inquired as to whether the funds received for the sale of the .farm were- to be earmarked for the Public Health &, Welfare Department. A resolution determining that the premises, commonly known as the "City Hog Farm}' are to be no longer needed for garbage. disposal, health or any other municipal purposes, was introduced and read. Upon motion by Anderson, second by Ackerman, that the said resolution be adopted as read, and all -voting in favor thereof, President Bach declared the said resolution duly passed and adopted. A ,notion was then made by Ackerman, second -by Schroeder, that the City Attorney be instructed to draw a resolution accepting the offer of George P. 4 Leiferman to pay the sum of .$24,000.00 in cash f.or the premises known as the "City Hog Farm" and further that. said resolution provide that the - Mayor and the 71' City Clerk execute a deed to be delivered .upon the receipt of the purchase price mentioned, further moves that the said resolution instruct the City Clerk to encumber the entire proceeds from the sale of the City Hog Farm for the use of the Public Health & Welfare Department. All v.oted in favor of the motion. The following recommendation of the S,treet & Alley Committee was read and upon motion by Moody, second by. Morri.s, the said recommendation was approved: "Honorable Mayor and Common Council City of Rochester, Minnesota Gentlemen: We, the undersigned recommend that our recommendation dated January 12 approved by the Council on January 17, 1955, be amended to, --read as follows: "on all new additions and street developments of old additions the following minimum street im- provements be required and assessed: 1. Storm sewer, if necessary. 4: Sarr'i-t°ary S4vhe,r, iiid` water a +vice connections The'. re.qu-i•r.ement of -concr'a.t-e. curb and gutter has been dropped because of the objection of the Rochester Home Builders Association. It is felt that curb and gutter should be optional with the property owners rather than a requirement. Respectfully, Street & Alley ( A. G. WHITING Committee ( ARCHIE M. ACKERMAN ( RAYMOND C. S CHROEDER The following recommendation of the Sewer Committee was read and upon, motion by Moody, second by Morris, the recommendation was approved: "Honorable Mayor and Common Council City of Rochester, Minnesota Gentlemen: After studying the plans and benefits of the proposed storm sewer construction in Parkside Subdivision, the total cost of which is estimated at $460658.00 we, the undersigned, recommend that the assessments against the lots in Parkside Subdivision be levied as follows: 1. that each lot in Parkside Subdivision be assessed $125.00 for the construction of the main storm sewer system. 2. that the total cost of the storm sewer laterals to drain the interior of Blocks 4 and 5 in Parkside Subdivision if constructed, be assessed to the lots in Blocks 4 and 5, and that this assessment be in addition to the assessment for the main storm sewer system. The total estimated cost for the construction of these two laterals is $1,610.00 or $50.00 per lot in Block 5 and $41.00 per lot in Block 4. Respectfully, ( A. G. WHITING Sewer Committee ( RAYMOND C. SCHROEDER ( ARCHIE M: ACKERMAN The recommendation of the Street & Alley Committee, Sewer Committee and the City Engineer reporting on the request.of School District No. 8 for annexation of approximately 37 acres in Section 34, Cascade Township, which had been read previously at a meeting of the Common Council on December 20, 1955, was again xeadl A motion was made by Schroeder, second by Ackerman, that the City Attorney, City Clerk and City Engineer be jointly instructed to draft a letter to the School Board indicating the conditions of annexation as they have been accepted by the Council and request that they determine their approval or disapproval of these conditions of annexation and that a draft of the said letter bepresented to the Council on February '23, 1955• All voted in favor of the motion. A letter from James T. Spillane, Attorney representing the owners of the Brown Hotel, voicing their objections to the granting of a license to operate a bowling alley in the building adjoining the Brown Motel on the south on First Avenue Southwest was read. Mr. Spillane was also present at the meeting and stated that his clients were afraid a bowling alley next to their hotel might cause interference with the rest and quiet of their guests and would appreciate further consideration on, the application for a license to operate this bowling alley.
